Jackson County Legislative and Public Safety Committee met Feb. 5.

Here is the minutes provided by the committee:

Members Present: Calandro, Comparato, Endres, Erbes, Mueller and Snyder

Members Absent: Nehring

Also Present: Sheriff Robert Burns, Orval Rowe, Lloyd Nelson, Kenton Schafer, Bart Hagston, Sarah Patrick, Ed Ford

Approval of Minutes

I. 19-3962 January 8, 2018 Minutes

A motion was made by Comparato, seconded by Erbes, to approve the January 8, 2019 minutes as presented. The motion carried by unanimous vote.

Animal Control

II. 19-3963 Animal Control FAQ page

Endres reported that the FAQ will go on the website and will continue to be added to as more questions arise. Nelson is working with the Assessments office to get a map of the county that outlines what office would be contacted if there is an issue inside the city limits. Since the county is looking into doing a county wide fee study the discussion of increasing the rabies tag fees has been postponed.

A. Patrick reported that the next Board of Health meeting is on February 6th at 6pm. She went on to discuss the continued work on the HepA vaccinations and the warming center. She mentioned the walk in educational event that will take place at the Health Department on Feb. 26th. She concluded by mentioning an ISPAN grant and that she is working on the budget for the State.

B. Hagston gave everyone an article on solid waste and recycling. He reported that there were 10 open dumping/open burning inspections completed and all ten were revisits to existing sites, three of them were closed due to compliance and 210 cubic yards of wast was removed.

C. Hagston reviewed the fund update that was presented.

D. Hagston reported that Gale participated in a webinar on Food Recovery and Composting and she is working with SIUC on a date for the Annual Household Chemical Collection. Finally he reported that staff has presented 18 recycling education presentations to 352 students in Jackson County schools.

Emergency Management

III. 19-3964 EMA Director Position

Endres stated that she asked Schafer and Burns to collaborate on the EMA Director appointment. Sheriff Burns said that he is willing to take it over. This consensus of the committee is that this makes sense since he is usually the Incident Commander duri ng an emergency so he does the work anyway. He also offered to do it without taking the stipend that is usually given.

A. Payment of Ambulance Monthly Claims

A. Erbes moved and Calandro seconded to pay the Ambulance monthly claims in the amount of $50,315.85, motion carried.

B. i. Schafer reported that there is $259,903.21 in accounts receivable cash.

B. ii. Schafer reported that there were 840 patient care reports for 816 incidents for EMS and 40 livery transports.

IV. 19-3965 Fleet Fuel Credit Cards

Schafer spoke with the committee about changing the fuel cards that the Ambulance service uses. He would like to go from a brand specific card to a more universal fleet card. When employees are transporting patients to various places is is often not possible to find a brand specific gas station so employees end up buying the fuel and having to be reimbursed. The universal fleet cards from Wex Bank are currently being used by the State of Illinois and Schafer would like to create an account with them and close the brand specific cards. Wex Bank cards have a better rate, offer more options and are already being used by the Sheriff's office. A motion was made by Mueller, seconded by Snyder, to authorize the Ambulance Director to change fuel cards to a universal fleet card and cancel the brand specific cards. The motion carried by unanimous vote.

V. 19-3966 Residential Tax Incentives Subcommittee Update

Endres reported that a letter is being drafted to be sent to elected officials regarding a residential property tax program. There will be further information given at the next meeting. Mueller told the committee exactly what happened at the RTI meeting.
