City of Herrin City Council met Nov. 14.

Mayor Steve Frattini called the meeting to order at 6:00 p.m. and led us in prayer and the Pledge of Allegiance was recited. Shelly Huggins, City Clerk called the roll and the following were present:

Students and sponsor from the Herrin High School Student Chamber were in attendance.
Motion made by Alderman Shoemake, seconded by Alderman York to approve the minutes of October 24, 2022 Council Meeting. Alderman Ahlgren, York, Crompton, Kinley, Ruppel Sizemore and Shoemake voted "Yea". None voted "Nay".
Treasurer Carl Goodwin stated bank statements were in balance, water/sewer adjustments all in balance and admin tow fund in balance. Finance Committee Meeting at 5:30 on November 28.
Carrie Cravens, Budget Director stated KEB is finishing up our audit. We should have a draft this week. Please read her report regarding tax levy.
Bret Childers Codes Administrator stated to please not blow your leaves in the street. They can be Burnt on private property or taken to the garage.
Animal Control had nothing to report.
Bill Sizemore, Chairman of the Public Works Committee thanked public works and fire dept for helping with Christmas decorations.
Tom Somers, Public Works Director stated Thanksgiving trash route will be picked up with Fridays on Friday. Burn pile at the garage is open back up.
Marilyn Ruppel, Chairman of the Public Improvement Committee stated our community is looking festive for Christmas.
David Dorris, Police Chief was absent. Salvador Tomas, Deputy Chief had nothing to report.
Shawn Priddy, Fire Chief stated they made it through another chili dinner. Thank you to the public and the businesses for purchasing presale tickets. Made about $11,000.
David Shoemake, Chairman of the Public Safety Committee also thanked the fire dept. for their help with Christmas decorations.
Motion was made by Alderman York, seconded by Alderman Shoemake to authorize bills to be paid before the Council. Alderman York, Crompton, Kinley, Miller, Ruppel, Sizemore, Shoemake, and Ahlgren voted "Yea". None voted "Nay".
Sheila Ahlgren, Chairman of the Insurance Committee stated all is going well with our insurance.
Marilyn Ruppel, Liaison for the Herrin City Library gave the October report. All services at the library free in November for military veterans. Next book sale is 11/19 and 11/21.
Scott Kinley, Liaison for the Herrin Civic Center stated that Queen of Hearts tomorrow night will be $6,951.00. Wing it Wednesday will be back on Wednesday. November 19 will be a special dance night. There will be a road race on Saturday. Thanksgiving Dinner will be at the Civic Center from 11 a.m. to 2 p.m. November 26 the Downtown Christmas Committee will hold their craft & food fair.
Motion made by Alderman Crompton, seconded by Alderman Kinley to approve Agreement with Clarida & Ziegler Engineering Co. for E. Herrin Streed Road Resurfacing & Sidewalk Replacement. MFT Section 19-00072-00-RS. Alderman Crompton, Kinley, Ruppel, Sizemore, Shoemake, Ahlgren, And York voted "Yea". None voted "Nay".

Motion made by Alderman York, seconded by Alderman Ahlgren to award bid for 5 A Lane to Brandon Childers for $1,512.00. Alderman Kinley, Ruppel, Sizemore, Shoemake, Ahlgren, York and Crompton Voted "Yea". None voted "Nay".
Motion made by Alderman Kinley, seconded by Alderman Shoemake to pass Ordinance 26-2022 Authorizing Intergovernmental Agreement for Participation in the Mutual Aid Box Alarm System (MABAS Master Agreement 2022). Alderman Ruppel, Sizemore, Shoemake, Ahlgren, York, Crompton And Kinley voted "Yea". None voted "Nay".
Motion made by Alderman Sizemore, seconded by Alderman Crompton to approve Plat of Subdivision- Murphy Estates. Alderman Sizemore, Shoemake, Ahlgren, York, Crompton, Kinley and Ruppel voted MURPHY ESTATES "Yea". None voted "Nay".
Mayor announced that Angela Tessone, Water Department Officer Manager's brother passed away. His funeral is on Wednesday. Also, Ben Gunter 3-year-old son of public work's department employee Michael Gunter Jr. has passed away. His visitation is Thursday evening and funeral on Friday. We will be re-advertising the City Lake #2 property again later this month.
Herrin is getting a new laundromat. It will be across the street from the car wash on S. Park Avenue. It will be called Wonder Wash. They have 10 other laundromats in the area including one in Carterville where Herrin residents have been going. Should be opened by May 1.
Next council meeting we are going to have a phone app emergency notification system presentation.
Alderman Sizemore stated he is still getting complaints about the railroad crossing on Bandyville Rd.
Alderman Shoemake thanked Tom for getting a hold of IDOT about stoplight at Monroe St.
