4. CONSENT AGENDA

A. INVOICES

1) Approve IEPA Annual NPDES Fee of $17,500 for FY-2026.

2) Approve refund of $17,078.92 to Mammoth Accounts Payable for building permit and zoning fees paid on the Sioux Drive Sports Complex located in an Enterprise Zone.

3) Approve Governmental Consulting Solutions, Inc. invoice 6967 for $3,000 for July 2025 Consulting Services.

4) Approve a proposal from Fowler Heating and Cooling to replace tandem compressors in one of the RTU units at the Civic Center and update the software system to control all HVAC at MCCC using Capital Replacement Funds.

5) Approve a budgeted pool pump replacement at the Hub for $16,789.35 by Xylem.

B. MINUTES

1) Discuss/Approve minutes from the June 23, 2025 city council meeting.

C. BOARD APPOINTMENTS

1) Approve the recommendation of Mayor Absher to appoint Harrison Dickens to the Williamson County Airport Authority Board, filling a vacancy created by the resignation of BW Bruce.

5. BUILDING & CODE SERVICES

A. Discuss/Vote to approve or disapprove the zoning board's approval of an 18’ foot Variance at 1314 N. Courtney St., Parcel# 07-18-102-008 on the west side of the proposed storage building/workshop. (Gurley)

6. POLICE DEPARTMENT

A. Announce the retirement of Marion Police K-9 Zara after over 10 years of service.

B. Special presentation by the McCabe Family Foundation to the Marion Police Department.

7. PUBLIC WORKS DEPARTMENT

A. Discuss/Approve rules and regulations for utility use of public dedicated right-of-way within the city for Southeastern Illinois Electric Cooperative, Inc.

8. STREET DEPARTMENT

A. Discuss/Approve a contract with Samron Midwest Contracting for the FY26 Street Overlay program as the low-bidder with a bid totaling $2,086,747.40 using Motor Fuel Tax and TIF Funds.

9. SEWER DEPARTMENT

A. Discuss/Approve Engineering Services Agreement with Horner & Shifrin, Inc. for the Parks Lift Station Rehabilitation Project.

10. WATER DEPARTMENT

A. Discuss/Approve Ordinance 4053 Directing the Sale of Surplus Personal Property, a 2013 Chevrolet C1500 Silverado Pickup.

B. Discuss/Approve Engineering Services Agreement with Horner & Shifrin, Inc. for the Dogwood Lane Watermain Replacement.

11. ECONOMIC DEVELOPMENT AND MUNICIPAL PLANNING

A. Discuss/Adopt Resolution 2025-11 authorizing Mayor Absher to sign the "Second Amended and Restated Intergovernmental Economic Development Agreement".

B. Discuss/Approve Ordinance 4052 adding territory to the Williamson County Enterprise Zone. C. Discuss/Approve FY26 TIF Grant Applications received through July 10, 2025.

12. PUBLIC AFFAIRS

A. Vote to determine whether the need for confientiality still exists with respect to Closed Session Minutes of the Marion City Council per 5 ILCS 120/2.06 or whether the minutes no longer require confidential treatment.

B. Discuss/Approve using Global Investigative Services, Inc. for liquor license, solicitor permit, and new employee background screenings.

C. Discuss/Approve a Collective Bargaining Agreement with Dispatch employees represented by the Illinois Fraternal Order of Police through April 30, 2029.

D. Discuss/Approve a Collective Bargaining Agreement for Dietary employees represented by Laborers' Local 773 through April 30, 2029.
