Carbondale Community High School District 165 Board of Education met June 21.

Here is the minutes provided by the Board:

The regular scheduled meeting of the Board of Education of School District 165 was held in the cafeteria of Carbondale Community High School, 1301 East Walnut Street, Carbondale, Illinois, on Thursday, June 21, 2018, at 7:00 p.m.

Upon roll call, the following members were present:

Kathy Booziotis Francis Tsung

Linda Flowers Julie VanWinkle

Joe Hudgins Brian Woodard

The following member was absent: Christopher Swims

Also present were:

President Woodard declared a quorum present and the regular scheduled meeting of June 21, 2018, was called to order.

Approval of Minutes: Motion by Flowers, seconded by Booziotis, to approve the minutes of the regular scheduled meeting of May 16, 2018. Roll call: Booziotis, Flowers, Hudgins, Tsung, VanWinkle and Woodard voted yes. Nay, none. Motion carried.

Old Business-CES District 95 Shared Director of Communications Public Relations Position Agreement: Motion by Tsung, seconded by Booziotis, to approve the CES District 95 Shared Director of Communications Public Relations Position Agreement as presented. Roll call: Flowers, Tsung, VanWinkle, Woodard and Booziotis voted yes. Member Hudgins voted no. Motion carried.

Member Hudgins stated he was not in favor of the CES District 95 shared Director of Communications Public Relations position because he did not feel it was the mission of the Board.

Public Comments: There were no public comments.

Payment of Bills: Motion by Tsung, seconded by Booziotis, to pay the remaining bills for the month of May 2018; and, those available for payment for the month of June 2018. Roll call: Hudgins, Tsung, VanWinkle, Woodard, Booziotis and Flowers voted yes. Nay, none. Motion carried.

Superintendent’s Report

Summer Projects: Superintendent Murphy updated the Board on the progress of the summer construction projects.

Fall IASB Events: Superintendent Murphy advised the Board CCHS would be hosting the Shawnee Region IASB Dinner Meeting on October 10, 2018, at 6:00 p.m. The Joint Annual Conference is scheduled for November 16-18, 2018.

Track and Fields: Superintendent Murphy updated the Board on the track and fields projects. He said preliminary budget estimates from Byrne & Jones had been received and that he would be meeting with Athletics and Dr. Woodard to discuss potentially soliciting bid proposals in late summer/early fall. He also advised that an external audit of the facility would be done be in July to plan for upcoming facility needs in the building.

Following discussion by the Board it was determined that a long-range strategic planning committee would be considered to assist in the planning of future maintenance and facility projects on the school campus

Pension Budget Legislation: Superintendent Murphy updated the Board on the pension budget legislation. He said school districts are currently penalized if members of the Teachers Retirement System receive raises in excess of 6% in their final four years before retirement. The most recent budget legislation changed this amount to 3%. Our current contract with the CCHSEA expires in 2021, and includes language allowing raises up to 6%. However, current contracts appear to be “grandfathered,” so we will not see immediate issues with the change. However, we will likely need to amend our contract language in accordance with the new law during the next negotiations cycle. It will also be more difficult for districts to avoid penalties in the coming years.

2018-19 Prevailing Wage Resolution: Motion by VanWinkle, seconded by Booziotis, to adopt the Annual Prevailing Wage Resolution as presented. Roll call: Woodard, Booziotis, Flowers, Hudgins, Tsung and VanWinkle voted yes. Nay, none. Motion carried.

IASB PRESS Issue 98 Board Policy Manual Updates-First Reading: The Board received IASB PRESS Issue 98 Board Policy Manual updates for first reading. Final adoption of the IASB PRESS Issue 98 Board Policy updates will occur at the July 19, 2018 Board of Education meeting.

Resignations/Retirements: None

Employment of 2018-19 Personnel: Motion by Flowers, seconded by VanWinkle, to employ the following 2018-19 personnel as presented:

a. Dean of Students--Ethan Graham, Dean of Students effective July 1, 2018, for the 2018-19 school year (full-time 10.5-month position) with a salary of $68,500.00.

b. Teaching Personnel

1. Meriam Lahlou, full-time Foreign Language-French Teacher. Ms. Lahlou’s education and experience will place her at Line 0, Column MA/MS on the Teacher Salary Schedule ($48,060.00).
