A. MOTION TO APPROVE THE CONSENT AGENDA THAT INCLUDES THE FOLLOWING ITEMS:

1. THE MINUTES FROM THE MAY 22, 2024 SPECIAL CITY COUNCIL MEETING

2. THE ACCOUNTS PAYABLES DATED MAY 31, 2024 (FY 24/25)

3. THE ACCOUNTS PAYABLES DATED MAY 31, 2024 (FY 23/24)

4. APPOINT RON SHEAHAN, JACOB WADDLE, AND RICK HOFFMAN TO THE COMPREHENSIVE AND STRATEGIC PLAN COMMITTEE

5. APPROVE THE 2025 CITY HALL CLOSINGS LIST

6. APPROVE THE 2025 ANNUAL MEETINGS CALENDAR

7. APPROVE A SERVICE AGREEMENT WITH FOUR SEASONS AMUSEMENTS FOR A FUN FAIR SLIDE FOR HARVEST FESTIVAL, NOT TO EXCEED $4,290

This item is included in the accounts payables so that a check can be remitted as soon as possible to reserve the ride.

8. APPROVE THE USE OF DOWNTOWN PARKING SPACES FOR A CAR SHOW FOR THE CRUISIN’ RESTAURANT CAR SHOW FROM 9 AM – 3 PM ON JUNE 16TH

9. APPROVE A RESOLUTION FOR IMPROVEMENT UNDER THE ILLINOIS HIGHWAY CODE

This Resolution authorizes the City to use Rebuild Illinois Funds for the improvements to Hickory Drive, East First Street, Prairie Street and Evans Avenue.

10. APPROVE A SERVICE AGREEMENT WITH DEEPWALK RESARCH, INC. NOT TO EXCEED $11,440

This agreement is for the purchase of software to inventory 26 miles of sidewalk throughout the City. The software uses artificial intelligence to analyze the sidewalks for ADA compliance and log data regarding maintenance needs. A seasonal employee will scan sidewalks using a smart phone. The data can then be uploaded to GIS mapping. Staff is recommending this software in order to create a sidewalk repair and replacement plan for the 26 miles of sidewalk throughout the City.

11. APPROVE A LOAN AGREEMENT BY AND BETWEEN THE CITY OF GENOA AND LS HOLDINGS LLC

12. APPROVE AN ORDINANCE AUTHORIZING THE PURCHASE OF REAL ESTATE

13. APPROVE AN ORDINANCE AUTHORIZING THE SALE OF SURPLUS PUBLIC REAL ESTATE

VII. NEW BUSINESS

A. GIVE ADVICE AND CONSENT TO THE MAYOR’S APPOINTMENT OF CHRISTOPHER HATHCOAT AS CHIEF OF POLICE EFFECTIVE SEPTEMBER 7, 2024

B. DISCUSS THE 2024 FLEET ASSESSMENT

C. APPROVE THE PURCHASE OF A FORD F750 FROM LIBERTY FORD NOT TO EXCEED $171,938

D. APPROVE AN AMENDMENT TO THE CITY’S PERSONNEL MANUAL

E. APPROVE AN ORDINANCE PROVIDING AN EXTENSION OF THE LIMITED TEMPORARY REDUCTION IN CERTAIN FEES AS AN INCENTIVE FOR NEW CONSTRUCTION

At a recent meeting, the School Board once again requested that the City waive the school impact fees for new homes as an incentive for new home construction. Impact fees are paid at the time of building permit fees and have no effect on property taxes. The City and School District have allowed a varying number new homes to have impact fees waived over the past 15 years.

F. APPROVE A SERVICE ORDER AND AGREEMENT WITH CLEARGOV, NOT TO EXCEED $11, 667.
