Marion City Park District Board of Commissioners met April 3.

Here are the minutes provided by the board:

Meeting Minutes – Special Meeting

1. Call to Order

President Gott called the Regular Meeting of the Marion Park District to order at 6:19 p.m. with the following Commissioners present:

Commissioner Sheffler

Commissioner McReynolds

Commissioner Welch

Commissioner Gott

Commissioner Gardiner was absent from the beginning of the meeting.

2. Open Forum

No public attendees

3. Approval of April 3, 2024 Special Meeting agenda

Commissioner McReynolds made a motion at 6:20 p.m.; seconded by Commissioner Welch to approve the April 3, 2024, agenda. Roll called. Motion carried with unanimous vote with those present.

4. Approval of Regular Meeting Minutes: February 27, 2024

Commissioner Welch made a motion at 6:21 p.m.; seconded by Commissioner McReynolds to approve the February 27, 2024, minutes. Roll called. Motion carried with unanimous vote with those present.

5. Approval of February 2024 Financial Report

Commissioner Sheffler made a motion at 6:25 p.m.; seconded by Commissioner Welch to approve the February 2024 Financial Report. Roll called. Motion carried with unanimous vote with those present.

6. Department Reportsa. Administrationb. Park Services

Director Reed went over the reports highlighting the projects that Park Service employees have completed during the month and pictures were also shown to the Commissioners of all the projects completed.

7. Commissioners Reports

Commissioner Gott asked if any of the Commissioners had anything to report. Commissioner Sheffler states that the spreadsheet that the Administrative Assistant provides to the City of Marion Water Department is very helpful. Commissioner McReynolds, Commissioner Welch, and Commissioner Gott had nothing to report.

Commissioner Gardiner arrived at the meeting at 6:40 p.m.

8. Executive Session pursuant to 5 ILCS 120/2(c) of the Illinois Open Meetings Act (if requested):a. (21) Executive / Closed Minutes – Discussion of minutes of meetings lawfully closed under Illinois Open Meetings Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes.b. (1) Personnel – To consider the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony or complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity.

Commissioner Gardiner made a motion at 6:48 p.m.; seconded by Commissioner Welch to approve going into Executive Session. Roll called. Motion carried with unanimous vote with those present.

9. Reconvene to Open Session (possible actions following Executive Session)

Commissioner McReynolds made a motion at 6:55 p.m.; seconded by Commissioner Welch to approve reconvening to Open Session. Roll called. Motion carried with unanimous vote with those present.

10. Old Business

a. Discuss / Approve a partnership with Marion Connects.

No motion made on this old business agenda item, motion dies.

11. New Business

a. Discuss / Approve purchase of a new mower with trade – in mower (2009 Exmark).

Commissioner Sheffler made a motion at 7:01 p.m.; seconded by Commissioner Welch to approve the purchase of a new mower with trade – in mower (2009 Exmark). Roll called. Motion carried with unanimous vote with those present.

b. Present retirement letter from Jack Reed, Director of Parks, and Recreation to the Commissioners.

Commissioner Gott read the letter to the Board of Commissioners for the record.

Commissioner Gardiner made a motion at 7:05 p.m.; seconded by Commissioner McReynolds to approve the retirement letter from Jack Reed, Director of Parks, and Recreation. Roll called. Motion carried with unanimous vote with those present.

c. Approval of Executive Session minutes from August 22, 2023, September 26, 2023, October 24, 2023, December 19, 2023 to remain closed with or without exception.

Commissioner Sheffler made a motion at 7:06 p.m.; seconded by Commissioner McReynolds to approve the Executive Session minutes from August 22, 2023, September 26, 2023, October 24, 2023, December 19, 2023 to remain closed without exception. Roll called. Motion carried with unanimous vote with those present.

d. Discuss / Approve proposals from BC Contracting for Phase 1 of the Soccer Complex parking lot extension in the amount of $24,540.00.

Commissioner Sheffler made a motion at 7:12 p.m.; seconded by Commissioner Welch to approve the proposals from BC Contracting for Phase 1 of the Soccer Complex parking lot extension in the amount of $24,540.00. Roll called. Motion carried with unanimous vote with those present.

e. Discuss / Approve proposals from BC Contracting for Phase 2 of the Soccer Complex parking lot extension in the amount of $24,540.00.

Commissioner Sheffler made a motion at 7:13 p.m.; seconded by Commissioner Gardiner to approve the proposals from BC Contracting for Phase 2 of the Soccer Complex parking lot extension in the amount of $24,540.00. Roll called. Motion carried with unanimous vote with those present.

f. Discuss / Approve letter of support for the tax assessment of the BCBS property on Meadowland Parkway to the Williamson County Assessor’s office.

Commissioner Gardiner made a motion at 7:26 p.m.; seconded by Commissioner Sheffler to decline the letter of support for the tax assessment of the BCBS property on Meadowland Parkway to the Williamson County Assessor’s office. Roll called. Commissioner Gardiner – yay, Commissioner Sheffler – yay, Commissioner McReynolds – yay, Commissioners Welch – yay, Commissioner Gott – abstain. Motion carried with 4 – 1 vote.

12. Next Meeting Date: April 23, 2024

13. Adjournment

Commissioner Sheffler made a motion at 7:36 p.m.; seconded by Commissioner Gardiner to adjourn the Regular Meeting of the Marion Park District. Roll called. Motion carried with unanimous vote with those present.
