City of Genoa City Council met Feb. 5.

Here are the minutes provided by the council:

Mayor Brust called the meeting of the City Council to order at 6:30pm followed by roll call. Aldermen Wesner, Pulley, Freund, Stage, Winter and Braheny were present. Aldermen Hughes and Roca were absent. Quorum present.

Mayor Brust led the pledge of allegiance.

OLD BUSINESS – None

CONSENT AGENDA

Alderman Wesner made a motion to approve of items 1-3 within the consent agenda, seconded by Alderman Braheny. There was a brief discussion regarding one of the items purchased by public works. No further discussion. Aldermen Wesner, Pulley, Freund, Stage, Winter and Braheny voted yes. Motion carried.

1. APPROVAL OF THE MINUTES FROM THE JANUARY 22, 2025, CITY COUNCIL MEETING

2. APPROVAL OF THE ACCOUNTS PAYABLES DATED JANUARY 31, 2025

3. APPROVAL OF AN ORDINANCE ADOPTING THE ZONING MAP OF THE CITY OF GENOA

NEW BUSINESS:

RECOGNITION OF CERTAIN EMPLOYEES AND APPOINTED OFFICIALS UPON THEIR ANNIVERSARY WITH THE CITY OF GENOA

Mayor Brust and the city council recognized several employees celebrating 5, 10-, 15-, 20- and 25-year anniversaries with the City of Genoa.

UPDATE ON LEAD SERVICE LINE REPLACEMENT

Public Works Director Smith gave an update to the council on the lead service line replacement project. There was some discussion afterwards on how this may impact residents depending on a few different scenarios.

APPROVE A FAÇADE GRANT AGREEMENT WITH PRIZM REAL ESTATE INVESTMENTS, LLC, NOT TO EXCEED $30,000

Alderman Pulley made a motion to approve of the façade grant agreement, seconded by Alderman Stage. City Administrator Seguss explained that this is an update to a façade grant that previously came before council. There was brief discussion regarding future plans for the property. No further discussion. Aldermen Wesner, Pulley, Freund, Stage, Winter and Braheny voted yes. Motion carried.

WAIVE THE BID PROCESS AND APPROVE A SALES AGREEMENT FOR THE PURCHASE AND INSTALLATION OF A TORNADO SIREN, NOT TO EXCEED $32,068

Alderman Wesner made a motion to waive the bid process and approve the sales agreement, seconded by Alderman Freund. There was some discussion on why the location of the siren is moving and it was explained that the new location of the siren will reach more of Genoa’s residents. No further discussion. Aldermen Wesner, Pulley, Freund, Stage, Winter and Braheny voted yes. Motion carried.

WAIVE THE BID PROCESS AND APPROVE A QUOTE FOR THE PURCHASE OF TASERS AS WELL AS THEIR HARDWARE, SOFTWARE, WARRANTIES, AND TRAINING FOR USE

Alderman Winter made a motion to waive the bid process and approve the quote for the purchase of tasers, seconded by Alderman Pulley. There was a discussion with Chief Hathcoat about everything that is included with the purchase of the tasers themselves. No further discussion. Aldermen Wesner, Pulley, Freund, Stage, Winter and Braheny voted yes. Motion carried.

PRESENTATION OF THE GENOA POLICE DEPARTMENT’S ANNUAL REPORT

Chief Hathcoat gave a presentation of the department’s annual report.

DEPARTMENT REPORTS:

FINANCE:

Finance Director Tures told the council that they are continuing to work on the budget and using the new software.

PUBLIC WORKS:

Public Works Director Smith told the council that they have started the filter rehab project, and it is currently projected to be done in half the time allotted. He also explained that there has been an increase in water main breaks throughout the community over the past two weeks due to the weather changes and older infrastructure.

ADMINISTRATION:

City Administrator Seguss announced that they have already received three development applications for 2025, so they are working through those to bring to plan commission. The Unified Development Ordinance update is also still being worked on, and the plan commission will see a draft of it late February. Seguss also gave the council an update on the Grainger petition regarding pickleball.

POLICE:

Chief Hathcoat announced that Sergeant Schuring, Officer Stevenson and Officer Havlicek completed their 80-hour leadership and supervision course. He also announced that Administrative Assistant Becca Stevenson, Officer Walsh and Officer Traversa completed the Child Passenger Safety Technician course and are now certified.

MAYOR:

Mayor Brust gave an update on the property that was discussed in closed session last month.

ANNOUNCEMENTS – None

Motion to adjourn the meeting of the City Council was made by Alderman Wesner, seconded by Alderman Pulley. Voice vote was taken, all voted yes. Motion carried. Meeting adjourned at 7:33pm.
