City of Herrin City Council met June 9.

Here are the minutes provided by the council:

Mayor Steve Frattini called the meeting to order at 6:00 p.m. Mayor led us in prayer and Pledge of Allegiance was recited.

Shelly Huggins, City Clerk called the roll and the following were present:

PUBLIC None.

MINUTES OF MAY 27, 2025 Motion made by Alderman York, seconded by Alderman Crompton to approve the minutes of May 27, 2025 Council Meeting. Alderman York, Crompton, Kinley, Miller, Crouse, Sizemore and Ahlgren voted "Yea". None voted "Nay".

TREASURER'S REPORT Treasurer Carl Goodwin was absent from the meeting.

BUDGET OFFICE REPORT Carrie Cravens, Budget Director stated checks have been issued in this meetings A/P for the additional CDs. Shelly will take to the banks this week.

CODES Bret Childers, Codes Administrator had house cleaned up by middle school and we are moving forward on house on S. 17th St.

PUBLIC WORKS Steve Miller, Chairman of the Public Works stated patchwork is almost done on Park Avenue and will be grinding the road down later this week for overlay. Precision Tool will be coming in by Flooring Now and the new Dollar General. There is item to award bid for installation only for sewer to Dollar General. We also have two MFT bid awards for materials. He thanked public works for mowing diamond 7, the champions began their season last week. There will be review on the intersection of Brewster Road and Park Avenue for a stoplight.

Tom Somers, Public Works Director had nothing to report.

PUBLIC IMPROVEMENT Randy Crompton, Chairman of the Public Improvement Committee stated have item later in meeting. He thanked public works for getting Festa flags down and 100th anniversary ones down. Also, have some red, white and blue flags up.

PUBLIC SAFETY

David Dorris, Police Chief stated we are experiencing a lot of vehicle thefts. Juveniles have been caught.

Shawn Priddy, Fire Chief stated June 20 from 11-3 is the fire station open house. Clearwave is sponsoring the event.

David Shoemake, Chairman of the Public Safety Committee was absent from the meeting.

FINANCE Motion was made by Alderman York, seconded by Alderman Crompton to authorize bills to be paid before the Council. Alderman Crompton, Kinley, Miller, Crouse, Sizemore, Ahlgren and York voted "Yea". None voted "Nay".

INSURANCE Scott Kinley, Chairman of the Insurance Committee had nothing to report.

HERRIN LIBRARY LIAISON Brett Crouse, Liaison for the Herrin Library gave library hours. He read notes on the anniversary calendar regarding the water department.

HERRIN CIVIC CENTER LIAISON Scott Kinley, Liaison for the Herrin Civic Center stated Queen of Hearts is $4,000. The new flooring has started and will take about three weeks to complete.

GRANT UPDATE Valerie Clodi stated she assisted with Flock 2 grant and has 6 pending applications due by the end of this month.

NEW BUSINESS:

AUTHORIZE CITY HALL TREE REMOVAL Motion made by Alderman Crompton, seconded by Alderman Sizemore to authorize removal of City Hall trees and restore lawn. Alderman Kinley, Miller, Crouse, Sizemore, Ahlgren, York and Crompton voted "Yea". None voted "Nay".

ORDINANCE 9-2025 AMEND CHAPTER 24, SCHEDULE "E" NO PARKING 1100 BLOCK N. 11TH ST

Motion made by Alderman Ahlgren, seconded by Alderman York to pass Ordinance 9-2025 Amending Chapter 24, Schedule "E" of the Herrin Revised Code of Ordinances, no parking in 1100 Block of N. 11th Street. Alderman Miller, Crouse, Sizemore, Ahlgren, York, Crompton and Kinley voted "Yea". None voted "Nay".

AWARD BID DOLLAR GENERAL SEWER EXT INSTALLATION

Motion made by Alderman Miller, seconded by Alderman Sizemore to award bid for Dollar General sewer extension to Scott Escue Construction for $32,300. Alderman Crouse, Sizemore, Ahlgren, York, Crompton, Kinley and Miller voted "Yea". None voted "Nay".

AWARD BID MFT GROUP A/B MFT 25-00000-00- GM Motion made by Alderman Miller, seconded by Alderman Crouse to award bid for Group A/B to Beelman Logistics LLC for $32,790. Alderman Sizemore, Ahlgren, York, Crompton, 25-00000-00-GM Kinley, Miller and Crouse voted "Yea". None voted "Nay".

AWARD BID MFT GROUP C/D 25-00000-00-GM

Motion made by Alderman Miller, seconded by Alderman Ahlgren to award bid for MFT 25-00000-00-GM Group C/D to Dorris Trucking Inc. for $28,000. Alderman Ahlgren, York, Crompton, Kinley, Miller, Crouse and Sizemore voted "Yea". None voted "Nay".

ADOPT FINANCIAL POLICIES Motion made by Alderman York, seconded by Alderman Kinley to adopt financial policies. Alderman York, Crompton, Kinley, Miller, Crouse, Sizemore and Ahlgren voted "Yea". None voted "Nay".

MAYOR Mayor stated Starbucks target open date is July 28. New Dollar General will be open soon.

COUNCIL

Alderman Crompton thanked Bret for removing signs from poles.

Alderman Kinley asked about the weeds across from Kroger and the potholes on Stardust.

ADJOURN Motion made by Alderman Miller, seconded by Alderman Kinley to adjourn. Alderman Crompton, Kinley, Miller, Crouse, Sizemore, Ahlgren and York voted "Yea". None voted "Nay".
