A. EMPLOYMENT

1) HUB RECREATION CENTER

Approve the recommendation of the General Manager to hire Saphyra Lagang as part-time Lifeguard $14.50/hour, and Swim Instructor Trainee $15.00/hour, pending results of pre-employment requirements.

Approve the recommendation of the General Manager to promote Lifeguard Gabriel Kidd to the additional position of Lead Lifeguard $16.00/hour, effective July 25, 2023

Approve the recommendation of the General Manager to promote Lifeguard James Gott to the additional position of Lead Lifeguard $16.00/hour, effective July 25, 2023.

Approve the recommendation of the General Manager to hire Lucas Bailie as part-time Swim Instructor $20.00/hour, Lead Lifeguard $16.00/hour, and Lifeguard $14.50/hour, pending results of pre-employment requirements.

Approve the recommendation of the General Manager to hire Daniella Hamilton, as part-time Front Desk Attendant $13.00/hour, Cafe Attendant $13.00/hour, Fitness Attendant $13.00/hour, Personal Trainer $30.00/hour, Group Fitness Instructor $18.00/hour, and Group Aquatic Fitness Instructor $20.00/hour, pending results of pre-employment requirements.

2) STREET DEPARTMENT

Approve the recommendation of the Superintendent to hire Kevin Gehrke to an open full-time Laborer position; terms per the collective bargaining agreement.

Approve the recommendation of the Superintendent to hire Michael McRoy to an open Seasonal Laborer position; terms per the collective bargaining agreement.

Approve the recommendation of the Superintendent to hire Walter Chandler to a full-time Laborer position; terms per the collective bargaining agreement.

3) MARION CULTURAL AND CIVIC CENTER

Approve the recommendation of the Director to hire Carter Lang & Mary Marlow to open, part-time, custodian positions at $13/hour.

B. MINUTES

1) Discuss/Approve minutes from the July 10, 2023 council meeting.

NEW BUSINESS

6. PUBLIC WORKS DEPARTMENT

A. Discuss/Approve the low bid from B.C. Contracting for $45,270 for a sewer main replacement on North Liberty Street; using Hub TIF Funds.

B. Discuss/Approve the low bid of $3,999,667 from Skuta Construction for Sewer Relining and Rehabilitation, a component of the Sewer Rehabilitation Project.

C. Discuss/Approve the low bid of $1,032,426 from Wiggs Excavating for Sanitary Sewer Replacements, a component of the Sewer Rehabilitation Project.

D. Discuss/Approve the low bid of $584,000 from Midwest Petroleum & Excavating for the East WWTP Bar Screen Replacement, a component of the Sewer Rehabilitation Project.

E. Discuss/Approve IEPA Water Pollution Control loan agreement for the Sanitary Sewer Rehabilitation project with IEPA funding a total of $6,437,675.79 with $1,931,302.74 in debt forgiveness leaving $4,506,373.05 loaned at a simple annual interest rate of 0.93%.

7. POLICE DEPARTMENT

A. Discuss/Approve the recommendation of Commissioner Barwick and Chief Fitts to purchase a 2022 Ford Explorer from Jim Hayes to replace the recently totaled Ford Explorer at a cost of $41,300 minus the insurance claims amount of $20,763. This is a budgeted item.

8. ECONOMIC DEVELOPMENT AND MUNICIPAL PLANNING

A. Discuss/Approve additional funds to close out the Residential TIF I Redevelopment Grant Program.

B. Discuss/Approve Ordinance 3907 creating the 2024 Hub TIF Commercial Facade Renovation Program.

C. Discuss/Adopt IDOT Resolution 2023-12 for $695,045 for improvements on Main Street from Granite Street to Virginia Street and on Market Street from Calvert Street to Marion Street.

9. PUBLIC AFFAIRS

A. Discuss/Approve Ordinance 3906 declaring the Sugar Creek Lake property as surplus property and authorizing the sale for $2,000,900.
