Village of Yates City Board met June 26.

Here are the minutes provided by the board:

1. Call to Order: 6:01 p.m.

2. Roll call.

Present: Seth Lekies, Tom Kinzer, Dave Mahr, Matt Ehens, Vonda Brinker, Mark Hostetler, and Ron Smith.

Also present: Joy Mahr, Jarrod Dexter of Western Illinois Regional Council (WIRC), Kevin Cooper of Bruner, Cooper & Zuck, Ken Vallas, Scott Brunton of Miller Hall & Triggs, LLC, and Susan Hostetler.

3. Yates City Clerk Debbie Canier to be sworn in.

No action was taken on this agenda item.

4. Discussion and possible approval of hiring “Ace In The Hole” to spray patch in July at a cost of $6,000.

Smith moved to hire Ace In The Hole to spray patch in July at a cost of $6,000 for one day. Ehens seconded the motion. Roll call unanimous.

5. Discussion and possible approval of purchase of 21 tons of pea gravel from Burgess for spray patching at a cost of approximately $500. The Village is not able to have this included in the MFT, but can be used in Road/Bridge account.

Dave Mahr made a motion to purchase 21 tons of pea gravel from Burgess for spray patching at a cost of approximately $500. Smith seconded the motion. Roll call unanimous.

6. Discussion and possible approval of patching the sewer shed roof and new gutters on sewer office building from Nathan Blankenship at a cost of $1,262.50.

Kinzer moved to hire Nathan Blankenship to patch the sewer shed roof and install new gutters on the sewer office building at a cost not to exceed $1,500. Ehens seconded the motion. Roll call unanimous.

7. Discussion and possible final decision regarding funding for the new well.

The Board discussed the options of using the Community Block Development Grant program and/or the Illinois Environmental Protection Agency (Illinois EPA) forgivable loan program for funding construction of the new well. The Board discussed timing of construction and coverage of funds for engineering fees. There was also discussion of bidding requirements of the WIRC and the Illinois EPA, and the calendar for receiving bids and receiving the agreement from the Illinois EPA. Dexter stated if the Villages does not continue with the grant program, the Village will need to reimburse the $8,750 already received from the grant (for the surveying of the well site). Cooper stated the Illinois EPA will not release the loan agreement until bids are received. Dexter stated it is not possible to use both programs for the well. The Board discussed potential bidders for the well project. Smith moved to go with the Illinois EPA program and to hold off on withdrawing from the grant program until after bids are received. Second by Kinzer. Roll call unanimous.

8. Adjournment.

Ehens moved to adjourn the meeting. Mahr seconded the motion. Roll call unanimous. Meeting adjourned at 7:02 p.m.
