A. Presentation of Energy Transition Grant.

5. CONSENT AGENDA

A. INVOICES

1) Approve Invoice from ProTek for new cameras at Marion Cultural & Civic Center; a budgeted item.

2) Approve the 1st Quarter payment to REDCO for $21,250.

3) Approve Governmental Consulting Invoice 6145 for $3,000 for Consulting Services for May 2023.

B. EMPLOYMENT

1) HUB RECREATION CENTER

Approve the recommendation of the General Manager to add the job code of Swim Instructor Trainee at the wage of $15.00/hour, for current Lifeguard Gwen Weaver, effective May 1, 2023.

2) MARION CULTURAL & CIVIC CENTER

Approve the recommendation of the Director to promote Ryan Elmore and Kelsey McDonald to open fulltime positions, and the promotion of Carson Brimm to IMRF-eligible status.

3) BOYTON STREET COMMUNITY CENTER

Approve the recommendation of the Director to hire Benjamin Johnson as a part-time Custodian at $13/hour.

4) STREET DEPARTMENT

Approve the recommendation of the Superintendent to hire Matthew Wagner to an open full-time Laborer position at terms defined in the Collective Bargaining Agreement.

C. MINUTES

1) Discuss/Approve minutes from the April 24, 2023 council meeting.

D. BOARD APPOINTMENTS

1) MARION CARNEGIE LIBRARY BOARD OF TRUSTEES

Approve the reappointments of George Trammell, Jenna Griffith, and Linda Walker to new three-year terms.

Approve the appointment of Steve Aschieris to fill the vacancy created by Andrew Wilson's resignation to a term that expires in 2024.

2) POLICE PENSION BOARD OF TRUSTEES

Reappoint Terance Henry to a 2-year term expiring in May 2025.

NEW BUSINESS

6. STREET DEPARTMENT

A. Discuss/Approve an engineering agreement with Horner & Shifrin for the annual street resurfacing program.

7. PUBLIC WORKS DEPARTMENT

A. Discuss/Approve 2023 tractor bids for biosolids application; a budgeted item.

8. POLICE DEPARTMENT

A. Discuss/Approve the recommendation of Chief Fitts and Commissioner Barwick to purchase a vehicle, a budgeted item, out of the Drug Fund in the amount of $39,186.26.

B. Discuss/Approve the replacement of two VRF modules from HSG Mechanical.

A. Discuss/Approve Residential TIF I Residential Rehabilitation Grants

B. Discuss/Approve Ordinance 3883 a Residential TIF I Redevelopment Agreement with Mr. JECC, LLC for 700 N. Harper.

C. Discuss/Approve Ordinance 3884 a Residential TIF I Redevelopment Agreement with Yellow Door Builders, LLC for 1014 S Buchanan.

D. Discuss/Approve the bid for the Sioux Drive and Campground Road Improvements.

10. PUBLIC AFFAIRS

A. Discuss/Approve Ordinance 3882 Amending the City Code relating to Hotel Operators' Occupation Tax.

B. Discuss/Approve Ordinance 3885 Amending the City Code regarding taxation on Bed and Breakfasts and

Vacation Rentals.

C. Discuss/Approve a construction engineering agreement with Horner & Shifrin for the downtown ITEP project.

D. Discuss/Approve the bid for the replacement of the water main on the Square; part of the Downtown Streetscape Improvement Project.

E. Discuss/Approve bid to install Digital LED Message Boards at Market Street Hall, Marion Senior Citizens, and replacement of the sign at the Marion Cultural & Civic Center.
