City of Carbondale Local Liquor Control Commission met Sept. 23.

Councilmember Nathan Colombo shared his experiences at the Illinois Municipal League Conference. 5.4 Proclamation for National APEX Day

Mayor Harvey declared October 8, 2025, National APEX Day in the City of Carbondale.

7. Consent Agenda of the City Council

7.1 City Council Meeting Minutes from September 9 and 11, 2025

Resolution: Approve the minutes from the regular City Council meeting of September 9 and the City Council Retreat of September 11, 2025

7.2 Approval of Warrant for the Period Ending: 09/12/2025 for the FY 2026 Warrant 1520 in the Total Amount of $1,645,956.83

Resolution: Accept the following report of payments made for the period ended: 09/12/2025 totaling $1,645,956.83 (Exhibit A 09-23-2025)

7.3 A Resolution Authorizing Staff to Initiate a Text Amendment Relative to Emergency Services Training Facilities in the AG, General Agriculture, District

Resolution: Adopt A Resolution Authorizing Staff to Initiate a Text Amendment Relative to Emergency Services Training Facilities in the AG, General Agriculture, District

Victor Ludwig, Lane Smith, and Beatrice Miles spoke in opposition to this agenda item. City Manager Stan Reno and Councilmembers Loos and Colombo all responded.

7.4 Award the Purchase of One (1) 2026 Ford Crew Cab Police Pickup from Vogler Ford, Carbondale, IL in the amount of $49,130.00; Award the Purchase of Four (4) Police SUV Vehicles from Vogler Ford, Carbondale, IL in the Amount of $201,068.00; Approve an Ordinance Authorizing a Budget Adjustment to Increase the Police Department's FY/26 Budget in the Amount of $30,198.00

Resolution: Award the purchase of one (1) 2026 Ford Crew Cab Police Pickup from Vogler Ford, Carbondale, IL in the amount of $49,130.00; Award the purchase of four (4) Police SUV vehicles from Vogler Ford, Carbondale, IL in the amount of $201,068.00; Approve an Ordinance authorizing a Budget Adjustment to increase the Police Department's FY26 Budget in the amount of $30,198.00 with the use of restricted funds. Sandy Litecky asked what the EPA grant is for. Sustainability Coordinator Hannah Weber stated that it is to conduct energy assessments and the implementation of the results of those assessments.

8.1 An Ordinance Amending Title Eighteen by adding Chapter Seventeen of the Carbondale Revised Code Permitting Government-Owned Utility Task Vehicles to be Operated Upon City Streets Adopt an Ordinance Amending Title Eighteen by adding Chapter Seventeen of the Carbondale Revised Code, permitting government-owned UTVs to operate upon City Streets.

It was made clear that this amendment is strictly for government vehicles for government purposes only.

MOTION: Approve an Ordinance Amending Title Eighteen by adding Chapter Seventeen of the Carbondale Revised Code Permitting Government-Owned Utility Task Vehicles to be Operated Upon City Streets Adopt an Ordinance Amending Title Eighteen by adding Chapter Seventeen of the Carbondale Revised Code, permitting government-owned UTVs to operate upon City Streets.

Motion by Brian Stanfield, second by Nathan Colombo.

MOTION: Enter into an Executive Session to conduct the semi-annual review of executive session minutes as permitted under the Illinois Open Meetings Act 5 ILCS 120/2(c)(21)

Motion by Adam Loos, second by Nancy Maxwell.

9.3 Approve Executive Session Meeting Minutes, Declare the Need for Confidentiality Still Exists in Whole or in Part for Executive Session Meeting Minutes, and Authorize the Destruction of Audio Recordings for Meetings Conducted More Than 18 Months Ago; Approve the Executive Session Meeting Minutes from April 8, May 13, May 27, July 1, and August 12, 2025

MOTION: Approve the Executive Session Meeting Minutes from April 8, May 13, May 27, July 1, and August 12, 2025; Declare the need for confidentiality exists, in whole or in part, for Closed Meeting Minutes; and authorize the destruction of audio recordings of all Closed Meetings that were conducted more than 18 months ago for which minutes have been approved and no appeals have been filed with the Public Access Counselor or Circuit Court..

Motion by Adam Loos, second by Nancy Maxwell.
