City of Genoa City Council met Dec. 18.
Here are the minutes provided by the council:
Mayor Brust called the meeting of the City Council to order at 6:30pm followed by roll call. Aldermen Wesner, Pulley, Freund, Stage, Winter, Braheny, Hughes and Roca were present. Quorum present.
Mayor Brust led the pledge of allegiance.
GUEST SPEAKERS – None
PUBLIC COMMENT – Gordon Jones of 11794 Pebble Beach Dr in Genoa came before the council to ask some questions about the microsurfacing that is a part of item “A” under new business.
OLD BUSINESS – None
CONSENT AGENDA
Alderman Pulley made a motion to approve of items 1-2 within the consent agenda, seconded by Alderman Braheny. No further discussion. Aldermen Wesner, Pulley, Freund, Stage, Winter, Braheny, Hughes and Roca voted yes. Motion carried.
1. APPROVAL OF THE MINUTES FROM THE DECEMBER 4, 2024, CITY COUNCIL MEETING
2. APPROVAL OF THE ACCOUNTS PAYABLES DATED DECEMBER 15, 2024
NEW BUSINESS:
AUTHORIZE THE MAYOR TO EXECUTE A TASK ORDER WITH ENGINEERING ENTERPRISES, INC. (EEI) FOR $13,907 TO PROVIDE DESIGN ENGINEERING SERVICES FOR MICROSURFACING OF CITY STREETS
Alderman Wesner made a motion to authorize the mayor to execute a task order with EEI, seconded by Alderman Winter. There was a brief discussion on the reasoning behind doing the specific streets selected. No further discussion. Aldermen Wesner, Pulley, Freund, Stage, Winter, Braheny, Hughes and Roca voted yes. Motion carried.
APPROVE A SETTLEMENT AGREEMENT WITH CMN-RUS, INC.
Alderman Braheny made a motion to approve the settlement agreement with CMN-RUS, Inc., seconded by Alderman Hughes. No further discussion. Aldermen Wesner, Pulley, Freund, Stage, Winter, Braheny, Hughes and Roca voted yes. Motion carried.
PRESENTATION OF THE ANNUAL REPORT AND 6 MONTH BUDGET UPDATE
City Administrator Seguss presented the annual report from the city which included updates from each department: administration, finance, police department and public works. The presentation also included a 6-month budget update.

DEPARTMENT REPORTS:
FINANCE:
Finance Director Tures let the council know that they received the November budget updates.
PUBLIC WORKS:
Public Works Director Smith updated the council on the work they’ve been doing with the recent snowfall and how they are preparing for more to come.
ADMINISTRATION:
City Administrator Seguss gave an update on a façade grant for 105 S Emmett St. She mentioned that they will be coming before the council to propose a change to their plans. She also let the council know that they are beginning to look at properties with property maintenance violations for 2025.
POLICE:
Chief Hathcoat announced that they are currently accepting applications so that the department can begin to establish a new eligibility list. He also gave an update on the events that the department took part in such as Shop with a Cop and the fundraiser at Main Street Bar and Grill.
MAYOR:
Mayor Brust explained that there is a new hemp/THC product that is infused into food and packaged in bright colorful wrapping that looks like a snack product. He said that a group Genoa is a part of, Metro West, is doing an Op-Ed on the product and how communities want it to be regulated and have asked if Genoa would be willing to be named in the article as one of these communities. He asked that council members review the material he sent on the matter and let him know their feedback.

Motion to adjourn the meeting of the City Council was made by Alderman Wesner, seconded by Alderman Pulley. Voice vote was taken, all voted yes. Motion carried. Meeting adjourned at 7:20pm.
