City of Genoa City Council met March 5.

Here are the minutes provided by the council:

Mayor Brust called the meeting of the City Council to order at 6:30pm followed by roll call. Aldermen Wesner, Pulley, Freund, Stage, Braheny and Roca were present. Aldermen Winter and Hughes were absent. Quorum present.

Mayor Brust led the pledge of allegiance.

CONSENT AGENDA

Alderman Wesner made a motion to approve of items 1-12 within the consent agenda, seconded by Alderman Freund. No further discussion. Aldermen Wesner, Pulley, Freund, Stage, Braheny and Roca voted yes. Motion carried.

NEW BUSINESS:

LEAD SERVICE LINE REPLACEMENT PROJECT FUNDING DISCUSSION – DARIN STYKEL, FEHR GRAHAM ENGINEERING

Derin Stykel of Fehr Graham Engineering came before the council to discuss the different options the city has to fund the lead service line replacement project in Genoa. More details surrounding this will come at a later date.

APPROVE AN ORDINANCE AMENDING TITLE 9 OF THE MUNICIPAL CODE OF THE CITY OF GENOA

Alderman Pulley made a motion to approve the ordinance amending Title 9, seconded by Alderman Braheny. City Administrator Seguss clarified some of the changes. No further discussion. Aldermen Wesner, Pulley, Freund, Stage, Braheny and Roca voted yes. Motion carried.

APPROVE AN ORDINANCE AMENDING APPENDIX A OF THE MUNICIPAL CODE OF THE CITY OF GENOA

Alderman Wesner made a motion to approve the ordinance amending Appendix A, seconded by Alderman Roca. There was a brief discussion about the new golf cart renewal fee. No further discussion. Aldermen Wesner, Pulley, Freund, Stage, Braheny and Roca voted yes. Motion carried.

APPROVE THE RENEWAL OF A LEASE AGREEMENT WITH SCOTT HERRON FOR PROPERTY AT 113 NORTH GENOA STREET, UNIT 1

Alderman Braheny made a motion to approve the renewal of a lease agreement with Scott Herron, seconded by Alderman Freund. No further discussion. Aldermen Wesner, Pulley, Freund, Stage, Braheny and Roca voted yes. Motion carried.

APPROVE THE RENEWAL OF A LEASE AGREEMENT WITH THE GENOA AREA CHAMBER OF COMMERCE FOR PROPERTY AT 113 NORTH GENOA STREET, UNIT 2

Alderman Wesner made a motion to approve the renewal of a lease agreement with the Genoa Area Chamber of Commerce, seconded by Alderman Braheny. No further discussion. Aldermen Wesner, Pulley, Freund, Stage, Braheny and Roca voted yes. Motion carried.

APPROVE THE RENEWAL OF A LEASE AGREEMENT WITH CROWN EXTERIORS FOR PROPERTY AT 113 NORTH GENOA STREET, UNTI 3

Alderman Roca made a motion to approve the renewal of a lease agreement with Crown Exteriors, seconded by Alderman Pulley. No further discussion. Aldermen Wesner, Pulley, Freund, Stage, Braheny and Roca voted yes. Motion carried.

FUTURE ITEMS FOR DISCUSSION – None

DEPARTMENT REPORTS:

FINANCE:

Finance Director Tures announced that they are finalizing the budget documents and it will be presented at the next meeting. Mayor Brust explained that this budget has been especially difficult because the city is changing their fiscal year from April 30th-May 1st to a fiscal year that follows the calendar year.

PUBLIC WORKS:

Public Works Director Smith explained that they are submitting the design engineering to the IEPA for the dichlorination building at the wastewater treatment facility. He also gave an update on the iron filter rehab project and crack filling that will happen in the spring.

ADMINISTRATION:

City Administrator Seguss announced that the boundary agreement with Burlington that was approved at the last city council meeting has now been approved by the Village of Burlington and will now be recorded with the county. She also explained that they are working on finalizing the Sycamore boundary agreement so that will be presented to council soon.

POLICE:

Sergeant Schuring gave an update on the calls, reports, traffic stops and citations for the month of February. He also gave updates on the various training happening within the department.

CLOSED SESSION

Alderman Stage made a motion to enter into closed session for the purpose of reviewing the minutes of the previous closed session, for the purpose of releasing closed session minutes, and for the purpose of discussing the sale of public real estate, seconded by Alderman Pulley. No further discussion. Aldermen Wesner, Pulley, Freund, Stage, Braheny and Roca voted yes. Motion carried.

RECONVENE REGULAR SESSION

Alderman Braheny made a motion to reconvene regular session, seconded by Alderman Wesner. No further discussion. Aldermen Wesner, Pulley, Freund, Stage, Braheny and Roca voted yes. Motion carried.

RELEASE CERTAIN CLOSED SESSION MINUTES

Alderman Roca made a motion to release the closed session minutes from April 3, 2024, May 22, 2024, and October 16, 2024, seconded by Alderman Stage. No further discussion. Aldermen Wesner, Pulley, Freund, Stage, Braheny and Roca voted yes. Motion carried.

Motion to adjourn the meeting of the City Council was made by Wesner, seconded by Alderman Pulley. Voice vote was taken, all voted yes. Motion carried. Meeting adjourned at 7:31pm.
