Jackson County Public Safety Committee reviews emergency preparedness

At a recent meeting, the Jackson County Legislative and Public Safety Committee reviewed the village's emergency-preparedness measures.

Approval of Minutes

I. 16-0383 May 11, 2016 Minutes

A motion was made by Maxwell, seconded by S. Bost, to approve the May 11, 2016 minutes as presented. The motion carried by unanimous vote.

Health Department & Solid Waste

II. 16-0384 Jackson County Health Department

Mr. Hagston gave an update to the committee. The Jackson County Health Department has now received about 3/4 of its State of Illinois FY16 money by court order. They are not counting on getting any State of Illinois funding in the first few months of the FY17, regardless of the passage of a state budget. Current cash projections have the Health Department making it to the first tax payment. The programs that will be discontinued as of July 1st are: Body Art & Tanning inspections, promotion of the tobacco quitline, HIV testing for parolees, genetics clinic and family planning clinic. Ms. Peterson asked what the Health Department is doing to give out information about other resources for family planning clients. Mr. Hagston stated that the clients are getting referrals to other options in the county.

On June 15, 2016 the Health Department conducted an emergency preparedness exercise. Every five years local health departments are required to test their ability to provide medical countermeasures to the population. Such a response might occur in the case of a pandemic or other biological threat, including bioterrorism. The exercise included volunteers acting as residents of Jackson County who received mock medications to prevent infection from inhalation anthrax.

III. 16-0385 Solid Waste Enforcement

Ms. Gale reported that Mr. Terry completed 7 inspection or field visits at open dumping/open burning sites; 2 were revisits to existing sites and 5 were new sties. One of the revisits resulted in closure due to compliance being achieved. Approximately two cubic yards of waste was removed from the environment. There were no citizen complaints. One land fill inspection was completed.

IV. 16-0386 Recycling Program

Ms. Gale reported the recycling education has finished for the year. The Jackson County Health Department recycling educator presented to 5,044 youth in Jackson County, 4,886 were students in the school education program, 178 were youth at community events. The JCHD recycling educator received an Environmental Educators Association of Illinois Mini -Grant for the purchase of programming supplies. This grant helped purchase the Recycler costume. The educator collaborated with the City of Carbondale to provide recycling bins to all the schools in the city. In addition, the City of Carbondale also provided supplies for educational programming and made available the use of the recycling truck and staff to support visits to the schools in the city.

V. 16-0387 Solid Waste Fund Update

The committee reviewed the update that was presented in their packets.

Emergency Management

Mr. Misener talked to the committee and guests about the upcoming eclipse and Emergency Management concerns about how to handle that many additional people in the area. The Health Department stated that they are working on a camping ordinance. The Emergency Management Director, Mr. Misener, and a working group of other response agencies are meeting to discuss potential problems and requests for possible ordinances to be in place prior to the event. Ms. Peterson suggested that they hold training's so more people can learn CPR/First Aid prior to the event. Chair Larkin discussed the need to protect property owners land.

Mr. Misener discussed the Emergency Management response test that was recently conducted. The old radio systems were tested to establish the range that they could cover in the event of a disaster. They cover down to Pulaski County and all the surrounding counties. Ms. Peterson inquired about a long term recovery plan in Alexander County following the levee breach they had last year.

Sheriff Burns explained the request for a Special Response Trailer. This trailer would aid the county in dealing with emergencies and could be used by various departments within the county. The requested trailer, generator, radio communication equipment, and carport will cost $37,066. The Committee Coordinator was asked to find out the balance of the Housing of Prisoners fund and have it available at the July meeting. The committee will discuss this request at the July meeting.

Ambulance Service

VI. 16-0426 Director's Report

Mr. Misener reported that there were 847 runs last month. He also reviewed the attached report with the committee and answered the questions they had.

VII. 16-0425 Ambulance Monthly Claims

Mr. Misener went through his monthly claims and answered questions from the committee. He also briefly mentioned that the satellite phones that the department had will be out of service until he gets a proposal for what to do with them in the future now that the contract is up. He will bring the proposal to the committee at a later date. A motion was made by S. Bost, seconded by Peterson, to approve payment of the Ambulance Monthly Claims in the amount of $29,357.41. The motion carried by unanimous vote.

Legislative

VIII. 16-0388 Bed & Breakfast Liquor Classification

The committee discussed creating a new liquor classification, Class L, with fees similar to those of microbreweries. They discussed using the definition from the Bed & Breakfast Ordinance in the Liquor Ordinance. The Committee Coordinator was asked to contact the State's Attorney's office to work on appropriate wording for the ordinance. Once the wording has been worked out the Committee Coordinator will forward it to the committee so they can review it before the July meeting.

IX. 16-0389 Resolution in Support of a Real Solution to the Budget Crisis in Illinois The committee discussed this issue and due to the fact that many of the items listed on the resolution have been addressed the committee decided to remove this item from the agenda. The Committee Coordinator was asked to contact Mr. Whitney and relay this decision to him.

Zoning Subcommittee

Ms. Peterson updated the committee on the progress the Zoning Exploration Subcommittee has made. The subcommittee is accepting Citizen Survey responses and will be reviewing the ones they have so far at their next meeting on June 21, 2016 at 5pm.

Citizen Comments

Old Business

Ms. Peterson asked several questions about the prevailing wage resolution that was approved at the May meeting. She inquired about the June 2015 data and whether we had to follow the states wage amounts. Mr. Bost was able to answer her questions. Additionally, it was mentioned that legal council will be at the County Board meeting in June where this item will be up for a vote.

X. 16-0390 Solid Waste Management Plan Update

Ms. Gale requested that this item remain on the agenda in July. The Health Department is working on the Solid Waste Plan update, which can be viewed at: www.recyclejacksoncounty.org. Additionally, staff attended an Illinois Product Stewardship Council-Electronics Subcommittee meeting in Normal, Illinois. They are working on future electronic legislation.

New Business

Mr. Hagston explained the notice that the County received from the Illinois Environmental Protection Agency regarding the Application for Permit to Manage Waste. He indicated that this is just a formality that is required when the Landfill makes any small adjustment to their permit. He also stated that if it was a major change it would have been brought before the committee.
