At a recent meeting, the Jackson County Human Resource Subcommittee discussed efforts to create an affirmative action plan for county government hiring.

Approval of Minutes
I. 16-0450 April 5, 2016 Minutes
A motion was made by Chapman, seconded by Erbes, to approve the April 5, 2016 Minutes as presented. The motion carried by unanimous vote.
II. 16-0451 May 25, 2016 Minutes
A motion was made by Chapman, seconded by Erbes, to approve the May 25, 2016 Minutes as presented. The motion carried by unanimous vote.
III. 16-0452 CIRMA HR Handbook Update The subcommittee discussed the HR personnel policy manual that was put together for the County by CIRMA. This was the first review of the manual. The subcommittee discussed the need to add policies that deal with drug testing, expectation of privacy, technology acceptable use, and a few sections that could probably be removed. The subcommittee will review the manual and discuss revisions at the next meeting.
IV. 16-0453 Affirmative Action Plan
The subcommittee discussed the need and options for creating an Affirmative Action Plan (AAP) for the year. They discussed the offers from Ms. Rogers to consult and create a plan for the County or the County could wait and see about getting one done through CIRMA in late fall. Mr. Brenner suggested that the County might want to bring in someone to create the plan to ensure objectivity. The subcommittee also discussed whether this would be a County wide plan or specific to each department and how/if this AAP will affect the County insurance, These issues will continue to be discussed at future meetings.
