City of Herrin City Council met Aug. 26.

Here are the minutes provided by the council:

Mayor Steve Frattini called the meeting to order at 6:00 p.m. Mayor led us in prayer and Pledge of Allegiance was recited.

Shelly Huggins, City Clerk called the roll and the following were present:

MINUTES OF AUGUST 12, 2024

Motion made by Alderman Shoemake, seconded by Alderman York to approve the minutes of August 12, 2024 Council Meeting. Alderman Shoemake, Crompton, York, Miller, Kinley, Sizemore, Ruppel and Ahlgren voted "Yea". None voted "Nay".

TREASURER'S REPORT

Treasurer Carl Goodwin had nothing to report.

BUDGET OFFICE REPORT

Carrie Cravens, Budget Director stated KEB has completed onsite work. The rest of the audit will be finished off site.

CODES Bret Childers Codes Administrator was absent from the meeting.

PUBLIC WORKS

Bill Sizemore, Chairman of the Public Works had nothing to report.

PUBLIC IMPROVEMENT

Marilyn Ruppel, Chairman of the Public Improvement Committee had nothing to report.

PUBLIC SAFETY

David Dorris, Police Chief was absent from the meeting. Deputy Chief Sal Tomas stated we are doing the IDOT hire back labor day weekend looking for cell phone usage, speeding and DUIs. K9 Bear was our first K9 officer for the City of Herrin and Dylan Sollers was his first handler. Mr. Sollers has since moved on to the State Police. Sergeant Moyers is now Bear's handler. We will be declaring Bear and his kennel as surplus property later in the meeting. Deputy Chief Tomas gave an overview of Bear's life and stay with the Herrin Police Department.

Shawn Priddy, Fire Chief stated the chili dinner is being planned, it will be the 50th year anniversary and will be at the old station on November 9th and back to being a sit-down event.

David Shoemake, Chairman of the Public Safety Committee stated met earlier, has item later.

FINANCE

Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before the Council. Alderman Crompton, York, Miller, Kinley, Sizemore, Ruppel, Ahlgren and Shoemake voted "Yea". None voted "Nay".

INSURANCE

Sheila Ahlgren, Chairman of the Insurance Committee had nothing to report

HERRIN LIBRARY LIAISON

Marilyn Ruppel, Liaison for the Herrin City Library stated 9/20 at 2 p.m. will be a talk about the book "The Jockey Queen". The library is going to have a calendar for 2025.

HERRIN CIVIC CENTER LIAISON

Scott Kinley, Liaison for the Herrin Civic Center stated Queen of Hearts Tuesday $5,533. Wing It Wednesday Texas Style Dance Hall, $5. Motown & Soul Music show 9/5 7:30 p.m.

NEW BUSINESS:

ORDINANCE 5- 2024 AMEND- ING CHAPTER 24 SCHEDULE "A" OF THE HERRIN REVISED CODE OF ORDINANCES

Motion made by Alderman Sizemore, seconded by Alderman Ruppel to pass Ordinance 5-2024 Amending Chapter 24, Schedule "A" of the Herrin Revised Code of Ordinances. Alderman York, Miller, Kinley, Sizemore, Ruppel, Ahlgren, Shoemake and Crompton voted "Yea". None voted "Nay".

BID AWARD EAST CLARIFIER PAINTING

Motion made by Alderman Miller, seconded by Alderman Kinley to Award Bid for East Clarifier Painting to RP Coatings Inc. for $59,860. Alderman Miller, Kinley, Sizemore, Ruppel, Ahlgren, Shoemake, Crompton and York voted "Yea". None voted "Nay".

RESOLUTION 8- 2024 USE OF TIF FUNDS EAST CLARIFIER PAINTING

Motion made by Alderman York, seconded by Alderman Shoemake to pass Resolution 6-2024 Use of TIF Funds for East Clarifier Painting. Alderman Kinley, Sizemore, Ruppel, Ahlgren, Shoemake, Crompton, York and Miller voted "Yea". None voted "Nay”.

ORDINANCE 6- 2024 SURPLUS PROPERTY KO BEAR & KENNEL

Motion made by Alderman Kinley, seconded by Alderman Shoemake to pass Ordinance 6- 2024 Surplus Property-K9 Bear & Kennel. Alderman Sizemore, Ruppel, Ahlgren, Shoemake, Crompton, York, Miller and Kinley voted "Yea". None voted "Nay". Current handler Sergeant Moyers will be adopting Bear.

RECOMMEND- ATION STOP SIGNS 18 & OAK

Motion made by Alderman Kinley, seconded by Alderman Miller to table recommending stop signs at 18th & Oak Streets. Alderman Ruppel, Ahlgren, Shoemake, Crompton, York, Miller, Kinley and Sizemore voted "Yea". None voted "Nay".

BID AWARD RUSHING DRIVE IMPROVEMENTS

Motion made by Alderman Miller, seconded by Alderman Kinley to award bid to Samron Midwest Contracting for $1,098,408 for Rushing Drive Improvements. Alderman Ahlgren, Shoemake, Crompton, York, Miller, Kinley, Sizemore and Ruppel voted "Yea". None voted "Nay".

MAYOR

Mayor thanked Dennis Avripas and his committee for another successful All Corvette show with over 50 cars present. Dennis thanked the City for helping. They are looking for a new location for next year and maybe moving into the fall.

COUNCIL

Alderman Sizemore has had a request to close the 100 block of E. Walnut St. for the Herrin Fire Department Local 3251 for a Bags Fundraiser on 9/28, time TBA, maybe 10-6.

Alderman Ahlgren stated the newly painted fire hydrants are looking good.

Alderman Kinley stated he received a complaint about grass along Brewster Road.

Motion made by Alderman Miller, seconded by Alderman Kinley to adjourn. Alderman Shoemake, Crompton, York, Miller, Kinley, Sizemore, Ruppel and Ahlgren voted "Yea". None voted "Nay".
