Call to Order:

Debra Dyer called the meeting to order at 2:05 p.m. A quorum was present.

Approval of Minutes:

Motion: Janet Ahern made a motion to approve the minutes April 25, 2017.

Tammy Fuller seconded the motion, Mark Holzberg abstained, and a unanimous vote from the remaining board members carried the motion.

Follow Up:

Milka Ramirez. Exploring Training and Work Climate for LGBTQQ Youth in Care. Noting has been received from the researcher.

Motion: Motion made to table the proposal until the requested information is received.

New Proposals:

Marianne Bertrand. Evaluation of Storycatchers Theatre’s Changing Voices Program -- Amendment. Think that it’s great that they are employing kids that have been incarcerated, starting at 17.

No other comments.

Motion: Mark Holzberg motioned to approve the proposal.

Paula Jaudes seconded the proposed motion and a unanimous vote from the remaining board members carried the motion.

Richard Epstein. DCFS Immersion Sites – Amendment.

Added bio-parents and caregivers. Will be giving youth $15.

Proposal seems okay and consents didn’t change.

Motion: Paula Jaudes motioned to approve the proposal.

Mark Holzberg seconded the proposed motion and a unanimous vote from the remaining board members carried the motion.

Richard Epstein. DCFS Regeneration Pilot – Amendment.

Changed proposal to say “youth in care”. Added data sharing agreement.

Motion: Mark Holzberg motioned to approve the proposal.

Janet Ahern seconded the proposed motion and a unanimous vote from the remaining board members carried the motion.

Katherine Gibson. An Ethnographic Study of Professional Practices Psychotropic Drugs in the Child Welfare System – Amendment.

Changed to verbal assent needs to be written assent. Since they are doing observations, they may get mental health information (which is being disclosed). Mental health laws requires that it be okayed in writing. Youth should sign and then the guardian will sign.

Motion: Motion made to table the proposal.

Salvador Sanchez. Increasing Reinforcing Statements by Foster Parents through Training and Feedback. Not going to be able to get this done.

Researcher is just doing a sample.

Screening protocol was not included – board needs questions.

Worthwhile to take a look at delayed utterances. Concerned about:

1. As defined, seems like overly burdensome to the foster parent (& child).

2. We don’t have all the information that is needed, such as screening questions.

BCBA – Behavioral analysis/modality trained – rigid.

If foster parent agrees – great for them. Is $25 worth it to me to go through all those sessions?

Design itself is not reasonable:

1. Foster parent should be allowed to make decisions for themselves

2. $25 is really low. If they don’t do all the sessions, do they not get any $$ at all?

3. There are two different assents that need to be obtained – doesn’t mention videotaping.

4. What medical information is researcher getting access to and why? Why is that inoramtion necessary to obtain and why include it?

Motion: Motion made to table the proposal.

Friedhelm Wulczyn. Reviewing State Practices in Treatment/Therapeutic Foster Care. Only a few therapeutic foster homes – only have been doing this for a few months. It really a program evaluation. He’s looking at data from three states.

U of C IRB is needed.

Administrative data for 50,000 is being gathered.

What he’s comparing – outcomes associated with this program.

Chapin Hall is no longer getting Medicaid information.

Giving a finding independently for each state.

We aren’t paying for this.

Motion: Motion made to table the proposal.

Other:

Patrick Fowler Manuscript. No comments or issues.

Rush University. Brooke reached out to the contact. No response was received. She will try again.

Procedure 432. Keep on agenda for next month. Dr. Jaudes will get information from University of Chicago and distribute and everyone on the board will review and give comments.

Next meeting was scheduled for June 27, 2017 at a 2 pm.
