City of Genoa City Council met Oct. 4.
Here are the minutes provided by the council:
Alderman Pulley called the meeting of the City Council to order at 7:03pm followed by roll call. Alderman Pulley, Freund, Stage, Braheny, Hughes and Roca were present. Alderman Wesner was absent, along with Mayor Brust. Quorum present. Alderman Winter was initially absent but later arrived at approximately 7:06pm.
Motion made by Alderman Braheny to allow Alderman Pulley to act as Mayor Pro Tem in the absence of Mayor Brust, seconded by Alderman Freund. Voice vote was taken, all voted yes. Motion carried.
Mayor Pro Tem Pulley led the pledge of allegiance.
GUEST SPEAKERS – None
Motion made by Alderman Braheny to accept the minutes from the September 20, 2023, City Council meeting, seconded by Alderman Hughes. Voice vote was taken, all voted yes. Motion carried.
Motion made by Alderman Braheny to approve payment of the accounts payable for September 30, 2023, seconded by Alderman Stage. There was a brief discussion regarding the meaning of item number thirteen, hazardous tree removal. No further discussion. Alderman Braheny, Hughes, Roca, Pulley, Freund, Stage, and Winter voted yes. Motion carried.

NEW BUSINESS:
APPROVE THE PURCHASE OF A LIFT STATION PUMP FROM BENCH MARK SALES, NOT TO EXCEED $12,995
Alderman Winter made a motion to approve the purchase of a lift station pump, seconded by Alderman Stage. No further discussion. Alderman Pulley, Freund, Stage, Winter, Braheny, Hughes and Roca voted yes. Motion carried.
APPROVE THE USE OF DOWNTOWN PARKING SPACES BY CRUISIN’ TO HAVE A CAR SHOW ON OCTOBER 22ND FROM 9AM TO 3PM
Alderman Braheny made a motion to approve the use of downtown parking spaces to have a car show, seconded by Alderman Winter. No further discussion. Alderman Pulley, Freund, Stage, Winter, Braheny, Hughes and Roca voted yes. Motion carried.
DEPARTMENT REPORTS:
FINANCE:
City Administrator Seguss spoke on behalf of Finance Director Jan Tures. Seguss announced that there should be a presentation at the next meeting regarding the audit and its results. She also told the council that the finance department has been wrapping up looking at quotes for liability and health insurance for the city.
PUBLIC WORKS:
Public Works Director Janice Melton explained that they are working on planting the rest of the trees from the tree grant and they have about 40 left. They also decorated downtown for the beginning of fall.
POLICE:
Police Chief Robert Smith went over the recent activity as far as calls and arrests. He addressed a situation that included a Facebook post that gave false information about an injury outside of one of the elementary schools. The injury was between two students and was deemed accidental. They’ve taken 21 police reports, 5 of them being arrests since the last time the council has met. The PD also participated in school drills with Camelot, GKMS and KES. All the officers within the department qualified at the range as well.
ADMINISTRATION:
City Administrator Alyssa Seguss had no report but opened the floor up to answer any questions the council may have. There was then a discussion regarding the façade grants that are in motion downtown and updates on the businesses including Trackside, Warehouse on Park, Napa and Genoa Gaming. Seguss also then mentioned that there will be a notice in the paper soon stating they will be accepting bids for the downtown revitalization project.
CLOSED SESSION
Alderman Winter made a motion to go into a closed session for the purpose of approving the minutes of the previous closed session and for the purpose of discussing land acquisition and the sale of public property, seconded by Alderman Roca. No further discussion. Alderman Pulley, Freund, Stage, Winter Braheny, Hughes and Roca voted yes. Motion carried.
RECONVENE REGULAR SESSION
Alderman Winter made a motion to reconvene regular session, seconded by Alderman Freund. No further discussion. Alderman Pulley, Freund, Stage, Winter, Braheny, Hughes and Roca voted yes. Motion carried.
Motion to adjourn the meeting of the City Council was made by Alderman Braheny, seconded by Alderman Roca. Voice vote was taken, all voted yes. Motion was carried. Meeting adjourned at 8:31pm.
