Jackson County Finance and Administration Committee met June 10.

Call to Order (5:00 PM)

Members Present: Calandro, Comparato, D. Bost, Erbes, Larkin, Mueller, Nehring and Snyder

Members Absent: Hunter, Mendoza, Peterson, Rendleman and S. Bost

Approval of Minutes

I. 19-4198 May 13, 2019 Minutes

A motion was made by Comparato, seconded by Erbes, to approve the May 13, 2019 minutes as presented. The motion carried by unanimous vote.

C. Erbes reported that there will be a Health Insurance Taskforce meeting on June 13 at 5pm.

Finance

A. Payment of County Monthly Claims

B. Payment of Board Member Travel Expenses

Before the claims were presented Larkin asked Harris-Johnson to give a brief update on the current state of cash for the county.

A. Comparato moved and D. Bost seconded to pay the monthly claims in the amount of $262,949.29, motion carried. A roll call vote was taken and all members present voted Yes.

B. Calandro moved and Comparato seconded to pay the board members travel in the amount of $3,022.58, motion carried. A roll call vote was taken and all members present voted Yes.

II. 19-4199 FY18 County Wide Audit Update

Gill handed out draft copies of the FY18 budget. Dallas went over some of the highlights, he specifically referenced pages 11, 12, 16 and 24. D. Bost asked Dallas what he would recommend the county do in light of the current financial situation, Dallas suggested working with department heads to make cuts and increasing revenue. The committee thanked him and Gill for their time.

III. 19-4200 IMRF Preliminary Rate Selection

Larkin explained that the county has the option of implementing the new rate in FY20 or taking the "phase in" rate which is a bit lower.

A motion was made by D. Bost, seconded by Erbes, to authorize accepting the IMRF phase in rate of 9.32%. The motion carried by unanimous vote.

IV. 19-4201 U of I Extension Funding Discussion Larkin began by explaining that the U of I Extension service has their own levy so the board will need to consider the amount of the levy for FY20 but the money levied in FY19 will go to them. He also stated that he spoke with Hines and she thinks they will be fine waiting for their payment until the tax payments are in. Hines then went through a PowerPoint presentation with the committee. She gave them a packet of handouts and went through the different programs that the Extension Service provides. She emphasized that the funding from the County is used as matching funds to bring in State and Federal dollars to the county.

V. 19-4202 Ordinance 2019-03 Authorizing the Jackson County Sheriff's Office to Increase Fees for Bond and Institute New Fees for Court Escorts, Inmate Sick Calls, and Medical/Denta l Escorts A motion was made by D. Bost, seconded by Erbes, to approve the adoption of Ordinance 2016 - 03 Authorizing The Jackson County Sheriff’s Office To Increase Fees For Bond And Institute New Fees For Court Escorts, Inmate Sick Calls, And Medical/Dental Escorts. The motion carried by the following vote: Yes: 8 - Calandro, Comparato, D. Bost, Erbes, Larkin, Mueller, Nehring and Snyder Absent: 5 - Hunter, Mendoza, Peterson, Rendleman and S. Bost

VII. 19-4204 Cash Flow Discussion

Harris-Johnson began by reviewing the tax process. She stated that the County Clerk's office has had the multiplier for over three weeks now and they said they only need a month so they should be almost done, maybe next week. She then went on to explain an issue she had getting a part for one of her printers. Finally, she stated that the balancing in her office will take a few days and then a few more days to print. Larkin asked if July 1 was a realistic goal for sending tax bills out, Harris-Johnson said yes. Harris-Johnson also complimented Dailey and all the hard work she has been doing since Tweedy left. Larkin said the Board could discuss at the June 27 Finance meeting what the next steps need to be to ensure the county can make payroll. He went on to discuss the upcoming budget season. He wants to make sure everyone knows that serious cuts will need to be made. He went on to say that the board will need to find out the minimum statutory requirements for each department and the minimum amount for each levy. Larkin concluded by stating that he hopes to have a new Accounting Coordinator by the end of the month. Nehring requested that at the budget hearings the departments be prepared to answer specific questions about their budgets.

A motion was made by Erbes, seconded by Mueller, to authorize entering into Executive Session under 2 (c) 12 of the Illinois Open Meetings Act to discuss an insurance claim. The motion carried by the following vote:

Yes: 8 - Calandro, Comparato, D. Bost, Erbes, Larkin, Mueller, Nehring and Snyder

Absent: 5 - Hunter, Mendoza, Peterson, Rendleman and S. Bost

Adjourn

Comparato moved and Mueller seconded to adjourn, motion carried
