City of Genoa City Council met April 2.

Here are the minutes provided by the council:

Mayor Brust called the meeting of the City Council to order at 6:32pm followed by roll call. Aldermen Wesner, Pulley, Freund, Stage, Winter, Hughes and Roca were present. Alderman Braheny was absent. Quorum present.

Mayor Brust led the pledge of allegiance.

GUEST SPEAKERS – None

PUBLIC COMMENT – Carolyn Snively of 216 S Genoa St came before the council to discuss ongoing issues she has been experiencing with her neighbor at 220 S Genoa St. The issues include property maintenance issues as well as overall conduct. The city will be looking into options on how to move forward.

OLD BUSINESS – None

CONSENT AGENDA

Alderman Wesner made a motion to approve of items 1-7 within the consent agenda, seconded by Alderman Stage. No further discussion. Aldermen Wesner, Pulley, Freund, Stage, Winter, Hughes and Roca voted yes. Motion carried.

3. APPROVE THE USE OF DOWNTOWN PARKING SPACES, THE CITY’S PARKING LOT, AND NORTH EMMETT STREET FROM ROUTE 72 TO THE ALLEY BY CRUISIN’ TO HAVE A CAR SHOW ON JUNE 15TH, 2025 FROM 9AM TO 3PM

NEW BUSINESS:

APPROVE AN ORDINANCE AMENDING TITLE 8, CHAPTER 6, “RATES AND CHARGES” OF THE MUNICIPAL CODE OF THE CITY OF GENOA, DEKALB COUNTY, ILLINOIS

Alderman Hughes made a motion to approve the ordinance amending Title 8, Chapter 6, seconded by Alderman Roca. There was a brief discussion on previous year’s rate increases. No further discussion. Alderman Wesner, Pulley, Freund, Stage, Winter, Hughes and Roca voted yes. Motion carried.

APPROVE AN ORDINANCE ADOPTING THE ANNUAL BUDGET FOR THE FISCAL YEAR BEGINNING MAY 1, 2025, AND ENDING DECEMBER 31, 2025, FOR THE CITY OF GENOA, DEKALB COUNTY, ILLINOIS

Alderman Stage made a motion to approve the ordinance adopting the annual budget for the fiscal year beginning May 1, 2025, and ending December 31, 2025, seconded by Alderman Pulley. There was a discussion on the timeline of the micro surfacing. No further discussion. Alderman Wesner, Pulley, Freund, Stage, Winter, Hughes and Roca voted yes. Motion carried.

ANNOUNCING THE APPOINTMENT OF PASTOR GARY ROCA AS THE VOLUNTEER CHAPLAIN OF THE GENOA POLICE DEPARTMENT Chief Hathcoat announced the appointment of Pastor Gary Roca as the new Chaplain for the Genoa Police Department.

APPROVE A NOTICE OF INTENT TO AWARD A BID TO DPI CONSTRUCTION FOR THE CITY-WIDE LEAD SERVICE LINE REPLACEMENT PROJECT, NOT TO EXCEED, $2,464,000

Alderman Wesner made a motion to approve the notice of intent to award the bid to DPI Construction, seconded by Alderman Stage. Mayor Brust explained that this came out well under budget. No further discussion. Aldermen Wesner, Pulley, Freund, Stage, Winter, Hughes and Roca voted yes. Motion carried.

APPROVE AN ORDINANCE AMENDING TITLE 3, CHAPTER 3, SECTION 17 OF THE MUNICIPAL CODE OF THE CITY OF GENOA

Alderman Winter made a motion to approve an ordinance amending Title 3, Chapter 3, Section 17 of the municipal code, seconded by Alderman Hughes. No further discussion. Alderman Wesner, Pulley, Freund, Stage, Winter, Hughes and Roca voted yes. Motion carried.

APPROVE AN AGREEMENT TO GRANT PERMISSION TO ALLOW ACCESS AND USE OF SOFTWARE AGREEMENT AND SYSTEM BETWEEN THE CITY OF GENOA, COUNTY OF DEKALB, AND CENTRAL SQUARE TECHNOLOGIES, LLC

Alderman Roca made a motion to approve the agreement, seconded by Alderman Pulley. Chief Hathcoat gave an explanation on what this would do for the officers. No further discussion. Alderman Wesner, Pulley, Freund, Stage, Winter, Hughes and Roca voted yes. Motion carried.

APPROVE AN INTERGOVERNMENTAL AGREEMENT BETWEEN THE DEKALB COUNTY INFORMATION MANAGEMENT OFFICE, DEKALB COUNY SHERIFF’S OFFICE AND MUNICIPALITIES UTILIZING DEKALB COUNTY’S NETWORK AND INFRASTRUCTURE FOR THE ONESOLUTION MOBILE COMPUTING APPLICATION (MCT)

Alderman Pulley made a motion to approve the intergovernmental agreement, seconded by Alderman Stage. No further discussion. Alderman Wesner, Pulley, Freund, Stage, Winter, Hughes and Roca voted yes. Motion carried.

APPROVE A QUOTE WITH CENTRAL SQUARE FOR THE CAD SOFTWARE, NOT TO EXCEED $ 2,560

Alderman Stage made a motion to approve the quote with Central Square for the CAD software, seconded by Alderman Roca. No further discussion. Alderman Wesner, Pulley, Freund, Stage, Winter, Hughes and Roca voted yes. Motion carried.

APPROVE A LETTER OF UNDERSTANDING FROM LAUTERBACH AND AMEN, LLP FOR ACTUARIAL SERVICES FOR $35,960

Alderman Roca made a motion to approve the letter of understanding from Lauterbach and Amen, LLP, seconded by Alderman Winter. No further discussion. Alderman Wesner, Pulley, Freund, Stage, Winter, Hughes and Roca voted yes. Motion carried.

FUTURE ITEMS FOR DISCUSSION – Alderman Roca explained that a citizen from his ward approached him because he was frustrated about Christmas decorations being left on for months after the season. The citizen would like the council to consider making a rule that these decorations be turned off by the end of January.

DEPARTMENT REPORTS:

FINANCE:

Finance Director Tures announced that there is less than 30 days until the end of the fiscal year. All departments are doing a great job of ensuring that the city stays in budget.

PUBLIC WORKS:

Public Works Director Smith announced that they completed their iron filtration project, and the early stages of micro surfacing should start in late April or early May. There will also be crack filling completed in the spring. The department is also working on getting flags and other décor put up downtown.

ADMINISTRATION:

City Administrator Seguss gave updates on what the council will see at upcoming city council meetings as well as other upcoming meetings such as Harvest Fest meetings and liquor commission meetings.

POLICE:

Chief Hathcoat updated the council on activity within the police department for the month of March. He explained that there was a significant increase in calls, reports, and citations from February to March.

MAYOR:

Mayor Brust congratulated everyone who won their spot in the election on April 1. He also talked about his time spent in Springfield for IML day.

ANNOUNCEMENTS – Alderman Winter brought up the safety concern at the intersection of Baseline and 23 and wanted to know if there was anything the council could do. There was some discussion on what could be done, and it will be looked into further to see what kinds of options there are.

Motion to adjourn the meeting of the City Council was made by Wesner, seconded by Alderman Pulley. Voice vote was taken, all voted yes. Motion carried. Meeting adjourned at 7:15pm.
