City of Herrin City Council met June 24.

Here are the minutes provided by the council:

Mayor Steve Frattini called the meeting to order at 6:00 p.m. Mayor led us in prayer and Pledge of Allegiance was recited.

Shelly Huggins, City Clerk called the roll and the following were present:

MINUTES OF JUNE 10, 2024

Motion made by Alderman Shoemake, seconded by Alderman York to approve the minutes of June 10, 2024 Council Meeting. Alderman Shoemake, Crompton, York, Miller, Kinley, Sizemore, Ruppel and Ahlgren voted "Yea”. None voted "Nay”.

TREASURER'S REPORT

Treasurer Carl Goodwin reviewed bank statements, all in balance. adjustments, all in balance and admin tow fees and all in balance.

BUDGET OFFICE REPORT

Carrie Cravens, Budget Director stated Youngblood and Campbell have started their part of the audit and should be done in July then KEB will do their part. Plan on software is next meeting will be July 22 and that evening they will begin update; the 23rd the systems will be down. We will post a notice that we will not be taking water payments on the 23rd. Should be completely moved over by the end of the day on the 24th,

CODES

Bret Childers Codes Administrator was absent from the meeting.

PUBLIC WORKS

Bill Sizemore, Chairman of the Public Works had nothing to report.

Tom Somers, Public Works Director stated trash pick up will be picked up on Thursday, July 4, City Hall will be closed.

PUBLIC IMPROVEMENT

Marilyn Ruppel, Chairman of the Public Improvement Committee had nothing to report.

PUBLIC SAFETY

David Dorris, Police Chief was absent. Deputy Chief Sal Tomas stated we are doing the 4th of July campaign through IDOT grant.

Shawn Priddy, Fire Chief stated station is coming along. Tomorrow is the hottest day of the year so far, check on animals and those that don't have air conditioning. There will be a blood drive at city hall on Thursday.

David Shoemake, Chairman of the Public Safety Committee had nothing to report.

FINANCE

Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before the Council. Alderman Crompton, York, Miller, Kinley, Sizemore, Ruppel, Ahlgren and Shoemake voted "Yea". None voted "Nay".

INSURANCE

Sheila Ahlgren, Chairman of the Insurance Committee had nothing to report.

HERRIN LIBRARY LIAISON

Marilyn Ruppel, Liaison for the Herrin City Library stated July 2 will be the movie "Up", July 11 will be a tortoise program.

HERRIN CIVIC CENTER LIAISON

Scott Kinley, Liaison for the Herrin Civic Center stated Queen of Hearts Tuesday $3,977. Wing It Wednesday is still going on. On July 27 is the Herrin Home Town Christmas Committee Trivia Night.

NEW BUSINESS:

APPOINTMENT DAKOTA MORRIS FT PUBLIC WORKS LABORER

Motion made by Alderman Sizemore, seconded by Alderman York to appoint Dakota Morris as full- time public works laborer effective July 3, 2024. Alderman York, Miller, Kinley, Sizemore, Ruppel, Ahlgren, Shoemake and Crompton voted "Yea". None voted "Nay".

TIF FAÇADE AGREEMENT ELKS

Motion made by Alderman Ruppel, seconded by Alderman Ahlgren to approve TIF Façade Agreement for the Elks. Alderman Miller, Kinley, Sizemore, Ruppel, Ahlgren, Shoemake, Crompton and York voted "Yea". None voted "Nay".

RESOLUTION 7-2024 USE OF TIF FUNDS

MAYOR

Motion made by Alderman Kinley, seconded by Alderman Shoemake to pass Resolution 7-2024 Use of TIF Funds for W. Herrin St. Watermain Replacement. Alderman Kinley, Sizemore, Ruppel, Ahlgren, Shoemake, Crompton, York and Miller voted "Yea". None voted "Nay”.

Light Duty under consideration; we have some materials coming from IML in regards to the topic. Once we receive that, it will go forward to legal counsel for drafting potential policy for on duty injury light duty options.

Door-to-door solicitors have been quite the topic here in town as well as other towns. getting several regarding solar/energy. Currently we require background, each solicitor gets their own permit that they have to have with them when canvassing. We have 6 pending apps as well as 11 new ones just received. We have been asking for a copy of their contract as well as what they are presenting to residents and script. We received one that was 17 pages long. Some of it is confusing. Mayor would like to change the permit fees in the future.

July 1 we should start clearing site for new animal control facility.

In Public Works we have $10,000,000 in projects going on, $3,000,000 grant funded and another $5,000,000 in progress.

COUNCIL

Alderman Crompton reminded everyone of fireworks in the park on the 4th.

Alderman Crompton asked about dumping brush at the City. You have to be from the City to dump brush at the garage.

Hometown Christmas Committee is looking for a place for storage. Committee would like to see if once the fire department vacates their current property that they could use the pole barn in the back.

Alderman Kinley stated 4th is coming up and don't forget pets and veterans.

Alderman Ruppel has had someone ask about when the burned-out building on S. 14a Street will be cleaned up, we have a court order forcing owner to take down.

Alderman Shoemake asked about the watering system in the new plant areas down town. automatic system.

Alderman Ahlgren stated the new lights downtown look great.

ADJOURN Motion made by Alderman Miller, seconded by Alderman Kinley to adjourn. Ruppel, Ahlgren, Shoemake, Crompton, York, Miller and Kinley voted "Yea".
