Herrin City Council met October 9

Here is the minutes provided by the Council:

Mayor Steve Frattini called the meeting to order and led us in prayer. Pledge of Allegiance was recited. Shelly Huggins, City Clerk Call the roll and the following were present:

Minutes Of September 25, 2017 Meeting: Motion made by Alderman Crompton, seconded by Alderman Kinley to approve the minutes of the September 25, 2017 Council Meeting Alderman Ahlgren, York, Kinley, Ruppel, Sizemore and Shoemake voted "Yea". None voted "Nay".

Treasurers Report: Treasurer Carl Goodwin stated there will be a finance meeting on October 16 at 5:30 p.m. and on October 23 at 5:30 p.m. to discuss the levy.

Budget Office: Carrie Cravens, Budget Director had nothing to report.

Codes: Codes Administrator Robert Craig had nothing to report.

Public Works: Bill Sizemore, Chairman of the Public Works Committee stated there will be a committee meeting October 23 at 5:00 p.m.

Tom Somers, Public Works Director had nothing to report.

Public Improvement: Marilyn Ruppel, Chairman of the Public Improvement Committee had nothing to report.

Public Safety: Quinn Laird, Police Chief was absent from the meeting. Deputy Chief Jimmie Loyd had nothing to report.

Shawn Priddy, Fire Chief stated that it is Fire Prevention Week. They will be at the return of the Veteran's Honor Flight on Tuesday.

David Shoemake, Chairman of the Public Safety Committee had nothing to report.

Finance: Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before the Council. Alderman York, Kinley, Ruppel, Sizemore, Shoemake and Ahlgren voted "Yea". None voted "Nay".

Insurance: Sheila Ahlgren, Chairman of the Insurance Committee had nothing to report.

Library: Marilyn Ruppel, Liaison for the Herrin City Library stated that the OPAC had 794 users last month, 243 New titles processed, 44,886 titles now in stock and 278 shares regarding Solar Eclipse Eye Safety. Children's librarian Allison Albert is working on categorizing the children's section along with making new labels and making books easier to find.

Civic Center: Scott Kinley, Liaison for the Herrin Civic Center gave schedule, SI Opry 10/21 and HHS play 10/28 & 10/29.

New Business:

Ordinance 252017 TIF Flooring Now: Motion made by Alderman Sizemore, seconded by Alderman Ruppel to pass Ordinance 25-2017 TIF Redevelopment for Flooring Now Inc. Alderman Kinley, Ruppel, Sizemore, Shoemake, Ahlgren and York voted "Yea". None voted "Nay".

Motion made by Alderman Kinley, seconded by Alderman Ahlgren to pass Ordinance 26-2017 TIF Redevelopment for Dixie Cream Donuts & Deli Inc. Alderman Ruppel, Sizemore, Shoemake, Ahlgren, York and Kinley voted "Yea". None voted "Nay".

Ordinance 262017 TIF Dixie Cream: Motion made by Alderman Ruppel, seconded by Alderman Shoemake to approve TIF façade agreement with Delirium Lounge & Spirits. Public Improvement Committee recommends full amount of $2,500 as they Will be spending over $5,000. Alderman Sizemore, Shoemake, Ahlgren, York, Kinley and Ruppel voted "Yea". None voted "Nay".

TIF Faqade Agreement: Motion made by Alderman Kinley, seconded by Alderman York to approve MFT Resolution & Municipal Estimate of Costs - Section 17-00000-00-GM, Guardrail repair at Brewster & 27th Street. Alderman

MFT Resolution & Esti Mate Of Costs: Shoemake, Ahlgren, York, Kinley, Ruppel and Sizemore voted "Yea". None voted "Nay".

MFT Resolution: Motion made by Alderman Sizemore, seconded by Alderman Shoemake to approve MFT ResolutionSection 17-00070-00-RS, road resurfacing & storm sewer work on Cedar St./Alley and road resurfacing On Bandyville. Alderman Ahlgren, York, Kinley, Ruppel, Sizemore and Shoemake voted "Yea". None Voted "Nay".

Resolution 8-2017 Use Of TIF Funds: Motion made by Alderman York, seconded by Alderman Kinley to pass Resolution 8-2017 Use of TIF Funds for Cedar St. Improvements & Rushing Drive Spot Repair. Alderman York, Kinley, Ruppel, Sizemore, Shoemake and Ahlgren voted "Yea". None voted "Nay".

Mayor: 10/21 is K-9 Bocce Fundraiser. There are still room for a couple teams and sponsorships available.

11/11 Fire Department Chili Dinner, $7.00 tickets or 10 for $65. 11 a.m. to 6 p.m.

11/11 Doughboy Ceremony at 11 a.m.

12/8 Christmas Open House, volunteers welcome.

10/28 Pumpkins in the park 4 to 9 p.m., 10/31 residential trick or treating 4 to 8 p.m.

Council: Alderman Shoemake asked that we purchase as much as possible in town.

Alderman Kinley has taken complaints regarding old church on W. Maple. They are making noise in the middle of the night. If you have noise complaints, call the police while they are occurring. Apparently neighbors are scared to call.

Alderman Sizemore stated that the HHS Alumni Football Benefit raised $3,000. On 11/11 from 6 p.m. to 1 a.m. there will be a benefit for Veteran's Honor Flight at Teddy's.

Public: Mr. Peck stated there is still a problem with ditches being plugged up in his neighborhood. He and Tom went to check and there is still a blockage.

Dennis Avripas with the Cemetery Association stated that the first project will begin soon. It will be a tree border.

Helen Russell asked again about the wall by the Elks. They are looking into repairing. She also asked about the old Depot. It is privately owned and owners are deciding what to do with it.

Resident complained about weeds at Taylor and Park Avenue. This property is under contract along with others for a new business. Surveyors were there today.

Resident asked why Energy is patrolling in Herrin. By state statute they can be here just like we can be there. They haven't been here as much as before. Resident directed to contact Energy to ask them.
