City of Carterville City Council met Sept. 10.

Here are the minutes provided by the council:

The meeting was held in the Council Chambers with Mayor Bradley M. Robinson presiding. He called the meeting to order at 7:00 p.m.

ROLL CALL

The Mayor declared a quorum present.

Present at the meeting were: Marvin Oetjen, Kamper Supply; Mike and Nancy Nilson, Citizens; Mike Flaningam, Police Chief; Janice McConnaughy, Citizen; Ralph Graul, Building Inspector; Steve Johnson, Citizen Advisory Committee; Melissa Scott and Bruce and Alex DeRuntz, Troop 77 Scouts; Lance Chapman, 206 Rizwood Lane; and Morgan Lentz, City Office Clerk.

Motion 1: Allsopp moved and Ingram seconded to approve the minutes of the City Council Meeting held August 13, 2024. A roll call vote was taken, and all present voted yea. The Mayor declared the motion carried.

Motion 2: Emery moved and Allsopp seconded to approve the minutes of the City Special Council Meeting held August 21, 2024. A roll call vote was taken, and all present voted yea. The Mayor declared the motion carried.

Mark Carney, City Treasurer, presented the Treasurer's Report for August 2024 with a total cash and investments of $6,964,546.58.

Motion 3: Oetjen moved and Sievers seconded to approve the August 2024 Treasurer's Report as presented. A roll call vote was taken, and all present voted yea. The Mayor declared the motion carried.

Recognition of Guests - No Comments

The Mayor asked Ralph Graul to open a discussion of the variance for Lance Chapman for placement of a Tiny Home on his property at 206 Rizwood Lane. The hearing was held at 6:45 p.m. this evening. The Zoning and Planning Committee unanimously recommended that the City approve the variance.

Motion 4: Edwards moved and Ingram seconded to approve the variance for Lance Chapman at 206 Rizwood Lane. [The Mayor asked that Mr. Chapman contact Ralph Graul for final paperwork.] A roll call vote was taken, and all present voted yea. The Mayor declared the motion carried.

Motion 5: Sievers moved and Oetjen seconded to approve payment of the monthly bills as presented by the City Clerk. A roll call vote was taken, and all present voted yea. The Mayor declared the motion carried.

Engineering Report

Donnie Smoot, PSC Engineering, was unavailable this evening and the Mayor presented the following information:

The 2024 MFT program update was given by the Mayor. Work is scheduled for the end of this month. Downtown Parking Project Phase I - All plans are completed, the bid has been awarded, and the Water and Sewer Board has agreed to replace the sewer line that is in the alley behind the buildings. The contractor is trying to get this work completed as soon as possible. However, even when this sewer line is replaced, the weather may delay paving this calendar year.

Departments/Committees

Cannon Park (Community Building) and James Street Park

Walking Path - Milling and repaving should occur before the end of this month. The Street Department has requested that we purchase an additional pump for the fountain as a backup.

Motion 6: Miller moved and Sievers seconded to approve the purchase of a new backup pump for our Cannon Park fountain at a cost up to $1,500.00. All present voted yea and the Mayor declared the motion carried.

Street/Maintenance Department

POLICE DEPARTMENT

Chief Flaningam presented the August Police Report:

• There were 235 Officer Calls for Service in August (case number generated)

• There were 50 Officer Calls assisting other departments/jurisdictions in August

• 18 Misdemeanors Committed /10 Arrests

• 7 Felonies/2 Arrest

• 0 Drug Case/9 Closed Cases

• 5 Code Enforcement/7 Warrant

• 21 Citations (Warnings:34 written/8 Verbal)

• August 13-C1- Major Case Squad

• August 14-C1- Major Case Executive Meeting

The Mayor asked that the Council make a motion to approve payment to our part-time officers while they are enrolled and attending school at their part-time rate. The contract for training of part-time officers includes their retention with our department for three years after their training or their training costs will be refunded pro-rata to the City.

Motion 7: Oetjen moved and Miller seconded to approve payment to our part-time officers who are enrolled and attending school at the part-time academy at regular part-time payroll rate. All present voted yea and the Mayor declared the motion carried.

FIRE DEPARTMENT

Jason Sheraden, Fire Chief, was unavailable tonight so the Mayor presented the August monthly report for the Fire Department: 149 EMS Calls (Carterville/94; Cambria/29; Crainville/12; Colp/11; Hurst/Other/3); 17 Fire Calls; Total calls for 2024 are 1232 as of 9/10/24.

Motion 8: Edwards moved and Allsopp seconded to confirm the Mayor's appointment of Evan Smith as Full-time Firefighter/Paramedic. All present voted yea and the Mayor declared the motion carried.

The Mayor presented information regarding the interim financing for the Water and Sewer Department through USDA. The Water and Sewer Board has already approved this, but the attorney feels this should also be approved by the Council with the Mayor signing the paperwork. This is an over $7,200,000 project. The USDA requires local financing for the first year. The Bank of Herrin is processing this loan at prime rate minus 2% for the first year. Years two through forty will be processed through USDA.

Motion 9: Oetjen moved and Allsopp seconded to approve the interim financing agreement for the water and sewer projects that are being funded through USDA and authorize the Mayor to execute the documentation. All present voted yea and the Mayor declared the motion carried.

Curt Oetjen gave the Water and Sewer Board report as follows:

• There were 192 delinquent accounts in the amount of $47,189.25

• Water Loss: Figures Unavailable

• The Board approved $850.00 per year for a water line mapping program

• The Board approved the materials purchase for McNeil Street water line replacement at a cost of $15,580.00

• The Board approved up to $1,200.00 to purchase a backup pump for East Grand Lift Station

• The Board approved the purchase of two mini-split systems for the Sewer Plant Control Room and Laboratory

• The Board approved up to $25,000.00 to purchase materials for the sewer line replacement in the parking area behind the office building (Phase I Parking Lot Project)

• The Board approved up to $25,000.00 for labor to replace the sewer line in the Phase 1 Parking Project, and $22,288.00 for labor on Phase 2 of the sewer line replacement behind City Hall

• The Board approved Invoice No. 23 to PSC Engineering in the amount of $40,000.00 for engineering on the new Sewer Plant

• Leak Credits: 1 Water Leak Credits $49.93/1 Pool Credit $69.76

• The Mayor is scheduled to sign the paperwork for the water and sewer projects on September 19th

The Mayor personally thanked the Carterville Lion's Club and all the volunteers for a successful downtown Free Fair event. Also, thanks to the volunteers and employees of the City for their help with this event. It was different but successful.

Motion 10: Sievers moved and Oetjen seconded to adjourn. All present voted yea, the Mayor declared the motion carried and the meeting was dismissed at 7:27 p.m.
