City of Herrin City Council met July. 28.

Here are the minutes provided by the council:

Mayor Steve Frattini called the meeting to order at 6:00 p.m. Mayor led us in prayer and Pledge of Allegiance was recited.

MINUTES OF JULY 14, 2025

Motion made by Alderman Shoemake, seconded by Alderman York to approve the minutes of July 14, 2025 Council Meeting. Alderman Ahlgren, York, Crompton, Miller, Crouse and Shoemake voted "Yea". None voted "Nay".

TREASURER'S REPORT

Treasurer Carl Goodwin had nothing to report.

BUDGET OFFICE REPORT

Carrie Cravens, Budget Director reached out to risk league for mid/max paperwork and it has been mailed on 07/18.

CODES

Bret Childers, Codes Administrator was absent from the meeting.

PUBLIC WORKS

Steve Miller, Chairman of the Public Works Committee stated they have item later. Park Avenue road painting will have to be redone in places. Hopefully it will get corrected soon.

Tom Somers, Public Works Director stated we physically have to pick up the trash. Please note trash may run a little late due to the heat.

PUBLIC IMPROVEMENT

Randy Crompton, Chairman of the Public Improvement Committee had nothing to report.

PUBLIC SAFETY

David Dorris, Police Chief stated they will pick up new squad car on Wednesday.

Shawn Priddy, Fire Chief stated tomorrow is City's ISO audit.

Jason Englebright, AC 1 stated they are trying to do more community outreach. some dog houses for low-income families and are looking for builders.

They want to build

David Shoemake, Chairman of the Public Safety Committee had nothing to report.

FINANCE

Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before the Council. Alderman York, Crompton, Miller, Crouse, Shoemake and Ahlgren voted "Yea". None voted "Nay".

INSURANCE

Scott Kinley, Chairman of the Insurance Committee was absent from the meeting.

HERRIN LIBRARY LIAISON

Brett Crouse, Liaison for the Herrin Library stated Friday, August 15 at 2 p.m. will be book signing Illinois Trails by Daniel Overturf. Kids will be coming out to read to the animals.

HERRIN CIVIC CENTER LIAISON

Scott Kinley, Liaison for the Herrin Civic Center was absent from the meeting.

GRANT UPDATE

Valerie Clodi stated we did not get the fire department grant.

NEW BUSINESS:

ORDINANCE 13- 2025 AMEND CHAPTER 38, ARTICLE III, SECTION 78

Motion made by Alderman Miller, seconded by Alderman Shoemake to pass Ordinance 13-2025 Amending Chapter 38, Article III, Section 78 of the Herrin Revised Code of Ordinances to Regulate Water Connection Fees. Alderman Crompton, Miller, Crouse, Shoemake, Ahlgren and York voted "Yea". None voted "Nay".

MAYOR

The creation of a land bank, a device of which to acquire, donate and resell or redevelop properties. Can set up internally or by creation of 5013C. Mayor would like this set up to be not internal for the City and be set up as its own corporation. Initial funding can come from interested parties and businesses. Under the organization, the city would still have 2 or 3 seats on the board of directors. We could start up funding so they may get their corporation and 5013C designation.

IML annual conference in September, we get one free registration. Mayor encourages any council person that wants to go to do so. Mayor would like for the council to give consideration if anyone wants to go.

Motion made by Alderman Miller, seconded by Alderman York to adjourn. Alderman Miller, Crouse, Shoemake, Ahlgren, York and Crompton voted "Yea". None voted "Nay".
