City of Herrin City Council met June 10.

Tim Vaughn asked about all the over-sized loads going through town, asking if we get any funds for that. No we do not, it's a state highway.

Motion made by Alderman Shoemake, seconded by Alderman York to approve the minutes of the May 28, 2019 Council Meeting. Alderman Shoemake, York, Miller, Kinley, Sizernore, Ruppel and Ahlgren voted “Yea”. None voted "Nay".
TREASURER'S REPORT
Treasurer Carl Goodwin was absent from the meeting,
BUDGET OFFICE
Carrie Cravens, Budget Director was absent from the meeting.
CODES/ ANIMAL
Codes Administrator Robert Craig was absent from the meeting.
PUBLIC WORKS
Bill Sizemore, Chairman of the Public Works had nothing to report.
Tom Somers, Public Works Director has a couple things later in the agenda.

Marilyn Ruppel, Chairman of the Public Improvement had nothing to report.
PUBLIC SAFETY
Quinn Laird, Police Chief had nothing to report.
Shawn Priddy, Fire Chief gave reminder that the first Tuesday of the month we test tornado warning sirens. We had a couple this week that didn't work the first time. Persons should not rely on this as the only method of receiving warnings and weather alerts.
David Shoemake, Chairman of the Public Safety Committee stated they will meet 6/24 at 5:30 p.m.
FINANCE
Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before the Council. Alderman York, Miller, Kinley, Sizemore, Ruppel, Ahlgren and Shoemake voted “Yea". None voted "Nay".
INSURANCE
Sheila Ahlgren, Chairman of the Insurance Committee had nothing to report.
LIBRARY
Marilyn Ruppel, Liaison for the Herrin City Library stated 6/13 Stories around the campfire at 10:30 a.m., 6/20 Native American Artifacts. Library hours: Monday-Thursday 10-7, Friday 10-6 and Saturday 12-5.
CIVIC CENTER
Scott Kinley, Liaison for the Herrin Civic Center stated 6/11 Queen of Hearts $10,166, 6/21 & 6/22 "Above the Laws of God” pertaining to the Herrin Massacre.
NEW BUSINESS:
ORDINANCE 14-2019 AMEND CHAPTER 21 ARTICLE II, SECTION 4, SUBSECTION (C)
Motion made by Alderman Kinley, seconded by Alderman York to pass Ordinance 14-2019 Amend Chapter 21, Article II, Section 4, Subsection (C) of the Herrin Revised Code of Ordinances. Alderman Miller,, Kinley, Sizemore, Ruppel, Ahlgren, Shoemake and York voted “Yea”. None voted "Nay".
ORDINANCE 15-2019 ADD TERRITORY TO EPZ
Motion made by Alderman Miller, seconded by Alderman Ruppel to pass Ordinance 15-2019 Add Territory to Williamson County Enterprise Zone. This will be for a Road Ranger Truck Stop at Route 148 and 1-57. Alderman Kinley, Sizemore, Ruppel, Ahlgren, Shoemake, York and Miller voted "Yea”. None voted
“Nay”.

RESOLUTION 8-2019 MFT IMPROVEMENT & RESOLUTION 9-2019 MFT MAINTENANCE
Motion made by Alderman Sizemore, seconded by Alderman Shoemake to pass Resolution 8-2019 MFT Improvement and Resolution 9-2019 MFT Maintenance, Section 19-00000-01-GM. Alderman Sizemore, Ruppel, Ahlgren, Shoernake, York, Miller and Kinley voted "Yea”. None voted "Nay".
RESOLUTION 10-2019 USE OF TIF FUNDS HMA RESURF ACING
Motion made by Alderman Şizemore, seconded by Alderman Ahlgren to pass Resolution 10-2019 Use of TIF Funds for HMA Resurfacing of Various Routes. Alderman Ruppel, Ahlgren, Shoemake, York, Miller, Kinley and Sizemore voted "Yea”. None voted "Nay".
MAYOR
He received a complaint of the neighborhood pig tearing up yards and gardens. We are a City do not have the means of expertise to catch the pig. He spoke with Dept. of Ag and they're not sure how to deal with it either. Perhaps we could find a vet to tranquilize it and transport elsewhere. Seems to be a traffic hazard as well. Open to suggestions on what to do. Whatever we do will be under the direction of a vet or trained professional.
Festa was well attended, up by 35%. No substantial incidents.
We have had 3 inquiries on Lake #2. Mayor will get with Attorney Brewster to set perimeters for the bid process. It is 267.1 acres. Finance committee will review and set reserve price. Funds received will go into our surplus fund.
Rail activity should be starting soon.
COUNCIL
Alderman York announced a finance meeting 6/24 at 5:15 p.m. for City Lake #2.
Alderman Shoemake stated he check out Lake #2 and it is cleaned up but we have people swimming and jumping off rope into lake. We need to consider a gate for safety purposes. We had posted but sign was stolen. This is a major liability.
Alderman Sizemore stated the St. June Fundraiser netted approximately $16,000. Thank you to all businesses, teams, volunteers and Pine Lakes.
Alderman Ahlgren thanked Alderman Sizemore for his St. Jude's work.
Alderman Kinley stated he is glad to see traffic stop numbers still up.
