Herrin City Library Board of Trustees met Nov. 8.

Absent: Guebert, Hickman
The meeting was called to order at 6:31PM by President Kathleen Jones.

Correspondence: None
Secretary’s Report: Starnes moved to approve the minutes from October 11, 2022.
Priest seconded. Motion carried unanimously.
Treasurer’s Report:
A. Bills to be Paid: Priest moved to approve the payment of $3,243.24 for expenses incurred from October 12-31 and $2,852.84 for expenses incurred from November 1-8. Calcaterra Seconded. Motion carried unanimously.
B. City Budget Report: Last month’s report showed that 51% of the budget has been spent, with 50% of the fiscal year completed, leaving a checking account balance of $156,090.49. Priest moved to approve the report. Sarver seconded. Motion carried unanimously.
C. Financial Balance Statement: Caringer moved to approve the Library balance report from the previous month. Calcaterra seconded. Motion carried unanimously.
Librarian’s Report:
Circulation for October 2022 was 15% greater than Ocober 2021. The Library currently has 5,237 registered borrowers and 41,066 volumes in its collection. 1,172 patrons used the Online Public Access Catalog (OPAC) from home in October. Website visits in October totaled 1,886 page views. Director Mullen attended the IHLS Director’s Chat sessions via Adobe Connect on October 13 and 27. Keri Dillinghman presented Haunted Southern Illinois on October 22. The Library is recognizing military veterans throughout November, offering free library services to City residents. Monthly Movie Matinees will resume on November 10 with Top Gun: Maverick, having been paused during the pandemic. The Friends of HCL will host the next book sale on November 19th and 21st.
Children’s Librarian’s Report:
Story hour on October 6 was themed “Pumpkin Time!” Eight children attended the reading of The Biggest Pumpkin Ever and A Pumpkin Story, created a mini pumpkin volcano science experiment, and then visited Ms. Kayla’s Pumpkin Patch to take home a small pumpkin. Story hour on October 20 was themed “Halloween!” Six children attended the reading of Arthur’s Halloween, Goodnight Goon, and The Little Ghost Who Was a Quilt. The children then crafted paper plate monsters!
Committee Reports:
• Friends Liaison (Starnes):
o The Friends of HCL will host the next book sale on November 19 and 21.
o Director Mullen’s funding request was granted, in the amount of $307.44.
o Next Friends meeting is scheduled for January 2023.

• Building and Grounds (Priest, Jones): No report
• Community Enrichment (Sarver): No report
• Library Development and Technology (Caringer): No report
• Special Gifts Committee (Guebert, Frost): No report
Old Business:
• As part of the PerCapita Grant requirements, the BoT reviewed and discussed Serving Our Public 4.0, Chapters 6-10.
• The BoT reviewed the nomination for the open Board seat. Caringer moved to approve the addition of Rebecca Maloney to the Library Board of Trustees from January 1, 2023 to December 31, 2025. Starnes seconded. Motion carried unanimously.
New Business:
• The BoT reviewed the Herrin City Library’s Property Tax Levy for 2022. Calcaterra moved to approve the levy. Priest seconded. Motion carried unanimously.
• The BoT reviewed the new Reference Service Policy. Calcaterra moved to approve the policy as written. Frost seconded. Motion carried unanimously.
• The BoT discussed purchasing new display cases for the Herrin History Room display area, and a new document and photograph scanner for the Library, which is to be funded by a donation from the Herrin Area Historical Society. Sarver moved to approve the purchase. Calcaterra seconded. Motion carried unanimously.
