City of Genoa City Council met May 21.

Here are the minutes provided by the council:

Mayor Brust called the meeting of the City Council to order at 6:30pm followed by roll call. Aldermen Wesner, Pulley, Stage, Braheny, and Roca were present. Aldermen Winter and Gudeman were absent. While Alderman Roca was initially present, he was not present for any votes due to being requested on a GK Fire Department call as the Chaplain. Quorum present with Mayor Brust voting.

Mayor Brust led the pledge of allegiance.

OLD BUSINESS – None

CONSENT AGENDA

Alderman Wesner made a motion to approve of items 1-6 within the consent agenda, seconded by Alderman Pulley. No further discussion. Aldermen Wesner, Pulley, Stage, Braheny and Mayor Brust voted yes. Motion carried.

1. APPROVAL OF THE MINUTES FROM THE MAY 7, 2025, CITY COUNCIL MEETING

2. APPROVAL OF THE ACCOUNTS PAYABLES DATED MAY 15, 2025

3. APPROVE AN INVOICE FROM THE GENOA AREA CHAMBER OF COMMERCE FOR 2025 MEMBERSHIP FEES AND DUES, NOT TO EXCEED $10,000

4. THE APPOINTMENT OF COURTNEY WINTER TO THE ECONOMIC DEVELOPMENT COMMISSION

5. AN INVOICE FROM NETCOMM 2000, INC. FOR IT SERVICES, NOT TO EXCEED $10,000

6. APPROVE A MUNICIPAL PROFIT-SHARING AGREEMENT WITH KANER & CO. LLC FOR THE PRINTING OF SPIRITWEAR

NEW BUSINESS:

APPROVE TASK ORDER NUMBER 6 WITH EEI ENGINEERING FOR THE DEVELOPMENT OF A WASTEWATER FACILITY MASTER PLAN, NOT TO EXCEED $129,828

Alderman Wesner made a motion to approve task order number 6 with EEI Engineering, seconded by Alderman Braheny. No further discussion. Aldermen Wesner, Pulley, Stage, Braheny and Mayor Brust voted yes. Motion carried.

DISCUSS PROPOSED AMENDMENTS TO THE MUNICIPAL CODE REGARDING THE USE OF E-BIKES

Mayor Brust and Chief Hathcoat explained that the previous amendment that was made to the municipal code did not take into account how many different kinds of e-bikes, scooters, mopeds, etc. there are. The proposed amendments break it down based on what kind of personal vehicle it is. After discussing this, the council agreed with the proposed amendments. There will be an ordinance drafted and presented for approval at a later date.

DEPARTMENT REPORTS:

FINANCE:

Finance Director Tures told the council that final numbers for the previous fiscal year won’t be available until mid-June or early July but so far everything looks good. She also explained that they have been working on the audit.

PUBLIC WORKS:

Public Works Director Smith announced that downtown crosswalk construction will start June 2nd. They will also be holding micro surfacing bid opening with an update at the next council meeting. He also updated the council on training that public works employees have been doing to get certified in winter maintenance.

ADMINISTRATION:

City Administrator Seguss was absent from the meeting. Public Works Director Smith gave the administrative report. He explained that the park district is working on an OSLAD grant application and they would love the council’s support.

POLICE:

Chief Hathcoat shared that the Dunkin’ Cop on a Rooftop event on May 16th went great, the department raised over $2,000. The department has also been working on getting ready for Genoa Days.

Motion to adjourn the meeting of the City Council was made by Wesner, seconded by Alderman Pulley. Voice vote was taken, all voted yes. Motion carried. Meeting adjourned at 6:55pm.
