City of Herrin City Council met Dec. 12

City of Herrin City Council met Dec. 12.

Here are the minutes provided by the council:

Mayor Steve Frattini called the meeting to order at 6:00 p.m. and led us in prayer. Pledge of Allegiance was recited.

Shelly Huggins, City Clerk called the roll and the following were present:

PUBLIC

Nathan Colombo stated he is with Clearwave Fiber and wanted to introduce himself as he is our local contact regarding the new fiber installation going on in our community.

MINUTES OF NOVEMBER 28, 2022

Motion made by Alderman Shoemake, seconded by Alderman Crompton to approve the minutes of November 28, 2022 Council Meeting. Alderman Ahlgren, York, Crompton, Kinley, Sizemore and Shoemake voted "Yea". None voted "Nay".

TREASURER'S REPORT

Treasurer Carl Goodwin stated that he has audited water/sewer adjustments and all well. Also, admin tow fees.

BUDGET OFFICE REPORT

Carrie Cravens, Budget Director was absent from the meeting.

CODES

Bret Childers Codes Administrator stated that he met with the resident on E. Stotlar to clean up Property. He has also checked with the county regarding the Short property East of town as it isn't in our city limits.

PUBLIC WORKS

Bill Sizemore, Chairman of the Public Works Committee had nothing to report.

Tom Somers, Public Works Director trash will run on regular schedule during the holidays.

PUBLIC IMPROVEMENT

Marilyn Ruppel, Chairman of the Public Improvement Committee was absent from the meeting.

PUBLIC SAFETY

David Dorris, Police Chief stated shop with a cop will be Wednesday at 5 p.m. and Saturday at 9 a.m.

Shawn Priddy, Fire Chief reminded everyone of holiday fire safety. Christmas is the 2nd highest day of the year for fires.

David Shoemake, Chairman of the Public Safety Committee had nothing to report.

FINANCE

Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before the Council. Alderman York, Crompton, Kinley, Sizemore, Shoemake and Ahlgren voted "Yea". None voted "Nay".

INSURANCE

Sheila Ahlgren, Chairman of the Insurance Committee had nothing to report.

HERRIN LIBRARY LIAISON

Marilyn Ruppel, Liaison for the Herrin City Library was absent from the meeting.

HERRIN CIVIC CENTER LIAISON

Scott Kinley, Liaison for the Herrin Civic Center stated that Queen of Hearts tomorrow night will be $8,000.00. Mostly private events scheduled for the rest of the year. New Year's Eve will feature Steve Kessler and the Wing it Band.

NEW BUSINESS:

LIBRARY BUILD- ING MAIN- TENANCE TAX LEVY

Motion made by Alderman Crompton, seconded by Alderman Sizemore to approve Library Building Maintenance Tax Levy. Alderman Crompton, Kinley, Sizemore, Shoemake, Ahlgren and York voted "Yea". None voted "Nay".

ORDINANCE 30- 2022 ANNUAL TAX LEVY

Motion made by Alderman York, seconded by Alderman Kinley to pass Ordinance 30-2022 Annual Tax Levy. Alderman Kinley, Sizemore, Shoemake, Ahlgren, York and Crompton voted "Yea". None voted "Nay".

ORDINANCE 31- 2022 ABATING GO BONDS SERIES 2016 TAX LEVY FOR 2022

Motion made by Alderman Shoemake, seconded by Alderman Kinley to pass Ordinance 31-2022 Abating GO Bonds Series 2016 for the Tax Year 2022. Alderman Sizemore, Shoemake, Ahlgren, York, Crompton and Kinley voted "Yea". None voted "Nay".

ORDINANCE 32- 2022 ABATING GO BONDS WATER SYSTEM REVENUE PLEDGE SERIES 2017 TAX LEVY FOR 2022

Motion made by Alderman Sizemore, seconded by Alderman Crompton to pass Ordinance 32-2022 Abating GO Bonds Water System Revenue Pledge Series 2017 for Tax Year 2022. Alderman Shoemake, Ahlgren, York, Crompton, Kinley and Sizemore voted "Yea". None voted "Nay".

ORDINANCE 33- 2022 ABATING GO REFUNDING BONDS SERIES 2021A, 2021B & 2021C TAX LEVY FOR 2022

Motion made by Alderman Crompton, seconded by Alderman Ahlgren to pass Ordinance 33-2022 Abating GO Refunding Bonds Series 2021A, 2021B & 2021C for Tax Year 2022. Alderman Ahlgren, York, ACCEPT RFQ FROM JOHN H. CRAWFORD & ASSOCIATES FOR CDBG HOUSING GRANT Motion made by Alderman Kinley, seconded by Alderman Shoemake to accept RFQ from John H. Crawford & Associations for Administration of CDBG Housing Grant. Alderman York, Crompton, Kinley, Sizemore, Shoemake and Ahlgren voted "Yea". None voted "Nay".

MAYOR

Lindell Hatley's mother passed away yesterday.

COUNCIL

Alderman Kinley stated that the new garbage truck is looking good.

Alderman Sizemore has had a request for a street light in the 600-700 block of S. 22nd,

Attorney Brewster stated that the airport board has been talking about a street light at Bandyville & Crenshaw. They are interested in helping with a light there.

Alderman York stated we have 2 water valves leaking at 29th & Polk, 30th & Polk. He also thinks that are gasoline awareness isn't where it should be. We are leaving vehicles running when we're not in them to save some gas.

Alderman Sizemore stated there is a leak out on the south end of town behind "A Step Above" in the Eden Park area. Also, one in the area of 1100 N. 8th St.

Motion made by Alderman Sizemore, seconded by Alderman Kinley to adjourn. Alderman Crompton, Kinley, Sizemore, Shoemake, Ahlgren and York voted "Yea". None voted "Nay".
