Johnston City Community Unit School District 1 Board of Education met Sept. 21.

Here are the minutes provided by the board:

The Board of Education of the Johnston City Community Unit School District No. 1 met at a regular Board meeting held on September 21, 2023 with Closed Session beginning at 6:45 p.m. and the FY24 Budget Hearing beginning at 7:01 p.m. at the Unit Office, 1113 Grand Avenue, Johnston City, IL. President Chris Cullum called the meeting to order and asked the clerk for the attendance roll call.

ROLL CALL

Present: Chad Barras, Jimmy Dean, John Etherton, Patti Martin, Randy McIntosh, and Chris Cullum

Absent: John Van

Motion made by Jimmy Dean and seconded by Patti Martin to conduct the FY24 Budget Hearing at 7:02 p.m.

Voting Aye: Barras, Dean, Etherton, Martin, McIntosh, and Cullum

Motion Carried.

No comments from the audience.

Motion made by John Etherton and seconded by Chad Barras to adjourn the FY24 Budget Hearing at 7:05 p.m.

Voting Aye: Barras, Dean, Etherton, Martin, McIntosh, and Cullum

Motion Carried.

President Chris Cullum called the meeting to order at 7:06 p.m. and asked the clerk for the attendance roll call.

Absent: John Van

Motion made by Patti Martin and seconded by John Etherton to approve the consent agenda consisting of the following:

  1. Approval of Regular Session Minutes of the 8/17/23 Regular Meeting and the Amended Regular Session Minutes of the 5/18/23 and 11/15/22 Regular Meetings
  2. Approval of Treasurer’s Report
D. Approval of the Following Financial Reports: 

FY23 Administrative Compensation Report, FY23 Administrator and Teacher Salary Reports, 

FY23 IMRF Compensation Report, 

FY23 School Contracts over $25,000.00

Voting Aye: Barras, Dean, Etherton, Martin, McIntosh, and Cullum

Motion Carried.

Motion made by Chad Barras and seconded by John Etherton to approve the bills for payment.

Voting Aye: Barras, Etherton, Martin, McIntosh, and Cullum

Abstaining: Dean

Mrs. Clark provided construction updates to the Board. The Jefferson School Parking Lot Project is almost complete. The new entrance was opened this week. The hope is to have the final Jefferson School Phase 3 and Phase 4 plans soon and to be ready to send the project out for bid next month. The Lincoln School gym and original building roof needs to be replaced. It was installed in 1995 and came with a 15 year warranty. The insulation appears to be in good shape, so we should be able to install the new roof without replacing any of the insulation/underlayment.

Motion made by John Etherton and seconded by Patti Martin to approve the FY24 Budget as presented.

Motion made by John Etherton and seconded by Chad Barras to approve the Resolution Abating the Working Cash Fund.

Voting Aye: Barras, Dean, Etherton, Martin, McIntosh, and Cullum

Motion Carried.

Motion made by Randy McIntosh and seconded by John Etherton to set the E-Learning Program Hearing date for October 19, 2023 at 7:00 pm.

Voting Aye: Barras, Dean, Etherton, Martin, McIntosh, and Cullum

Motion Carried.

Motion made by John Etherton and seconded by Randy McIntosh to accept the bid of Travis Brown for a lunch table from Jefferson School in the amount of $1.00.

Voting Aye: Barras, Dean, Etherton, Martin, McIntosh, and Cullum

Motion Carried.

Motion made by Jimmy Dean and seconded by Randy McIntosh to approve the Washington Middle School Improvement Plan.

Voting Aye: Barras, Dean, Etherton, Martin, McIntosh, and Cullum

Motion Carried.

Mrs. Clark requested that the Board approve an additional bus route. All students have access to transportation and it has greatly increased the number of students on the buses. The cost of the additional route will be approximately $55,000.00 for a full year. The driver’s hourly rate will also increase to $22.00 per hour. The hourly rate increase will be absorbed by the addition of a route.

Motion made by John Etherton and seconded by Randy McIntosh to approve an additional bus route.

Motion Carried.

Mrs. Clark informed the Board that the District received FOIA requests from SmartProcure and Janine Asmus.

Motion made by Randy McIntosh and seconded by Jimmy Dean to accept the resignations of Lona-Duke Smith as a Jefferson School Aide and April Horning as the 5th and 6th Grade Girls’ Basketball Coach; to employ Renee Pearce as Latchkey Supervisor, Sarafena Rogers as a Latchkey High School Student Worker, Ryley McPhail as a Latchkey High School Student Worker, Lillyan Drumm as a Latchkey High School Student Worker, Caleb Newell as 5th and 6th Grade Boys’ Basketball Extended Season Coach; and to post the Assistant High School Wrestling Coach, MS Aide, Jefferson School Aide, and 5th and 6th Grade Girls’ Basketball Coach positions.

Voting Aye: Barras, Dean, Etherton, Martin, McIntosh, and Cullum

Motion Carried.

Mrs. Clark informed the Board that the Middle School Boy’s Baseball Team will be playing in the Regional Championship game on Saturday, September 23rd, at 10:00 am in DuQuoin. Mrs. Clark also informed the Board that the Hall of Fame inductees for this year are Donnie Gaddis, Billy Kendrick, Angela Robinson, the 1949 Basketball Team and the 1999 Softball Team. The Hall of Fame Banquet and Induction Ceremony will be held on Saturday, October 14th, and that tickets are available at the Unit Office.

Motion made John Etherton and seconded by Randy McIntosh to adjourn the meeting at 7:38 p.m.
