Village of De Soto Board of Trustees met May 5.

Here is the agenda provided by the board:

President Eric Schuler called the first regular monthly meeting of the De Soto Village Board of Trustees to order at 7:08 P.M. Village Clerk Paula Parks was present to record the minutes.

Motion made by Tony Rushing, seconded by Jennifer Morgan, to dispense with the reading of the minutes and to approve them. Motion carried.

Motion made by Brian Johnson, seconded by Rachel Alstat, to approve the April expense report. Motion carried

Village Clerk Paula Parks reported the official results of the Consolidated Election held April 1, 2025.

Eric Schuler, Village President, four-year term - Republican 82

Jennifer Morgan, Village Trustee, four-year term - Republican 70

Cristy Desormeaux Village Trustee, four-year term - Democrat 60

Christina “Nichole” Galloway, Village Trustee, four-year term - Democrat 71

Eric Schuler was elected as Village President. Jennifer Morgan, Cristy Desormeaux and Christina “Nichole” Galloway were elected as Village Trustees.

Motion made by Fern Martin, seconded by Tony Rushing, to adjourn this board sine die. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Fern Martin – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes; Rachel Alstat - Yes. Motion carried.

Village Clerk Paula Parks administered the oaths of office to the newly elected officials.

President Eric Schuler called the meeting of the new Board to order at 7:16 PM.

Motion made by Brian Gleason, seconded by Tony Rushing, to pay the list of bills. Upon roll call vote: Tony Rushing – Yes; Brian Gleason – Yes; Nichole Galloway – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes; Rachel Alstat – Yes. Motion carried.

Motion made by Jennifer Morgan, seconded by Tony Rushing, to table hiring a company to reset the ball fields until the next meeting or when she has more information. Motion carried.

Motion made by Jennifer Morgan, seconded by Rachel Alstat, to suspend the rules to move Agenda Item 5a Discuss Change in Status of the Utilities Clerk Position until after Agenda Item 6 Reports of Standing Committees. Motion carried.

Trustee Jennifer Morgan reported that the floor of the small concession stand had been repaired for $816.72.

The Park Committee had met at 6:00 PM to discuss the summer celebration and language for the ordinance about the walking path, dog park and skate park.

The next Park Committee meeting is scheduled on May 19 at 6:00 PM.

The heating and air conditioning unit has been installed at the park house.

Motion made by Rachel Alstat, seconded by Brian Gleason, to go into executive session at 7.38 PM to discuss personnel, pursuant to 5 ILCS 120/2(c)(1). Upon roll call vote: Tony Rushing – Yes; Brian Gleason– Yes; Nichole Galloway – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes; Rachel Alstat – Yes. Motion carried.

Motion made by Rachel Alstat, seconded by Ton Rushing, to come out of executive session at 8:22 PM. Upon roll call vote: Tony Rushing – Yes; Brian Gleason– Yes; Nichole Galloway – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes; Rachel Alstat – Yes. Motion carried.

Motion made by Tony Rushing, seconded by Rachel Alstat, to compensate Utilities Clerk Judi Kiehn for her supplemental health insurance. Upon roll call vote: Tony Rushing – Yes; Brian Gleason– Yes; Nichole Galloway – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes; Rachel Alstat – Yes. Motion carried.

Motion made by Jennifer Morgan, seconded by Brian Gleason, to hire MidAmerica Sports Construction for up to $7,000.00 to reset the ball fields with two-thirds of the cost being reimbursed by the De Soto Little League. Upon roll call vote: Tony Rushing – Yes; Brian Gleason– Yes; Nichole Galloway – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes; Rachel Alstat – Yes. Motion carried.

The next village board meeting will be held Monday, May 19, 2025, at 7:00 PM at the village hall.
