City of Genoa City Council met Nov 1.

Here are the minutes provided by the council:

Mayor Brust called the meeting of the City Council to order at 7:00pm followed by roll call. Alderman Wesner, Pulley, Freund, Stage, Winter, Braheny, Hughes and Roca were present. Quorum present.

Mayor Brust led the pledge of allegiance.

GUEST SPEAKERS – None

Motion made by Alderman Wesner to accept the minutes from the October 18, 2023, City Council meeting, seconded by Alderman Freund. Voice vote was taken, all voted yes. Motion carried.

Motion made by Alderman Pulley to approve payment of the accounts payable for October 31, 2023, seconded by Alderman Winter. No further discussion. Alderman Wesner, Pulley, Freund, Stage, Winter, Braheny, Hughes and Roca voted yes. Motion carried.

NEW BUSINESS:

PROCLAMATION OF DECEMBER 3RD AS MARK PAHNKE DAY IN GENOA

Mayor Brust recognized Mark Pahnke for his hard work and dedication to the Genoa Public Library for the past fifty years. He then read a proclamation that officially named December 3rd as Mark Pahnke Day in the city of Genoa.

APPROVE A BID FOR THE DOWNTOWN REVITILIZATION PROJECT FROM LANDMARK CONTRACTORS, NOT TO EXCEED $1,029,056

Alderman Pulley made a motion to approve the bid from Landmark Contractors, seconded by Alderman Roca. Mayor Brust then gave a brief update on what the downtown revitalization project entails. There was some further discussion on the timeline of the project and the specifics of what will be changed such as streetlights, trees, and buried cables. There was also discussion on where the funding for this project is coming from. No further discussion. Alderman Wesner, Pulley, Freund, Stage, Winter, Braheny, Hughes and Roca voted yes. Motion carried.

APPROVE A QUOTE FOR THE CONSTRUCTION ENGINEERING WITH CES, NOT TO EXCEED $95,200

Alderman Wesner made a motion to approve the quote for the construction engineering with CES, seconded by Alderman Roca. No further discussion. Alderman Wesner, Pulley, Freund, Stage, Winter, Braheny, Hughes and Roca voted yes. Motion carried.

APPROVE THE CLOSURE OF SOUTH WASHINGTON STREET FROM THE ALLEY TO ROUTE 72 ON NOVEMBER 18TH FROM 7:30AM TO 3PM FOR OPENDOOR’S ARTISAN CHRISTMAS MARKET

Motion made by Alderman Braheny to approve the closure of South Washington Street, seconded by Alderman Wesner. No further discussion. Alderman Wesner, Pulley, Freund, Stage, Winter, Braheny, Hughes and Roca voted yes. Motion carried.

APPROVE A RESOLUTION FOR IMPROVEMENT UNDER THE ILLINOIS HIGHWAY CODE

Alderman Winter made a motion to approve the resolution, seconded by Alderman Braheny. There was some discussion on the parking spots that the city is responsible for maintaining. No further discussion. Alderman Wesner, Pulley, Freund, Stage, Winter, Braheny, Hughes and Roca voted yes. Motion carried.

APPROVE AN ORDINANCE AUTHORIZING THE EXECUTION OF THE RMA MINIMUM/MAXIMUM CONTRIBUTION AGREEMENT

Alderman Braheny made a motion to approve an ordinance authorizing the execution of the RMA agreement, seconded by Alderman Wesner. No further discussion. Alderman Wesner, Pulley, Freund, Stage, Winter, Braheny, Hughes and Roca voted yes. Motion carried.

DEPARTMENT REPORTS:

FINANCE:

Finance Director Jan Tures announced that all of last year’s fiscal year reports have been finalized and they are getting ready to start the budget for the next fiscal year. She also announced that the tax levy determination will be done at the next meeting in order to be approved at the first meeting in December.

PUBLIC WORKS:

Public Works Director Janice Melton explained that the media replacement for well number five is still on schedule for the 1st of December. They did, however, have two simultaneous main breaks and Jackson Ct is still having some sewer issues. The department is also still working on street sweeping and doing some final street/sidewalk repairs while the weather permits.

POLICE:

Police Chief Robert Smith announced that all of the Halloween festivities went great with no issues. The Cruisin car show also went smoothly. The next new hire candidate will take his pre employment testing soon and already completed his medical evaluations. Smith also told the council that a couple of officers were sent to help out with Pumpkin Fest in Sycamore over the weekend since Sycamore assists with Genoa Days.

ADMINISTRATION:

City Administrator Alyssa Seguss gave an update on the strategic and comprehensive plans, they should both be presented to the council within six weeks. She also announced that the Public Works Director position will officially be posted soon in order to collect applications and hopefully have someone hired by mid-December. Alderman Pulley asked for an update on the Safe Routes to School Grant and Seguss explained that it is submitted but there likely won’t be an update until spring. She also gave updates on Mad Dog and Taco Bell.

Motion to adjourn the meeting of the City Council was made by Alderman Wesner, seconded by Alderman Pulley. Voice vote was taken, all voted yes. Motion was carried. Meeting adjourned at 7:40pm.
