Village of DeSoto Board of Trustees met December 18.

Here is the minutes provided by the Board:

President Pro Temp Paulette Johnson called the second regular meeting of the De Soto Village Board of Trustees to order at 7:00 p.m. Village Clerk Paula Parks was present to record the minutes.

Tony Rushing Heath Rushing

Absent: John Evans Eric Schuler

Motion made by Tony Rushing, seconded by Heath Rushing, to dispense with the reading of the minutes and to approve them. Motion carried.

Motion made by Heath Rushing, seconded by Brian Gleason, to approve the November revenue report. Motion carried.

Motion made by Tony Rushing, seconded by Brian Gleason, to pay the list of bills. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Heath Rushing - Yes. Motion carried.

Director of Public Works David Griffin reported that the water project is progressing.

Motion made by Tony Rushing, seconded by Heath Rushing, to pass Resolution 2017-7 to appropriate $20,000.00 of Motor Fuel Tax funds for the purpose of maintaining streets and highways beginning January 1, 2018 to December 31, 2018. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Heath Rushing - Yes. Motion carried. Resolution incorporated by reference.

Trustee Paulette Johnson asked if Mike Garrison could look into the cost for a camera system around the outside of the Village Hall. Board members felt it was a good idea.

Trustee Johnson asked the board members to look at the Property Maintenance Code regarding home inspections because some rental properties are unsafe to live in.

Mrs. Johnson reported that Milk and Cookies with Santa was wonderful. She thanked everyone for their cookie donations and help.

Trustee Heath Rushing reported that the Village had investigated a water leak on Smith Drive. Initially, they thought the leak was on the Village’s side. However, it was determined that the leak was on Mr. Brent Mosel’s side at 105 N. Smith Drive. Since the work was already in progress, the Village repaired the leak. Trustee Rushing asked about sending a bill to Mr. Mosel for just the time and materials to repair the leak. The labor amounted to 4 hours for two men.

Motion made by Heath Rushing, seconded by Tony Rushing, to charge Mr. Mosel $150 for material and labor to repair his water leak. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Paulette Johnson – Yes; Heath Rushing - Yes. Motion carried

Trustee Heath Rushing reported that he needed to meet with the Township Fire Protection District Board regarding the fill hydrant that is located in the center of the bay of the fire department. It is a 3” cast iron line with the valve that they use to sometimes fill their trucks. The line is not metered so when they did the cutting and capping for the Phase II Watermain Replacements project, they did not know the line was there. Now there is no water on that line in the bay. It will cost about $10,000.00 to restore it. The fill hydrant is used more for convenience than necessity. Trustee Heath Rushing will set up a meeting with the fire protection board and the Water Committee to investigate the matter.

Discussion about dumping at the city maintenance garage was tabled until the next meeting when the other board members would be present.

The next board meeting will be held Tuesday, January 2, 2018 at 7 PM at the Village Hall.
