Call to Order:

Debra Dyer called the meeting to order at 2:06 p.m. A quorum was present.

Approval of Minutes:

Motion: Paula Jaudes made a motion to approve the minutes from December 20, 2016 & January 24, 2017.

Robin Albritton seconded the motion, and a unanimous vote from the remaining board members carried the motion.

Follow Up:

Marianne Bertrand. Evaluation of Storycatchers Theatre’s Changing Voices Program.

Researchers returned requested information via email. Board had no additional comments.

Motion: Tammy Fuller motioned to approve the proposal.

Mark Holzberg seconded the proposed motion and a unanimous vote from the remaining board members carried the motion.

Linda Schwartz. Trauma Treatment Program: Increasing Trauma Services for Youth through Community Based Interventions and Training -- Amendment.

Researchers returned requested information via email. Board had no additional comments.

Motion: Mark Holzberg motioned to approve the proposal.

New Proposals:

Amy Dworsky. Evaluation of a Home Visiting Pilot for Pregnant and Parenting Youth in DCFS Care -- Revised.

Richard Epstein. DCFS Immersion Sites Evaluation -- Amendment..

Lora Erickson. Cross Cultural Investigation of Resiliency of Protective Factors in the US & Guatemala.

Board had a few questions about this proposal, such as why are they excluding adoption and guardianship. Where is this individual going to put the flyers and how is she going to get the information?

Since this researcher is not going to be doing interviews with any of our youth in care, she does not need consent from this IRB board.

Motion: This project does not require IRB Approval

Katherine Gibson. An Ethnographic Study of Professional Practices with Psychotropic Drugs in the Child Welfare System.

Page 7 – DCFS guardian consent.

University of Chicago IRB needed.

The board needs to see all of the interview questions.

Dr. Naylor spoke to the IRB Chairperson. Clients will be observed – but in what situation? Need to know more information – caseworker’s office?

Youth accompanied by guardian – will not be accompanied by their guardian, but by their caretaker.

Needs an assent for the youth. Signed consent will not be waived for the observation. Needs consent for meetings (includes ACRs) from parents.

Motion: Motion made to table this proposal until the researcher responds to the questions posed by the board.

Nancy Rolock. National Quality Improvement Center for Adoption and Guardianship Support and Preservation (QIC-AG) -- Revised.

Need University of Wisconsin IRB approval.

Would like to see survey questions.

Ram Yogev. IMPAACT P1110: A Phase I Trial to Evaluate the Safety and Pharmacokinetics of Raltegravir in HIV-1 Exposed Neonates at Risk of Acquiring HIV-1 Infection Version 2.0, Dated 18 January 2017.

Had before. Redo this every year. Parents either consent or don’t consent. The board will just okay the bloodwork and the follow-up.

Motion: Paula Jaudes motioned to approve the proposal.

Ram Yogev. IMPAACT P1112: A Phase I Study to Determine Safety and Pharmacokinetic Parameters of Subcutaneous (SC) VRC01, a Potent Anti-HIV Neutralizing Monoclonal Antibody in HIV-1 Exposed Infants, Version 2.0, dated May 24, 2016.

Need to see this research proposal.

Motion: Motion made to table this research proposal until more information was received.

Ram Yogev. P1115: Very Early Intensive Treatment of HIV-Infected Infants to Achieve HIV Remission: A Phase I/II Proof of Concept Study Version 1.0, dated 12 March 2014.

Dr. Jaudes called the researcher and talked to Dr. Ellen. If they go to steps 3 or 4, they have to come back to us to discontinue the medication.

IRB board will be just consenting to step 1 (kids get medication).

Are all drugs FDA approved for 0-4? The FDA doesn’t do it by age, but has been approved for small children.

Other:

Procedures 432. This has been tabled until April.

April Meeting. We will be meeting on April 18, 2017 at 2 PM instead of April 25, 2017.

Next meeting was scheduled for March 28, 2017 at a 2 PM.
