Jackson County Real Property Committee met October 10.

Here is the minutes provided by the committee:

Call to Order (5:00 pm)

Members Present: Endres, Hunter, Mueller, Peterson and S. Bost

Members Absent: D. Bost and Mendoza, Jr.

Also Present: Andrew Erbes

Approval of Minutes:

I. 18-3715 September 12, 2018 Minutes

A motion was made by S. Bost, seconded by Hunter, to approve the September 12, 2018 minutes as presented. The motion carried by unanimous vote.

Communication:

II. 18-3716 IDNR Knight Hawk Coal Permit Renewal Information

Peterson read appendix A to the committee. This is for informational purposes.

III. 18-3717 EDA Grant for SI Airport

Peterson explained that the grant goes to areas of high poverty. Greater Egypt worked with the SI Airport to get the grant. S. Bost reported that there is about $5 million for hanger space and road relocation.

IV. 18-3718 Resource Concerns 2018

Peterson reported on the resource concerns of the Soil & Water Conservation district. She reviewed the rating of the resource concerns and pointed out that the number two concern is educating County Board members.

Peterson reported on her first meeting with the Shawnee Resource Conservation & Development commission. She learned a lot about the various grants they get for the area. Mueller talked about the good work they do in giving back to the community.

Highway Department:

A. SIMPO-Southern Illinois Metropolitan Planning Organization

B. Jackson County Bike Paths/Trails

C. Payment of Highway Monthly Claims

A. Peterson reported that Murphysboro Middle School is a recipient of the Safe Routes to Schools grant. She also informed the committee that a spot opened in the planning for 2023 and she asked for the county road project to be put back in the rotation. Mueller asked if the Safe Routes for Schools grant could also be used in Carbondale, it was suggested that she go to the Carbondale City Council to see what can be done in Carbondale.

B. None

C. Erbes moved and Mueller seconded paying the Highway monthly claims in the amount of $247,234.37, motion carried. The committee asked about what the vehicle repair cost of $9300 is for and if it is for one vehicle or multiple vehicles. Mueller asked about the County Engineer position, it was suggested that she speak with the Board Chairman about her concerns.

A. Greater Egypt Regional Planning & Development Commission

B. Supervisor of Assessments

C. Jackson Growth Alliance

D. Comprehensive Plan

E. River Levee Project Update

A. Peterson asked that the Board send a letter of appreciation to Greater Egypt for all their hard work over the last several years. Hunter moved and Mueller seconded to send a letter from the County Board to Greater Egypt signed by both the Board Chairman and the Real Property Chair.

B. None

C. Endres opened discussion by stating that she has heard that JGA is having issues getting a quorum and getting things accomplished. S. Bost stated that sometimes due to the large number of board members, they have had issues getting a quorum. He went on to say that JGA is making some real progress. They had a transition period when they were looking and hiring a new Executive Director but he believes they are doing good things now. Mueller reminded the committee about the event on Thursday at 17th Street and encouraged everyone to attend.

E. Erbes reported that it looks like most of the work has been done.

County Buildings & Grounds

Old Business

Erbes reported that he sent a letter to IDNR to request they appoint someone to the Jackson County area. He asked the committee coordinator to send him the contact information for the IDNR representative and the IEPA representative.
