Marion City Council met October 9.

Here is the minutes provided by the Council:

Minutes of a Regular Meeting of the City Council of the City of Marion held in the Council Chambers at City Hall October 09, 2017. Mayor Butler called the meeting to order at 6:30 P.M. The City Clerk was instructed to call the roll and the response was as follows:

Physically Present: Commissioners Rinella, Hightower, Webb And Goss And Mayor Butler. Absent: None.

The minutes of the 09/25/2017 Regular Meeting and the 09/25/2017 Public Hearing were approved as presented.

Rich Henley with the group of Special Olympic Athletes, the Lightning Bolts, were present to show some of the 1st Place Medals they had won in various competitions around the country. Mr. Henley thanked the City for the $1,000.00 the City of Marion had contributed to the Lightning Bolts travels. Mayor Butler informed Mr. Henley and the Lightning Bolts members that the City of Marion would donate to them again this year.

Jimmy Johnson spoke to the Council about the ongoing problems in his neighborhood and his concerns for our nation.

New Business

Ordinance 3405 - Approval Of An Ordinance Providing For The Issuance Of General Obligation Bonds Of The City Of Marjon In The Aggregate Principal Amount Not To Exceed $2,500,000 For The Purpose Of Refunding Certain Outstanding General Obligation Bonds And Paying Costs Related To The Issuance Of Such Bonds, Authorizing The Execution Of A Bond Order In Connection Therewith And For The Levy Of A Direct Annual Tax Sufficient To Pay The Principal Of And Inerest On Said Bonds.

Commissioner Rinella made a motion to approve Ordinance 3405 as presented. Commissioner Hightower seconded the motion.

On Roll Call Vote Commissioners Rinella, Hightower, Webb And Goss And Mayor Butler All Voted Yea.

Police Department

City Administrator Gail West stated The Police Department is asking for approval to contract with Credit Collection Partners for collection of those in default of payment of fines to the Police Department. Police Chief Dawn Tondini was told by Williamson County Commissioner Ron Ellis that Credit Collection Partners have collected $68,000.00 in unpaid fines over a three-year period for Williamson County. Credit Collection Partners have a 60% success rate. The City will not be out anything. Credit Collection Partners can collect the fine plus a fee. Attorney Steve Green told the Council per state statute this is allowed. Commissioner Webb made a motion to approve the contract with Credit Collection Partners to collect from those whose fines are in default of payment to the Police Department. Commissioner Rinella seconded the motion.

On Roll Call Vote Commissioners Rinella, Hightower, Webb And Mayor Butler All Voted Yea. Commissioner Goss Voted No.

Street Department

Street Department Superintendent Doug Phillips told the Council to finish installing the LED lighting for the remaining roadways would cost $26,191.90 plus $4,000.00 labor to install the lights making a total cost of $30,191.90, but with the Incentive Grant to the City of $27,318.64 subtracted from the total, the estimated remaining cost to the City would be $2,873.26. Commissioner Goss made a motion for Council to approve the LED lighting for the remaining roadway lights at an estimated cost of $2,873.26. Commissioner Hightower seconded the motion.

Goddard Chapel

Commissioner Goss made a motion to approve paying $11,500.00 for the second half of the refinishing of the church pews for Goddard Chapel. Commissioner Webb seconded the motion.

On Roll Call Vote Commissioners Rinella, Hightower, Webb, And Goss And Mayor Butler All Voted Yea.

Marion Cultural & Civic Center

Commissioner Hightower made a motion to approve the hiring of Daniel Steber as a Part-time Janitor to fill an open position at the Marion Cultural & Civic Center at $9.00 per hour. Commissioner Rinella seconded the motion.

On Roll Call Vote Commissioners Rinella, Hightower, Webb, And Goss And Mayor Butler All Voted Yea.

Marion Carnegie Library

Commissioner Rinella made a motion to approve the hiring of Shelley Hudspath as Coordinator of Children's Services at $15.00 per hour, to replace Sheila Fredman who is retiring. Commissioner Goss seconded the motion. Mayor Butler stated Sheila Fredman has been a very valuable and great asset to the Library.

Hub Recreation Center

General Manager Chris Georgantas asked for Council approval for the following new hire recommendations for part-time employees:

Keina Beasley — membership and Cafe Attendant at $9.00 per hour.

Annika Jansen — Lifeguard at $9.50 per hour.

Commissioner Rinella made a motion to approve the above recommendations as stated. Commissioner Webb seconded the motion.

On Roll Call Vote Commissioners Rinella, Hightower, Webb And Goss And Mayor Butler All Voted Yea.

General Manager Chris Georgantas asked for Council approval for the following additional Job/Pay classifications for part-time employees:

Faith King ~ Swim Instructor at $20.00 per hour

Samantha Moore — Swim Instructor at $20.00 per hour.

Commissioner Webb made a motion to approve the above stated additional job/pay classifications as stated above. Commissioner Goss seconded the motion.

On Roll Call Vote Commissioners Rinella, Hightower, Webb And Goss And Mayor Butler All Voted Yea.

Ordinance 3406 - Ordinance Approving And Authorizing The Execuion Of A Tax Increment Financing (TIF) District Predevelopment Agreement By And Between The City Of Marion And Woodland Rental Properties, Llc. (Marion Hill View Tif) Roman Basi. City Administrator Gail West explained this property is located on the south side of 17th Street. The project will have a cap of $2,055,000.00. Commissioner Hightower made a motion to approve Ordinance 3406 as stated. Commissioner Rinella seconded the motion.

Commissioner Rinella made a motion to pay the monthly bills as funds become available. Commissioner Hightower seconded the motion.

Commissioner Rinella made a motion to approve and pay the Consent Agenda dated October 09 ; 2017 as funds become available. Commissioner Goss seconded the motion.

City Attorney Steve Green reported on the Illinois Municipal League Conference Attorney's session that he attended. Attorney Green stated the attorneys looked at legislation that possibly would help their municipalities. Some of the subjects discussed at the conference included Air B & B's and unfunded mandates for Police and Fire Pensions. Attorney Green thanked the Commissioners and Mayor Butler for allowing him the opportunity to attend the Illinois Municipal League Conference.

Commissioner Rinella announced the Electronic Recycling day will be October 21 from 9:00 am to 12:00 pm. at the Marion Training Center, 211 E. Boulevard. Commissioner Rinella stated last year's recycling day was a huge success and they are looking forward to an even bigger Electronic Recycling day this year.

Commissioner Goss reported the Cemetery had fifteen burials and collected $6,400.00 in Lot sales and Burial fees.

Commissioner Rinella made a motion to go into Executive Session to discuss a Real Estate matter and a personnel matter. Commissioner Goss seconded the motion.

Commissioner Goss made a motion to go out of Executive Session and resume the Regular Meeting. Commissioner liightower seconded the motion.

Commissioner Webb made a motion to approve the purchase of the Farm Fresh property located next to the Fire Department on North Court Street at a cost of $21 5,000.00. Commissioner Hightower seconded the motion.

On Roll Call Vote Commissioners Rinella, Hightower, Webb And Goss And Mayor Butler All Voted Yea.

Commissioner Rinella made a motion to authorize Boyt Engineering and White and Borgognoni Architects, P.C. to advertise for bids as specified by Attorney Steve Green, for a new HVAC system for the Hub Recreational Center. Commissioner Goss seconded the motion.

Commissioner Webb made a motion to adjourn the Regular Meeting. Commissioner Rinella seconded the motion.
