Village of De Soto Board of Trustees met Feb. 3.
Here are the minutes provided by the board:
President Eric Schuler called the first regular monthly meeting of the De Soto Village Board of Trustees to order at 7:05 PM. Village Clerk Paula Parks was present to record the minutes.

Motion made by Brian Gleason, seconded by Jennifer Morgan, to dispense with the reading of the minutes and to approve them. Motion carried.
Motion made by Cristy Desormeaux, seconded by Rachel Alstat, to approve the January Expense report. Motion carried.
Motion made by Cristy Desormeaux, seconded by Brian Gleason, to pay the list of bills. Upon roll call vote: Brian Gleason – Yes; Fern Martin – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes; Rachel Alstat – Yes. Motion carried.
Laura Crawford was present to report an incident that occurred while she was walking with her dog on the walking path at the park. A youth on a bicycle and a youth on a skateboard challenged her and another person with her on the walking path. She said the youth were disrespectful and breaking park rules that bicycles and skateboards were not to be on the walking path. Mrs. Crawford explained that the rules of the walking path and dog park are not addressed in the village code, and there were no signs posted. She asked if the Board could add these two activities to the ordinance.
Director of Public Works Danny Vancil stated that the signs that had previously been posted had been torn down. He said he would post signs again. President Eric Schuler said that the Board would look for solutions.
Motion made by Rachel Alstat, seconded by Fern Martin, to transfer $15,333.33 from Sewer Savings, Account No. 004 1005 to the General Fund, Account No. 115-767-7; $15,333.33 from Water Savings, Account No 004 1003 to the General Fund, Account No. 115-767-7; and $15,333.34 from General Savings, Account No. 004 1009 to the General Fund, Account No. 115-767-7. Upon roll call vote: Brian Gleason – Yes; Fern Martin – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes; Rachel Alstat – Yes. Motion carried.
Motion made by Rachel Alstat, seconded by Cristy Desormeaux, to purchase a 2025 GMC Sierra Pro 4WD Crew Cab 147” Pro truck from Auffenburg of Carbondale for $49,000.00 to be paid from the General Fund, Account No. 115-767-7, Line Item 150-479. Upon roll call vote: Brian Gleason – Yes; Fern Martin – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes; Rachel Alstat – Yes. Motion carried.
A Park Committee meeting was scheduled for Monday, March 3 at 6 PM to discuss problems with the walking path and upcoming special events at the park.
Motion made by Cristy Desormeaux, seconded by Rachel Alstat, to pass Resolution No. 2025-1 appropriating $75,000.00 in Motor Fuel Tax funds for the purpose of maintaining streets and highways under the applicable provisions of the Illinois Highway Code from 1/01/25 to 12/31/25. Upon roll call vote: Brian Gleason – Yes; Fern Martin – Yes; Jennifer Morgan – Yes; Cristy Desormeaux – Yes; Rachel Alstat – Yes. Motion carried.
The next board meeting will be held Tuesday, February 18, 2025, at 7:00 PM at the village hall.
