Village of De Soto Board of Trustees met Oct. 2.

Here are the minutes provided by the board:

President Eric Schuler called the first regular monthly meeting of the De Soto Village Board of Trustees to order at 7:00 P.M.  Village Clerk Paula Parks was present to record the minutes.

Motion made by Paulette Johnson, seconded by Jennifer Morgan, to dispense with the reading of the minutes and to approve them.  Motion carried.

Motion made by Rachel Alstat, seconded by Jennifer Morgan, to approve the September expense report. Motion carried.

Motion made by Paulette Johnson, seconded by Rachel Alstat, to pay the list of bills.  Upon roll call vote:  Paulette Johnson – Yes; Jennifer Morgan – Yes; Rachel Alstat – Yes.  Motion carried.

William Cain was not present to get a status on the Phase IV Watermain Replacements project.

Mr. Frank Sanders of Environmental Waste Water wanted to amend his contract to $700 per month instead of $300 per month due to the increased frequency of testing the sewer system. The Village’s system is sampled weekly instead of monthly.  However, the Village had not received an amended contract.

Motion made by Rachel Alstat, seconded by Paulette Johnson, to table changing the contract with Mr. Sanders until an amended contract is obtained.  Motion carried.

The park Halloween Party and Hayride will be held October 28.

Motion made by Jennifer Morgan, seconded by Rachel Alstat, to approve the application from Emma Brown for a building permit to build a 20’ x 30’ garage at 215 N. Walnut St.  Motion carried.

Trustee Rachel Alstat reported on the results of the lagoon sludge survey conducted by Robert Risely of Water Treat Technology.  Mr. Risely’s stated that the lagoon has an average accumulation with pockets of excess sludge buildup and will need to be treated along the southwest and southern end of the lagoon.  Mr. Risely summarized that the sludge buildup should be addressed to avoid effluent excursions and to get better treatment of its waste while extending the lagoon’s life expectancy.  The results will be discussed with Engineer Harold Sheffer.

The next village board meeting will be held Monday, October 16, 2023, at 7:00 PM at the village hall.

Motion made by Jennifer Morgan, seconded by Paulette Johnson, to adjourn at 7:19 PM. Motion carried.
