A) PROCLAMATION OF DECEMBER 3RD AS MARK PAHNKE DAY IN GENOA

B) APPROVE A BID FOR THE DOWNTOWN REVITALIZATION PROJECT FROM LANDMARK CONTRACTORS, NOT TO EXCEED $1,029,056.

On October 20th, 6 bids were received for the Downtown Revitalization Project. Bid tabulations are included in the packet, with Landmark Contractors being the lowest bidder. This bid for the downtown project includes removal of the old street lights, burying of the electrical cable behind the curb, installing a brick ribbon of pavers at the back of the curb where the electrical cable was buried, and installation of new streetlights. Two additional bids will be let for the project which include closure of Emmett Street and the stamped concrete crosswalks, with current estimates still within budget. Earlier this year, feedback was received from both residents and downtown businesses with approximately 80% of residents and 93% of downtown businesses in favor of the downtown revitalization project. Funds for this project have been budgeted utilizing capital fund reserves. The downtown project is slated to be complete in Summer of 2024.

C) APPROVE A QUOTE FOR CONSTRUCTION ENGINEERING WITH CES, NOT TO EXCEED $95,200

D) APPROVE THE CLOSURE OF SOUTH WASHINGTON STREET FROM THE ALLEY TO ROUTE 72 ON NOVEMBER 18TH FROM 7:30 AM TO 3 PM FOR OPENDOOR’S ARTISAN CHRISTMAS MARKET.

E) APPROVE A RESOLUTION FOR IMPROVEMENT UNDER THE ILLINOIS HIGHWAY CODE This resolution approves the amount owed to IDOT for the 2019-2020 Route 72 resurfacing project done by IDOT. While IDOT maintains the street, the City is responsible for the maintenance of the parking areas and bumpouts along the north and south side of route72.

F) APPROVE AN ORDINANCE AUTHORIZING THE EXECUTION OF THE RMA MINIMUM/MAXIMUM CONTRIBUTION AGREEMENT

Beginning in 2023, the City began purchasing insurance from the Illinois Municipal League Risk Management Association (IMLRMA), reducing costs from the previous carrier. IMLRMA provides insurance to City in the case of workers compensation, auto liability, general liability, property damage, and so on. This year, the City was presented with a quote for a net 1.85% increase for the same coverage as 2023, with the exception of increased cyber security limits. Staff has been happy with their service, which has included staff training to reduce risk, claims made, and frequent check-ins with Staff.
