Jackson County Real Property Committee met Wednesday, April 10.

Here is the minutes provided by the committee:

Call to Order (4:30 PM)

Members Present: Calandro, D. Bost, Mendoza, Jr., Mueller, Peterson and Snyder

Members Absent: Erbes

Also Present: Mitch Burdick, Jeff Whitbeck, Robert Burns

Approval of Minutes

I. 19-4105 March 13, 2019 Minutes

A motion was made by Calandro, seconded by Snyder, to approve the March 13, 2019 minutes

as presented. The motion carried by unanimous vote.

Communication

II. 19-4106 Job Growth Report

Peterson discussed an article in the Southern Illinoisan about job growth in the area and some

statistics from the Illinois Department of Employment Services website.

Highway Department

C. Payment of Highway Monthly Claims

D. Highway Department Update

A. Peterson informed the committee that on April 16th Greater Egypt will be hosting Represen tative Mike Bost, in May the Federal

Highway commission will be reviewing SIMPO, and local mass transit has received some federal money for ridership and mileage.

B. D. Bost asked Burdick about putting bike paths in when roads are upgraded and he said he will be contacting Burdick to set a

meeting to discuss sections of County roads that bikers use.

C. Burdick went over each fund explaining some of the bills and answering questions from the committee. Mueller moved and

Snyder seconded to pay the Highway monthly claims in the amount of $233,525.47, motion carried.

D. Burdick reported the following:

-The Dillinger road project has been started. He will be meeting with IDOT on the 16th about the project. It is estimated

that Dillinger Road will be closed for about 90 days, which will begin once school is out for the summer.

-The Ava Road resurfacing project will be beginning soon and will require some day light lane closures.

- He has begun looking at setting the Giant City Road resurfacing project for the fu ture.

- There is still some flooding on Route 3 but Town Creek Road which was closed for five days has been reopened.

- There is a 75% chance of more flooding through May

- The applications for safety funds have not been posted yet but when they are he will be applying.

- Eric Dillinger who was promoted to an interim position has now been given the position on a regular full time basis.

-The maintainers are working on getting their Class A CDL. Additionally, they have been attending training and testing for

their spraying license.

-The deadline for summer employment applications has been extended to April 19th in an effort to get additional

applicants. He provided the committee with a list of the current applicants. The committee commented on some of the

applicants that they had personal knowledge of. He will notify the committee next month who has been hired.

- Two full time employees will be retiring soon, one in May and one over the summer. Advertisement for the open position

will be done at the end of April with the intent to have someone start in June.

-The Motor Fuel Tax bids will be opened tomorrow and he would like the acceptance resolution to go to the full board in

April. The committee agrees.

- He has been evaluating the BS&A software package and it is not capable of doing the reporting that IDOT requires. He has

decided to implement a system that he has used before and trained people on before. It will cost about $10,000 which he

believes he can find in his budget through the capital line item. His plan is to do this system change when he hires someone

to take Rita's place when she retires. He said he will still use the BS&A system for payroll and AP's.

- He is prepping things for the County auditors to be at his building soon.

-He will be in Effingham for the State County Engineers conference April 30-May 1st.

-He will be on vacation from April 17-24 but will be reachable on his cell phone should there be any issues.

E. River Levee Project Update

A. Peterson informed the committee that there was an article in the Southern Illinoisan that mentions the work Greater Egypt is

doing. Also, Greater Egypt will be building their own building in Marion which will also house ManTraCon. The Reed Station Road

clean up has been completed and now it is time for the County to think about what they want to do with the land. Peterson asked

why Jackson County doesn't have a fair grounds, no one had an answer. Greater Egypt has been the only ones applying for and

getting watershed planning grants and they have been asked to expand their area into Southeastern Illinois.

C. Mueller reported that at the end of the month Jackson Growth Alliance will begin starting their study of Murphysboro to see

where to make an arts building. D. Bost mentioned that Rachel Ensor is working to make a historic district in Murphysboro.

County Buildings & Grounds

III. 19-4107 Courthouse Lactation Room

Whitbeck reported that he met with Karen Brown from the Health Department about the

lactation room. Currently, they are waiting on a quote for the alterations to the second floor

ladies bathroom parlor area to be turned into the lactation room.
