Jackson County Board approves appointments to Mental Health Board

Jackson County Board met Tuesday, Dec. 20.

Communications

Elizabeth Hunter apprised the board on hiring an actuary consultant to calculate how much funds need to be in accounts to be fully funded. They are looking to find the best option at the best price. Consociate will have some details for the committee on Thursday.

I. 16-2017 Informal Meeting-County Board Orientation: Waiving of Informal Meeting Time Requirements 

A motion was made by Rowe, seconded by Erbes, to approve the waiver. The motion carried by unanimous vote.

A motion was made by Hunter, seconded by Mueller, to approve the appointment of Steven St.Julian. The motion carried by unanimous vote.

XVIII. 16-2034 Jackson County Board of Health Appointment-County Board Representative

The Chairman nominated Andrew Erbes. After some concern of a conflict of interest it was recommended that it be considered at next months meeting.

XIX. 16-2035 Crosswalk Community Action Agency Appointment-Jorgenson

A motion was made by Rowe, seconded by S. Bost, to approve the appointment of Carole Jorgenson. The motion carried by unanimous vote.

XX. 16-2036 ETSB 911 Appointment-Sanders

A motion was made by Erbes, seconded by Rowe, to approve the appointment of Kyle W. Sanders. The motion carried by unanimous vote.

XXI. 16-2037 Greater Egypt Regional Planning & Development Commission Appointment-Hopkins

A motion was made by Erbes, seconded by Hunter, to approve the appointment of Robert Hopkins. The motion carried by unanimous vote.

XXII. 16-2038 Jackson County Mass Transit Appointment-Metcalf

A motion was made by Mueller, seconded by Endres, to approve to appointment of Susan Metcalf. The motion carried by unanimous vote.

XXIII. 16-2039 Oraville Water District Appointment-Deuel

A motion was made by Rowe, seconded by Erbes, to approve the appointment of Mike Deuel.

The motion carried by unanimous vote.

Finance & Administration Committee

D. Bost left the meeting.

Liz Hunter reported that the auditors have gotten started on the annual audit.

Real Property Committee

XXIV. 16-2040 Funding for Maintenance of Delinquent Properties

Jackson County Treasurer Sharon Harris-Johnson was asked to address the issues of funding the maintenance of delinquent properties. After much discussion the issue was referred back to the Real Property Committee for further review.

A motion was made by Burke, seconded by Endres, to proceed with the reimbursement of $11,000 to the City of Murphysboro as soon as the funds can be identified. The motion carried by unanimous vote.

Executive Session

XXV. 16-2041 Executive Session under 2(c) 2 & 11 under the Illinois Open Meetings Act to discuss collective bargaining matters, resolution of a grievance arbitration matter and litigation
