A. MOTION TO APPROVE THE CONSENT AGENDA THAT INCLUDES THE FOLLOWING ITEMS:

VII. NEW BUSINESS

A. APPROVE AN ORDINANCE AMENDING TITLE 8, CHAPTER 6, “RATES AND CHARGES” OF THE MUNICIPAL CODE OF THE CITY OF GENOA, DEKALB COUNTY, ILLINOIS

Included in the packet is an ordinance to increase the City’s water rate by 4% (16¢ per 1,000 gallons) and the City’s sewer rate by 4% (20¢ per 1,000 gallons). This increase is to provide adequate revenue to pay for operating expenses to provide water and sewer treatment services.

B. APPROVE AN ORDINANCE ADOPTING THE ANNUAL BUDGET FOR THE FISCAL YEAR BEGINNING MAY 1, 2025 AND ENDING DECEMBER 31, 2025 FOR THE CITY OF GENOA, DEKALB COUNTY, ILLINOIS

Total City Revenues are expected to be $9,073,570 in FY 2025-2. Total Expenditures are expected to be $9,674,950. Expenditures are higher than revenues due to capital purchases and projects noted below. The City has continued to prioritize investment in equipment and infrastructure, with $5,207,880 in Capital Expenditures.

FY 2025-2 Budget Highlights:

• $814,150 in maintenance to Streets, sidewalks, and open space which includes microsurfacing the entire Willow Glen Subdivision

• $60,000 for completion of the downtown revitalization project with the installation of crosswalks

• $47,000 for engineering of the Safe Routes to School sidewalk project

• $567,750 in vehicle and equipment purchases including two police squads, upfitting for PW trucks, a new chipper, and a F-550 and a F-250.

• $130,000 to draft a Wastewater Treatment Facility Master Plan

• $3.2 million to replace lead service lines

(budgeted before bids were received)

C. ANNOUNCING THE APPOINTMENT OF PASTOR GARY ROCA AS THE VOLUNTEER CHAPLAIN OF THE GENOA POLICE DEPARTMENT

D. APPROVE A NOTICE OF INTENT TO AWARD A BID TO DPI CONSTRUCTION FOR THE CITY WIDE LEAD SERVICE LINE REPLACEMENT PROJECT, NOT TO EXCEED, $2,464,000

The City of Genoa received 5 bids for the City-wide lead service line replacement project. The City’s consulting engineer (Fehr Graham) has provided an Engineer’s Recommendation of Award within the packet, with the lowest qualified bidder being DPI Construction, totaling $2,464,000. This is lower than the engineer’s estimate as well within the amount approved for the IEPA low interest (0%) loan.

E. APPROVE AN ORDINANCE AMENDING TITLE 3, CHAPTER 3, SECTION 17 OF THE MUNICIPAL CODE OF THE CITY OF GENOA

This Ordinance removes the fees for Live Entertainment Permit 3-3-17 of the Municipal Code as it is already listed in Appendix A. It also amends the code to reflect that permits are submitted at City Hall rather than to the Finance Office Manager.

F. APPROVE AN AGREEMENT TO GRANT PERMISSION TO ALLOW ACCESS AND USE OF SOFTWARE AGREEMENT AND SYSTEM BETWEEN THE CITY OF GENOA, COUNTY OF DEKALB, AND CENTRAL SQUARE TECHNOLOGIES, LLC

The Dekalb County Sheriff’s Office (DCSO) utilizes Central Square for their CAD (Computer Aided Dispatch) system. The Genoa Police Department is requesting access to this system to allow for access to CAD data in Genoa Police Department Squads. This would allow Officers to see all call details in their cars along with numerous other items that are included. Currently, the Genoa Police Department has to receive details via dispatch while on calls. This agreement permits under certain terms for the data to be shared while the item below is for the cost of the software.

G. APPROVE AN INTERGOVERNMENTAL AGREEMENT BETWEEN THE DEKALB COUNTY INFORMATION MANAGEMENT OFFICE, DEKALB COUNTY SHERIFF’S OFFICE AND MUNICIPALITIES UTILIZING DEKALB COUNTY’S NETWORK AND INFRASTRUCTURE FOR THE ONESOLUTION MOBILE COMPUTING APPLICATION (MCT)

In order to access the data in the agenda item above, the Police Department will need to access the County server for CAD data via a VPN. The cost is $2,000 annually, included in this agreement within this agenda item. This was budgeted for in the 2025-2 Fiscal Year.

H. APPROVE A QUOTE WITH CENTRAL SQUARE FOR THE CAD SOFTWARE, NOT TO EXCEED $2,560

In order to utilize the software, there is a cost associated with this service. Staff is requesting approval of the quote for Central Square for licensing of their Computer Aided Dispatch (CAD). The yearly fee to Central Square for County access is $2,560 annually and was budgeted in FY 25-2.

I. APPROVE A LETTER OF UNDERSTANDING FROM LAUTERBACH AND AMEN, LLP FOR ACTUARIAL SERVICES FOR $35,960

The City of Genoa has contracted with Lauterbach and Amen, LLP since 2016 for actuarial services. The services included are the Police Pension Funding Actuarial Valuation, Police Pension GASB 67/68 Actuarial Valuation and the GASB 74/75 Actuarial Valuation, which are all required for the annual audit. For Fiscal Year 2025, their costs have increased $1,390 with future increases of 8% as follows:

FY2025 $9,320

FY2025-2 $7,930

FY2026 $10,110

FY2027 $8,600
