4. CONSENT AGENDA

A. INVOICES

1) Discuss/approve REDCO 3rd Quarter Payment of $21,250.

2) Approve invoice 2430 from Asphalt Maintenance, LLC for sealcoating downtown parking lots for $16,036.00.

3) Discuss/Approve Governmental Consulting Solutions, Inc. Invoice 6304 for $3,000 for Consulting Services for November 2023.

B. EMPLOYMENT

1) MARION SENIOR CITIZENS

Approve the recommendation of the Director to promote Jennifer Koetz to the open Kitchen Manager/Head Cook at $17.75/hour per the Collective Bargaining Agreement.

C. MINUTES

1) Discuss/Approve minutes from the October 23, 2023 city council meeting.

NEW BUSINESS

5. BUILDING & CODE SERVICES

A. A REQUEST FOR A PETITION TO REPEAL AND DISCLAIM CITY ZONING AUTHORITY FOR PROPERTY IDENTIFIED AS PIN 06-09-20-019, LOCATED OUTSIDE CITY LIMITS.

6. CEMETERY

A. Discuss/Approve bids for a new Ford 350 or a new Dodge 3500 cab and chassis to be outfitted with a dump bed later; a budgeted item. 

7. POLICE DEPARTMENT

A. Discuss/Approve the recommendation of Commissioner Barwick and Chief Fitts to hire Levi Jones to fill the open dispatch position at the probationary 2 rate per the collective bargaining agreement. Mr. Jones' start date is November 16, 2023.

B. Discuss/Approve the recommendation of Commissioner Barwick and Chief Fitts to hire Bryan Ferrell to fill the open dispatch position at the probationary 1 rate per the collective bargaining agreement. Mr. Ferrell's start date is November 20th, 2023.

C. Discuss/Approve the recommendation of Commissioner Barwick and Chief Fitts to purchase a 2023 Dodge Durango from Jim Hayes for the amount of $39,316.

8. SEWER DEPARTMENT

A. Discuss/Approve Engineering Services Agreement with Horner & Shifrin, Inc. for the Boswell Lift Station and Sewer Relining project.

9. ECONOMIC DEVELOPMENT AND MUNICIPAL PLANNING

A. Discuss/Adopt Resolution 2023-17 appropriating $500,000 to match the required funding for the Sioux Drive Extension project.

10. PUBLIC AFFAIRS

A. Discuss/Approve the 2024 Schedule of Council Meetings and 2024 City Holidays.

B. Discuss/Approve the recommendation of Mayor Absher to appoint Charlotte Smoot as Deputy City Clerk at $21.63 per hour plus benefits pending pre-employment testing.

C. Announcement and motion to approve the 2023-2024 Tax Levy estimate of $100.00.

D. Discuss/Approve health insurance renewal with BCBS.
