Jackson County Legislative and Public Safety Committee approves revisions to county liquor control ordinance

Jackson County Legislative and Public Safety Committee met Wednesday, Jan. 11.

The committee is responsible for reviewing all judicial actions affecting the by-laws of the county, and the general health and safety of the county.

Call to Order (4:55 PM)

Members Present: D. Bost, Maxwell, Mueller and Peterson

Members Absent: Erbes, Larkin and S. Bost

Also Present: John S. Rendleman, Orval Rowe, Derek Misener, Bart Hagston

Approval of Minutes

I. 17-2088 December 14, 2016 Minutes

A motion was made by D. Bost, seconded by Mueller, to approve the December 14, 2016

minutes as presented. The motion carried by unanimous vote.

II. 17-2097 School Choice Week

This item was moved up on the agenda to accommodate those who had to leave the meeting early.

The committee discussed the email from the National School Choice Week organization requesting the board to declare the last week in January "School Choice Week".

A motion was made by Maxwell, seconded by Mueller, to deny the request to designate school choice week. The motion carried by the following vote:

Yes: 3 - Maxwell, Mueller and Peterson

No: 1 - D. Bost

Absent: 3 - Erbes, Larkin and S. Bost

Health Department & Solid Waste

III. 17-2089 Jackson County Health Department

Hagston updated the committee on the Health Department.

1. Miriam Link-Mullison is presenting next week to the SIU School of Medicine Faculty on community resources, highlighting the community resource guides available on HSIDN.org

2. Angie Kuehl received the Golden Beet Award, a statewide award for her work with the farmer's markets throughout the county, especially working to have them accept SNAP benefits.

3. Flu vaccines are still available. The Health Department finally received payment for 2015 flu shots.

4. The Health Department is hiring for 2 vacancies and for the new prescription monitoring outreach program.

IV. 17-2090 Solid Waste Enforcement

Hagston reported that Mr. Terry completed 2 inspections at open dumping/open burning sites; 1 was a revisit and resulted in closure due to compliance, 10 cubic yards of waste was removed from the environment; 2 citizen complaints were received; 1 landfill inspection was completed.

V. 17-2091 Recycling Program

Hagston reported that the Health Department has signed an agreement with Dynamic Recycling to be the electronics recycler for 2017.

VI. 17-2092 Solid Waste Fund Update

Hagston reviewed the presented update highlighting that Rehab & Care has been zeroed out; payment was received from the county for their trash and recycling; payment was received from Perry County for their participation in the Household Hazardous Waste collection.

VII. 17-2106 Household Hazardous Waste Contractor Extension Agreement

Hagston informed the committee that the three year contract for Household Hazardous Waste will expire in February but it can be extended for one year if both parties agree. The Health Department has been pleased with the services and recommends extending the contract.

A motion was made by Maxwell, seconded by Mueller, to approve recommendation to extend the Household Hazardous Waste Contractor agreement for one year and authorize the Chairman to sign the agreement. The motion carried by unanimous vote.

Emergency Management

Ambulance Service

VIII. 17-2093 Ambulance Monthly Claims

Misener reported that the claims are higher this month because of the work comp and unemployment yearly payments.

A motion was made by Maxwell, seconded by Mueller, to approve payment of the Ambulance monthly claims in the amount of $81,938.40. The motion carried by unanimous vote.

IX. 17-2094 Director's Report

a. Accounts Receivable Cash

b. Activity Report

Misener reported the accounts receivable cash and payroll amounts. This will allow for a more accurate picture of the state of the Ambulance cash flow, the committee agreed. Mister also reported that there were 804 ambulance reports and 51 livery van transports. Additionally, Misener reviewed the contract for the Ambulance heart monitors and found that there is another year of service included despite what the company thought. He spoke with the company and had the situation rectified.

X. 17-2095 Ordinance Regulating Recreational Trailer Parks

This item was tabled until the February meeting.

XI. 17-2096 Liquor Control Ordinance updates

The committee reviewed the changes they requested the Assistant State's Attorney Blomer make to the liquor control ordinance. The changes are on pages 2, 10 and 21.

A motion was made by D. Bost, seconded by Maxwell, to approve the Ordinance Approving Revisions to the Jackson County Liquor Control Ordinance. The motion carried by unanimous vote.

XII. 17-2098 Polling Place Letters

A motion was made by D. Bost, seconded by Maxwell, to approve the polling places for the 2017 election. The motion carried by unanimous vote.

Citizen Comments

Old Business

Peterson presented the committee with some information about how other counties in Illinois are dealing with CAFO's. She would like to see if Jackson County could do something similar to the other counties.

New Business

D. Bost informed the committee that the City of Murphysboro will be holding citizen forums on the last Thursday of the month, from

January to October, at 5 pm at the Murphysboro City Hall.
