City of Herrin City Council met May 27.

Here are the minutes provided by the council:

Mayor Steve Frattini called the meeting to order at 6:05 p.m. Mayor led us in prayer and Pledge of Allegiance was recited.

Shelly Huggins, City Clerk called the roll and the following were present:

PUBLIC Bob Scillufo on behalf of park district addressed the council regarding the possible of selling the sports complex and he wants to let the city know the park district may be interested as well.

MINUTES OF MAY 12, 2025 Motion made by Alderman Shoemake, seconded by Alderman York to approve the minutes of May 12, 2025 Council Meeting. Alderman Ahlgren, York, Crompton, Kinley, Miller, Crouse, Sizemore and Shoemake voted "Yea". None voted "Nay".

TREASURER'S REPORT Treasurer Carl Goodwin stated admin tow fees done. He has given out bond sheet showing our reduced amounts. Finance meeting June 4 at 9:30 a.m.

BUDGET OFFICE REPORT Carrie Cravens, Budget Director was absent from the meeting.

CODES Bret Childers Codes Administrator stated grass complaints are up. We have clean-up for 513 N. 31st that has been court ordered coming up.

PUBLIC WORKS Steve Miller, Chairman of the Public Works met with Tom today. Thanked public works for their part in helping with Herrinfest. Monday, June 2 IDOT will begin working on Park Avenue from Hemlock to Herrin Streets. First process will be filling holes and then they will resurface. This work will take place from 7 p.m. to 7 a.m. Ritter Road project is an 80/20 project and the money we approve later will finish that Road project. We have 2, 12" lines in Melody Acres leaking and will be installing a new 18" line.

Tom Somers, Public Works Director was absent from the meeting.

PUBLIC IMPROVEMENT Randy Crompton, Chairman of the Public Improvement Committee reminded everyone that putting signs on poles is against codes. Bret will begin removing them.

PUBLIC SAFETY David Dorris, Police Chief stated they are glad Herrinfest has finished. Please lock your vehicles.

Shawn Priddy, Fire Chief was absent from the meeting.

David Shoemake, Chairman of the Public Safety Committee stated they met earlier, item later.

FINANCE Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before the Council. Alderman York, Crompton, Kinley, Miller, Crouse, Sizemore, Shoemake and Ahlgren voted "Yea". None voted "Nay".

INSURANCE Scott Kinley, Chairman of the Insurance Committee had nothing to report.

HERRIN LIBRARY LIAISON Brett Crouse, Liaison for the Herrin Library stated he has made phone call to introduce himself to library staff.

HERRIN CIVIC CENTER LIAISON Scott Kinley, Liaison for the Herrin Civic Center stated Queen of Hearts is $5,398. May 31 is a Herrin Animal Control Fundraiser Trivia.

GRANT UPDATE Valerie Clodi was absent from the meeting.

NEW BUSINESS:

CLOSE E. CEDAR ST SOUTHSIDE LUMBER CAR SHOW Motion made by Alderman Kinley, seconded by Alderman Crompton to close E. Cedar St. from Park Avenue to 13th Street for Southside Lumber Car Show Saturday, June 7, 2025 from 8 a.m. to noon. Rain Date: June 28, 2025. Alderman Crompton, Kinley, Miller, Crouse, Sizemore, Shoemake, Ahlgren and York voted "Yea". None voted "Nay".

RESOLUTION 10-2025 IDOT IMPROVEMENT RITTER ROAD Motion made by Alderman Kinley, seconded by Alderman Miller to pass Resolution 10-2025 IDOT for Improvement - Ritter Road - Section 06-00054-00-FP. Alderman Kinley, Miller, Crouse, Sizemore, Shoemake, Ahlgren, York and Crompton voted "Yea". None voted "Nay".

APPOINT KEVIN BAILEY AS FULL-TIME PATROLMAN Motion made by Alderman Shoemake, seconded by Alderman Miller to appoint Kevin Bailey as Full-Time Patrolman effective June 4, 2025. Alderman Miller, Crouse, Sizemore, Shoemake, Ahlgren, York, Crompton and Kinley voted "Yea". None voted "Nay".

APPOINT KOLTON LANNOM AS FULL-TIME PATROLMAN Motion made by Alderman Shoemake, seconded by Alderman Miller to appoint Kolton Lannom as Full-Time Patrolman effective June 4, 2025. Alderman Crouse, Sizemore, Shoemake, Ahlgren, York, Crompton, Kinley and Miller voted "Yea". None voted "Nay".

OFFICAL OATHS Shelly Huggins, City Clerk administered official oaths to Kevin Bailey & Kolton Lannom as Full-Time Patrolmen.

MAYOR Festa seemed to have gone well. Alderman Miller and Bob Scillufo are in attendance here this evening and two of the honorees of Festa this year. Downtown Pedestrian grant improvements have provided for new banner spots that also includes a spot to put a flag into and Mayor would like to place American flags in these. Animal control building is coming along and our felines are there. They were there today to seal the concrete.

COUNCIL Alderman Ahlgren stated she spoke to Tom about no parking on N. 11th Street and she spoke to Tom today and we will have ordinance next meeting.

Alderman Sizemore stated that the street closure Wednesday night raised $1,000 for the Williamson County tornado victims. Herrin Football Alumni has a golf event June 14 and he has sign-up sheets.

Alderman Shoemake stated the cemetery looked very nice for Memorial Day.

Alderman Miller thanked all of our employees for a job well done.

ADJOURN Motion made by Alderman Miller, seconded by Alderman Kinley to adjourn. Shoemake, Ahlgren, York, Crompton, Kinley, Miller and Crouse voted "Yea".
