Village of De Soto Board of Trustees met Sept. 16.

Here are the minutes provided by the board:

President Eric Schuler called the second regular monthly meeting of the De Soto Village Board of Trustees to order at 7:05 PM.  Village Clerk Paula Parks was present to record the minutes.

Present: Brian Gleason         Fern Martin

              Eric Schuler             Jennifer Morgan

              Rachel Alstat

Absent: Tony Rushing           Cristy Desormeaux

Motion made by Brian Gleason, seconded by Jennifer Morgan, to dispense with the reading of the minutes and to approve them.  Motion carried.

Motion made by Rachel Alstat, seconded by Jennifer Morgan, to approve the August revenue report.  Motion carried. 

Motion made by Fern Martin, seconded by Brian Gleason, to add a payment of $205.58 to the De Soto Post Office from the General Fund, Line Item 150-431, and to pay the list of bills as amended.  Upon roll call vote:  Brian Gleason – Yes; Fern Martin – Yes; Jennifer Morgan – Yes; Rachel Alstat – Yes.  Motion Carried. 

Craig Kirchner reported a drainage problem at 215 S. Hickory St.   Director of Public Works is aware of the situation and is looking into it.

Rick Holmes with LOCiS Software was present to answer any questions about their utility billing system.  Jana Fann and Village Clerk Paula Parks had participated in a zoom meeting with Mr. Holmes to view the program.  Jana Fann was pleased with the software and felt it would meet the needs of the Village’s utility billing.  This system partners with Court Money, and water customers would be able to register with Court Money to see the amount of their utility bills and pay the bills online.  Paper bills would still be used but email billing would also be an option.  The start up cost for LOCiS is $6,500.00 plus some possible travel costs for training.  The annual maintenance fee would be $1,916.00.

Motion made by Jennifer Morgan, seconded by Rachel Alstat, to purchase the LOCiS Software for a cost of up to $10,000 to be paid from the Water, Sewer and General Savings Funds.  Upon roll call vote:  Brian Gleason – Yes; Fern Martin – Yes; Jennifer Morgan – Yes; Rachel Alstat – Yes.  Motion Carried. 

Motion made by Fern Martin, seconded by Jennifer Morgan, to pass Resolution 2024-4 to purchase the property at 210 N. Hickory St. from the Jackson County Tax Agent for $804.00.  Upon roll call vote:  Brian Gleason – Yes; Fern Martin – Yes; Jennifer Morgan – Yes; Rachel Alstat – Yes.  Motion Carried. 

Motion made by Fern Martin, seconded by Brian Gleason, to pass Ordinance No. 2024-3 Annual Appropriation Ordinance making appropriation for all corporate purposes for the Village of De Soto for the fiscal year May 1, 2024, through April 30, 2025.  Upon roll call vote:  Brian Gleason – Yes; Fern Martin – Yes; Jennifer Morgan – Yes; Rachel Alstat – Yes.  Motion Carried.

The next board meeting will be held October 7, 2024, at 7:00 PM at the village hall.

Motion made by Brian Gleason, seconded by Rachel Alstat, to adjourn the meeting at 8:17 P.M.  Motion carried.
