Carbondale Liquor Advisory Board met April 6.

Here is the minutes provided by the Board:

The City of Carbondale’s Liquor Advisory Board held a meeting on Thursday, April 6, 2017, in Room 103 of the Carbondale Civic Center, 200 South Illinois Avenue. Vice Chair Mills called the meeting to order at 5:30 p.m. with the following-named members of the Board present/absent:

1. Roll Call

Present: John Mills, Tasis Karayiannis, Donald Monty (arrived at 5:33 p.m.), and David Cisco

Absent: Mark Robinson, Steve Payne

A quorum was available to take action on the agenda items. City Staff present for the meeting included City Clerk Jennifer Sorrell, Lieutenant Matt Dunning, and Fire Inspector Tom Manis.

2. Discussion regarding proposed amendment to Title Two allowing alcohol sales to occur on university property during university-related events

Vanessa Sneed, Director of University Events at Southern Illinois University, was present to address any questions or concerns from the Board. The university is currently planning for the upcoming eclipse and is in talks with King’s Food Service, a vendor from Herrin, to operate concessions and carnivals. They would like to include a beer tent in the set-up. King’s Food Service would need to acquire their own liquor license in order to provide this type of service because they would not be able to operate under the university’s liquor license. The current ordinance would require them to obtain a special event license, however special event licenses are exclusive to not-for-profit organizations.

The proposed process for an F3 license would begin with the university. Prospective vendors would go through an application process to be developed and decided upon by the university. Proof of approval and a state liquor license will be required before a vendor can be issued a City F3 license. Other documentation may be requested if deemed necessary. City staff will review the application to determine if additional details are needed.

The Board showed concern about to what types of events this could be extended (i.e. student organizations, outside entities). Ms. Sneed indicated that the current university policy defines the events as “public functions” which means open access to everyone. Insurance and liability concerns, preference to local vendors, and further clarification of how the whole process will work were also addressed during the discussion.

D. Monty moved, T. Karayiannis seconded, to recommend the establishment of an F3 license for events occurring on university property where alcoholic sales will be conducted by a third party. Vote: All voted aye; motion declared carried.
