Marion City Park District Board of Commissioners met Sept. 24.

Here are the minutes provided by the board:

1. Call to Order

President Gott called the Regular Meeting of the Marion Park District to order at 6:10 p.m. with the following Commissioners present:

Commissioner GardinerCommissioner McReynoldsCommissioner WelchCommissioner Gott

Commissioner Sheffler was absent from the meeting.

2. Open Forum

There were no attendees at the Regular meeting.

3. Approval of Regular Meeting September 24, 2024 agenda

Commissioner Gardiner made a motion at 6:24 p.m.; seconded by Commissioner Welch to approve the September 24, 2024, agenda. Roll called. Motion carried with unanimous vote with those present.

4. Approval of the Budget Hearing Minutes: August 27, 2024

Commissioner McReynolds made a motion at 6:24 p.m.; seconded by Commissioner Welch to approve the Budget Hearing Minutes from August 27, 2024. Roll called. Motion carried with unanimous vote with those present.

5. Approval of the Regular Meeting Minutes: August 27, 2024

Commissioner McReynolds made a motion at 6:25 p.m.; seconded by Commissioner Welch to approve the Regular Meeting Minutes, August 27, 2024. Roll called. Motion carried with unanimous vote with those present.

6. Approval of August 2024 Financial Report

Executive Director Odum advised the Commissioners that at this time the Marion Park District has enough funds to cover expenses until the first tax installment is received.

7. Department Reportsa. Administrationb. Park Services

Executive Director Odum advised the Commissioners of the projects and items that have been completed during the month and showed the Commissioner pictures of projects.

8. Commissioners Reports

Commissioner Gott addressed the Board and asked if there were any items they would like to discuss. Commissioner Gardiner advised of his health issues, Commissioner McReynolds, Welch, and Gott didn’t have anything to discuss.

9. Executive Session pursuant to 5 ILCS 120/2(c) of the Illinois Open Meetings Act (if requested):a. (21) Executive / Closed Minutes – Discussion of minutes of meetings lawfully closed under Illinois Open Meetings Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes.b. (1) Personnel – To consider the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony or complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity.Executive Session was not visited during the meeting9. Reconvene to Open Session (possible actions following Executive Session)10. New Business

a. Discuss / Approve signing the contract with Earth Networks for 3 years (September 28, 2024 – September 28, 2027) and payment in full for the 3 years in the amount of $7,875.00.

Commissioner Gardiner made a motion at 6:11 p.m.; seconded by CommissionerWelch to approve the July 23, 2024, agenda. Roll called. Motion carried withunanimous vote with those present.

b. Discussion of placing an additional Earth Networks system in the parks, Pyramid, or the Soccer Complex.

No motion needed

c. Discuss / Approve resurfacing of parking lot at the Harrison – Bruce Park tennis courts and the parking lot at the pickleball complex at Ray Fosse Park from Asphalt Maintenance in the amount of $3,288.00.

No motion needed; amount is within the Executive Director’s purview.d. Discuss / Approve the 2024 Energy Transition Grant Award of $70,204.00 and ideas for the Black Diamond Pickleball Complex expansion.

No motion at this time, Executive Director was tasked with getting quotes for construction.

e. Discuss / Approve the addition to the Baseball Building for the new Administrative Office.

No motion at this time, Executive Director was tasked with getting quotes for construction.

11. Next Meeting Date: October 22, 2024

Next meeting has been changed to October 29, 2024. The change will be noted and advertised.

12. Adjournment

Commissioner McReynolds made a motion at 7:31 p.m.; seconded by Commissioner Gardiner to adjourn the September 24, 2024 Regular meeting. Roll called. Motion carried with unanimous vote with those present.
