Call to Order:

Debra Dyer called the meeting to order at 2:03 p.m. A quorum was present.

Approval of Minutes:

Motion: Paula Jaudes made a motion to approve the minutes March 28, 2017.

Robin Albritton seconded the motion, and a unanimous vote from the remaining board members carried the motion.

Follow Up:

Peter Alfano. Effect of Positive Reinforcement on Parent Implementation on Behavior Reduction Interventions.

Researcher sent information requested from the board.

IRB Approval still needed.

Motion: Janet Ahern motioned to approve the proposal.

Robin Albritton seconded the proposed motion and a unanimous vote from the remaining board members carried the motion.

Hannah Halberg. Does Placement Stability Effect the Length of Stay?

Researcher was contacted by Mark Holzberg and has indicated that she hasn’t refined her research at this time.

Motion: Motion made to withdraw this research proposal and allow the researcher to re-submit when the research proposal has been refined.

New Proposals:

Kanisha Coleman. Decision Making in Child Welfare – Does Race Matter?

A lot of variables in the decision to say it’s founded or not. A lot goes into that. How would they know the race of the worker – she must have access to that data because it’s in the table that she submitted. Data is available through CANS or CYCIS. Has already done some preliminary analysis. Race of the worker makes a determination of the case.

Not going to get many unfounded allegations in 1990. She will have access to founded and unfounded. Can’t make conclusions based on statistics. Unless she can read the record, she can’t draw conclusions.

There are many variables.

She will either have the name or the ID Number of the worker. Standard types of analysis used by grad students – simplistic analysis. It’s standard for a dissertation. We will need to see if this individual publishes.

Motion: Mark Holzberg motioned to approve the proposal.

Melissa Dolan. National Survey of Child and Adolescent Well-being (NSCAW). Long interview (75 minutes).

Motion: Paula Jaudes motioned to approve the proposal.

Tamara Fuller seconded the proposed motion and a unanimous vote from the remaining board members carried the motion.

Leah Gjertson. Trauma Exposure, Ecological Factors and Child Welfare Involvement as Predictors of Youth Crossover into the Juvenile Justice System.

Liked the proposal. Lot of data. Chapin Hall has data from CPD and will match all that data.

No issues.

Motion: Robin Albritton motioned to approve the proposal.

Milka Ramirez. Exploring Training and Work Climate for LGBTQQ Youth in Care.

Need IRB from NEIU.

Write up says 1 through 5 and questionnaire says 1 through 4 – needs fixed.

Misspelled non-denominational.

Concerns that individual will be able to recruit workers. Post on wall at an office.

Most cases are with POS and not DCFS. To get sample description, you say IDCS staff, but does she want to include POS – a representative sample.

She is working with Jane Kelly and the Latino Advisory Council and that she can help to get the word out. She may know who the workers for the youth are.

We don’t keep a listing of LGBTQ youth. We let them self-identity and if they have self-identified then they are not randomized. Hope to get where everyone stands on the LGBTQ and what their sensitivity tis to working with those youth.

Identify what to do on a larger scale in training how to approach and work with youth and their identity and sensitivity of youth in care.

With no incentive – staff may not complete the survey.

Working on additional funding down the line.

Evaluation being done through survey monkey like software through NEIU. Would like to get flyer with the link in it. Paper surveys were suggested by the board and a distribution plan is needed.

Motion: Motion made to table the proposal until the requested information is received.

Other:

Patrick Fowler Manuscript. Brooke will re-send so that the board can provide feedback. Rush University. Dr. Jaudes connected with the researcher at Rush, but never heard back from her. Brooke will attempt to connect with her.

Next meeting was scheduled for May 23, 2017 at a 2 pm.
