Johnston City Community Unit School District 1 Board met February 20.

The Board of Education of the Johnston City Community Unit School District No. 1 met at a
regular Board meeting held on February 20, 2018 with Closed Session beginning at 6:00 p.m.
and the regular meeting beginning at 7:11 p.m. at the Unit Office, 200 E. 12th Street, Johnston
City, IL. President Chris Cullum called the meeting to order and asked the clerk for the
attendance roll call.
Roll Call
Present: Chad Barras, Randy Brymer, John Etherton, Greg Smiley,
Keven Stroud, and Chris Cullum
Absent: None
Motion made by Randy Brymer and seconded by Keven Stroud to approve the consent agenda
consisting of the following:
A. Approval of the Regular and Closed Session minutes for the January 16, 2018
regular meeting and the Regular and Closed Session minutes for the
January 19, 2018 and February 7, 2018 Special Meetings;
B. Approval of the Treasurer’s Report;
C. Approval of the Bills for Payment;
Voting Aye: Barras, Brymer, Etherton, Smiley, Stroud, and Cullum
Motion Carried.
Discussion was held regarding the 2018-2019 school calendar. Mrs. Clark is still working on a
final calendar.
Motion made by Greg Smiley and seconded by Keven Stroud to appoint Patti Martin as a
Board member to fill the seat vacated by Lori Linton on January 16, 2018.
Voting Aye: Barras, Brymer, Etherton, Smiley, Stroud, and Cullum
Motion Carried.
The Oath of Office for a Board member was administered by Mr. Chris Cullum, Board President,
to new Board member Mrs. Patti Martin.
Mrs. Clark informed the Board that she had received Freedom of Information Act requests from
the IRTA, Prairie State Wire, and the Parents Foundation for Education. Mrs. Clark informed
the Board that the requests from the IRTA and Prairie State Wire were granted, but the request
from the Parents Foundation for Education was denied due to the personal information of
employees that was being requested.
Motion made by Chad Barras and seconded by Randy Brymer to approve the 1st and 2nd Grade
Boys’ Basketball Camp and the 3rd - 6th Grade Girls’ Volleyball Camp.

Motion made by Keven Stroud and seconded by John Etherton to approve the Closed Session
Minutes/Destruction of Closed Session Tapes (Listed Below) in Accordance with 5ILCS
120/2.06c 1/8/16, 1/19/16 (special meeting), 1/19/16 (regular meeting), 2/8/16, 2/16/16,
3/10/16, 3/21/16, 4/18/16, 5/9/16, 5/16/16, 6/2/16, and 6/20/16.

Understanding with SIU-C Head Start as presented.

3. High School Cheerleaders Overnight and Out of State to Cheer Camp at

4. High School Scholar Bowl Overnight Trip to the Scholar Bowl Masonic

Discussion was held regarding a request from Sloan’s Gym in West Frankfort to use the High
School gym for a competition on March 24, 2018.

Motion made by Chris Cullum and seconded by Keven Stroud to accept the resignation of Dan
Mings as High School Head Football Coach.
Voting Aye: Barras, Etherton, Martin, and Cullum
Voting No: Brymer, Smiley, Stroud
Motion Carried.
Motion made by Keven Stroud and seconded by Chad Barras to accept the resignation of
Charles McDonald as a Jefferson School Morning Duty and Library Aide.
Voting Aye: Barras, Brymer, Etherton, Martin, Smiley, Stroud, and Cullum
Motion Carried.
Motion made by Greg Smiley and seconded by Keven Stroud to employ Jessica Wagley as a
Jefferson School Morning Duty and Library Aide.
Motion made by Randy Brymer and seconded by Greg Smiley to approve the irrevocable
notices of retirement per Article 11.4 “Retirement Incentive” of the Collective Bargaining
Agreement between the Board of Education of Johnston City Community Unit School
District #1 and the Johnston City Education Association for Trevor Clark effective at the
end of the 2023-2024 school year, Tina Kosco effective at the end of the 2022-2023 school
year, and Debbie Ryker effective at the end of the 2023-2024 school year.

Keven Stroud, Cierra Hutchinson, Josh Pietrantoni, Kellie (Szablewski) Smith, pending
ASEP certification, and Allison (Smiley) Johnson, pending ASEP certification as Volunteer
Assistant High School Girls’ Softball coaches.

Motion made by Chad Barras and seconded by Randy Brymer to approve Charlie Zeigler,
Randy Clark, Lenny Clark, Joe Woodring (Thompsonville), and Chris Raubach
(Thompsonville) as Volunteer Assistant High School Boys’ Baseball coaches.
Voting Aye: Barras, Brymer, Etherton, Martin, Smiley, Stroud, and Cullum

Motion made by Greg Smiley and seconded by Randy Brymer to approve Bill Drage as a
Volunteer Assistant High School Boys’ Track coach.

Mrs. Clark informed the Board that at the beginning of April the district should start receiving
the additional money for General State Aid. The General State Aid is no longer based on
Average Daily Attendance (ADA).
Ms. Hilliard informed the Board that Colton McReynolds, High School Swimmer, swam at the
IHSA Boys’ Sectional and placed 9th in the 100 yard butterfly and 7th in the 500 yard freestyle.

7:50 p.m.
